Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, March 6, 2007, at
9:30 a.m. at the Otter Tail County Government Services Center with Commissioners
Dennis Mosher, Chair; Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and
Everett Erickson present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the County
Board Agenda of March 6, 2007, with the following additions:
Discussion -County Garage in Perham
Renaissance Zone Resolution Request
Approval of Minutes
Motion by Nelson, second by Froemming, and unanimously carried to approve the County
Board Minutes of February 27, 2007, with the following typographical error correction:
On Page 10, under the heading of Joint City/County Meeting, in the last sentence, the word
"placing" should be replaced with the word "place".
Approval to Pay Bills
Motion by Erickson, second by Block, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Annual Service Awards
Lynn Larson, President of Employee's Committee, and Pat Larum, Committee Member,
presented Years of Service Awards to employees who have completed 5, 10, 15, 20, 25, &
30 years of service. The Board thanked employees for their service to the County.
Recess & Reconvene
At 9:43 a.m., Board members took a short recess to congratulate employees and returned to
open session at 9:55 a.m.
Ottertail Operations Center
Architect, David Shultz, stated that Project #0603 was rebid and three of the five original
bidders submitted re-bids, which were opened at 1 :00 p.m. on Thursday, March 1, 2007, as
follows:

Mr. Shultz and Physical Plant Manager, Rick Sytsma, recommended accepting the low bid of
Comstock Construction for construction of the Otter Tail Operations Center. County Attorney,

David Hauser, stated that the financing for Project #0603 is not currently in place and the
issue of this project as well as the CD Building Project could push bonding over 10 million
dollars for the year, which would drive interest rates up. Discussion took place regarding the
bonding company, Ehlers & Associates, and requesting them to watch the bonding dollar
amounts. The project would be bonded through the HRA and a lease would need to be
completed between the HRA and Otter Tail County to allow the County to lease the facility
until the debt service is retired on the bonds. Mr. Hauser stated that from a cash outflow
point, funds to pay for this project would not be available until June. Motion by Froemming,
second by Block, and unanimously carried to accept the low base bid from Comstock
Construction, in the amount of $4,449,000.00 and the low Alternate 1 Roof Warranty Bid of
$2,000.00, for the Construction of the Ottertail Operations Center, Project #0603.
Approval of Exempt Permit
Motion by Mosher, second by Erickson, and unanimously carried to approve, with no waiting
period, the LG220 Application for Exempt Permit as submitted by the Maidens of the Prairie
to Lakes DU for an event scheduled for Tuesday, May 8, 2007, at The Peak Supper Club
located at 43517 County Highway 38 in Leaf Mountain Township.
Recess & Reconvene
At 10:09 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Personnel Committee meeting. The meeting was reconvened
at 10:20 a.m.
Staffing Requests
Motion by Froemming, second by Block, and unanimously carried to authorize the Solid
Waste Director to advertise for a 4-hour per week Solid Waste Attendant position (Saturday
mornings) for the Parkers Prairie Transfer Station.
Motion by Nelson, second by Erickson, and unanimously carried to authorize the Solid Waste
Director to advertise for a temporary Recycling Worker at a Grade 8 for the summer months
(approximately 05/01/07 through 09/30/07).
Bid Award & Recommendation for Asphalt Paver
Motion by Nelson, second by Block, and unanimously carried to authorize purchase of a used
Mauldin Model 1750C from Swanston Equipment Co. of Fargo, ND, in the amount of
$88,288.50.
Perham Highway Garage
Highway Engineer, Rick West, briefed the Board on discussions with Barrel O' Fun relative to
the Perham Highway Garage site.
Otter Tail County Resolution No. 2007 -15
Support for Legislation for
Fergus Falls RTC Redevelopment Renaissance Zone
Commissioner Nelson offered the following and moved its adoption:
WHEREAS, job creation, business development, and Regional Treatment Center historic
campus renewal in Fergus Falls, Minnesota is a primary goal of redevelopment of the Fergus
Falls Regional Treatment Center Campus, and

WHEREAS the resulting affects of such a zone would be to provide mixed use tax based
incentives to spur job creation, business and housing development, and
WHEREAS the proposed Fergus Falls RTC Redevelopment Renaissance Zone allows for the
formation of tax free zone, associated with the redevelopment of the historic Fergus Falls
Regional Treatment Center Campus and its associated properties, and
WHEREAS, an application for a tax frees zone designation in Fergus Falls is being prepared
for submission to the Minnesota State Legislature during the 2007 Session.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Fergus Falls,
Minnesota, that the City of Fergus Falls, at its meeting held on February 5th, 2007, upon
careful consideration and review, approves the specific area designated in the application for
a tax free zones, supports the use of tax exemptions and tax credits within the designated
zone (subject to proper review and approval by the other appropriate taxing authorities within
the zone), and encourages the Minnesota State Legislature and Governors Office to approve
the Tax Free Zone Application being submitted by the City of Fergus Falls.
BE IT FURTHER RESOLVED that the City of Fergus Falls agrees to provide all of the local
tax exemptions and credits required and provided for under the Redevelopment Renaissance
Zone proposed Legislation and agrees to forego the tax benefits resulting from the local and
state tax exemptions and credits provided under the Redevelopment Renaissance Zone Job
Legislation.
Commissioner Block seconded the motion, and upon being put to a vote, was adopted as

WOT Soil & Water Conservation District Board Meeting
Motion by Mosher, second by Froemming, and unanimously carried to authorize
Commissioner Erickson to attend the WOTSWCD Board meeting at 9:30 a.m. on March 12,
2007, in place of Commissioner Mosher who will be attending a Labor Negotiations meeting.
Correspondence Acknowledged
Chairman Mosher acknowledged a letter received from Resident, Andy Leitch, regarding the
Underwood Senior Dining Program.
WCR Treatment and Correctional Steering Committee
Motion by Erickson, second by Froemming, and unanimously carried to authorize
Commissioner Nelson to attend the WCR TCSC meeting at 9:00 a.m. on Thursday, March 8,
2007, for informational purposes.

Recess
Closed to the Public
At 11 :02 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. At 11:10 a.m., Chairman Mosher declared the
meeting of the Otter Tail County Board of Commissioners closed to the public for purposes of
discussing labor negotiation strategies relative to the Collective Bargaining Unit that includes
the Treasurer, Assessor, Recorder, Auditor and Land & Resource offices, and the Collective
Bargaining Unit for the Facilities Operations Group. Present were all five seated
Commissioners, the County Attorney, County Coordinator, Recording Secretary, Assessor,
Recorder, Land & Resource Director, and Physical Plant Manager. At 12:10 p.m.,
Commissioner Froemming was absent from the meeting to attend a Law Library Committee
meeting.
Adjournment
Upon conclusion of the closed session at 12:20 p.m., Chairman Mosher declared the meeting
of the Otter Tail County Board of Commissioners adjourned until Tuesday, March 13, 2007.
