Completion Date All Buildinq Corporation $4,665,500.00 $32,000.00 02/22/08 Breitbach Construction $4,463,000.00 $3,400.00 02/28/08 Comstock Construction $4,449,000.00 $2,000.00 04/15/08 Mr. Shultz and Physical Plant Manager, Rick Sytsma, recommended accepting the low bid of Comstock Construction for construction of the Otter Tail Operations Center. County Attorney, OTC Board of Commissioners' Minutes March 6, 2007 Page 2 David Hauser, stated that the financing for Project #0603 is not currently in place and the issue of this project as well as the CD Building Project could push bonding over 10 million dollars for the year, which would drive interest rates up. Discussion took place regarding the bonding company, Ehlers & Associates, and requesting them to watch the bonding dollar amounts. The project would be bonded through the HRA and a lease would need to be completed between the HRA and Otter Tail County to allow the County to lease the facility until the debt service is retired on the bonds. Mr. Hauser stated that from a cash outflow point, funds to pay for this project would not be available until June.
