HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/04/2007Minutes of the joint Otter TaiL Todd Wadena, and Stearns County Boards April 4, 2007 Long Prairie, MN The meeting was called to order at 10:20 by Todd County Board Chair. The purpose of the meeting was to ascertain interest in the expansion of the Perham Resource Recovery Facility. The options for financing an expansion of the Perham incinerator were presented by Mark Ruff of Ehlers & Associates. An engineering feasibility report was presented by HOR. City of Perham representatives arrived at I 0:40. David Hauser, Otter Tail County Attorney, presented concerns about the proposal. These concerns were discussed amongst the Commissioners. An operational summary was made by Pcrham's Plant Operator, Brian Schmidt. He reported that while there had been a number of difficulties in the first few years the plant has been operating more reliably at this time. Stearns County is looking at future operations and is entering into discussions with the Pope/Douglas County resource recovery plant. The voiced their frustration with the operational difficulty the Perham facility has had. They believe that there issues with governance that need to be addressed by the group. They also stated that they do not plan on utilizing the Perham Facility beyond their contract period, expiring in 2009. The Perham representatives had questions of the counties and arc looking for backing of the counties if the operation is to be expanded. The meeting adjourned at 12: 15 p.m.
