Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 20, 2007, at
9:35 a.m. at the Otter Tail County Government Services Center with Commissioners
Dennis Mosher, Chair; Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and
Everett Erickson present.
Approval of Agenda
Motion by Froemming, second by Erickson, and unanimously carried to approve the County
Board Agenda of February 20, 2007 as mailed.
Approval of Minutes
Motion by Nelson, second by Block, and unanimously carried to approve the County Board
Minutes of February 13, 2007, as presented.
Approval to Pay Bills
Motion by Erickson, second by Froemming, and unanimously carried to approve payment of
the County Board bills per Attachment A of these minutes.
4-H Update
4-H Program Coordinator, Janet Malone, presented a picture of a Children's Garden shaped
in the form of a four-leaf clover. She discussed the program, for young children, to learn
about gardening and its values. There are about twenty children currently in the program
with hopes of expanding it to a Junior Master Gardeners Program. Discussion also took
place regarding the value of volunterism and County Fair issues.
Training Opportunities
Land & Resource Director, Bill Kalar, presented a handout entitled "2007 Land Use Planning
Workshops" and reviewed the training opportunities.
Final Plat
Motion by Froemming, second by Nelson, and unanimously carried to approve the Final Plat
entitled "Snyder Addition", located in Section 1 of Compton Township; non-shoreland.
Final Plat Extension Request
Motion by Nelson, second by Erickson, and unanimously carried to approve the request of
Robert and Linda Honer to extend the Final Plat filing date for "Beaver Dam Shores" on Star
Lake until July 1, 2007, due to pending legal actions.
Lake Reclassifications
Mr. Kalar discussed potential procedures for reclassification of small lakes in the County that
have been mis-classified.

Sewage System Abatement Program
Motion by Block, second by Erickson, and unanimously carried to authorize the Land &
Resource Director to proceed with the Sewage System Abatement Program for CY2007
through CY2016 as shown on the map presented.
Land & Resource Fee Schedule
Mr. Kalar presented a 2007 Land & Resource Management Fee Schedule. Discussion took
place regarding site permits, complexity of inspections per building site, public notice rate
increases, mileage expense increases, and after-the-fact permit fee. Motion by Nelson,
second by Froemming, and carried with Mosher opposed, (because the after-the-fact fee was
not increased from 2006) to approve the 2007 Fee Schedule as presented, effective March 1,
2007, for the Land & Resource Management Office.
Ottertail Operations Center -Bid Proposals
Physical Plant Manager, Rick Sytsma, and Architect, David Shultz, submitted a Bid
Tabulation for the Ottertail Operations Center (Project #0603). There were 5 Bid Proposals
submitted which were opened at 1 :00 p.m. on Wednesday, February 7, 2007. Mr. Shultz
explained that upon review of the proposed bids, there were two problems resulting in
incorrect bidding. Mr. Shultz submitted a letter dated February 19, 2007, recommending that
all bids be rejected and the project be rebid. Contractor, Richard Breitbach, requested that
the Board award the bid because AIA Documents do not allow verbal information within 5
days of the bid opening and AIA Documents allow award based on the Base Bid with the
alternate being negotiated at a later date. Discussion followed. Motion by Block, second by
Froemming, and carried with Mosher opposed, to reject all bids opened February 7, 2007, for
the Ottertail Operations Center (Project #0603) and authorize rebidding the project with
opening scheduled at 1 :00 p.m. on Thursday, March 1, 2007.
Contract for Drug Testing Services
At 11 :05 a.m., Commissioners Mosher and Froemming attended a Capital Improvement
Committee meeting with Treasurer, Steve Andrews. Vice-Chair Nelson presided over the
meeting. Safety Director, Tiny Holm, requested approval of an amendment for Otter Tail
County's 2007 drug and alcohol testing program. Motion by Erickson, second by Block, and
unanimously carried to authorize the Chairman's signature to execute the 2007 Amendment
to MCIT Drug and Alcohol Testing Program Participation Agreement as presented.
Dental Access Services
Public Health Director, Diane Thorson, reported that West Central Initiative had received a
grant from the Vedeen Trust for funding to expand dental access for the Otter Tail County
area. Included in the award was a request for $25,000 for Public Health to provide a tooth
varnishing project for children in the WIC Program. Ms. Thorson stated that services will be
billed to Medical Assistance when serving people. At 11 :14 a.m., Commissioners Mosher
and Froemming returned to the meeting. Continued discussion followed regarding the dental
access grant dollars. Motion by Erickson, second by Block, and unanimously carried to
authorize the Public Health Director to proceed with hiring a part time, Range 12, position to
provide the dental tooth varnishing for children in the WIC program. $75,000 has been
awarded to the Minnesota State Community College to assist in establishing dental services.

At 11: 16 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 11 :20 a.m.
Application for Exempt Permit
Motion by Nelson, second by Block, and unanimously carried to approve with no waiting
period, the LG220 Application for Exempt Permit as submitted by the East Otter Tail Deer
Hunter's Chapter for an event scheduled for Friday, April 13, 2007, at the Playtime Bar and
Grill located at 43974 390th St. in Rush Lake Township.
Joint Powers Board of the Red River Basin
Chairman Mosher appointed Commissioner Everett Erickson to the Joint Powers Board of the
Red River Basin as Otter Tail County's representative.
Central Lakes Trail
Motion by Nelson, second by Block, and unanimously carried to authorize the Chairman to
sign a letter of support to be sent to the Fergus Falls Chamber, which will be included with an
application from the Chamber to the Minnesota DNR for funding to bring the Central Lakes
Trail into the City of Fergus Falls.
Closed to the Public
At 11 :35 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for purposes of discussing labor negotiation strategies
relative to the Collective Bargaining Unit that includes the Treasurer, Assessor, Recorder,
Auditor and Land & Resource offices, and the Collective Bargaining Unit for the Facilities
Operations Group. Present were all five seated Commissioners, the County Attorney, County
Coordinator, Recording Secretary, Treasurer, Auditor, Assessor, Recorder, Land & Resource
Director and Physical Plant Manager. At 12:20 p.m., Chairman Mosher declared the meeting
of the Otter Tail County Board of Commissioners recessed for lunch break.
Reconvene in Closed Session & Adjournment
At 1:15 p.m., Chairman Mosher reconvened the Board of Commissioners' meeting in
continued closed session for discussing labor negotiation strategies relative to the afore-
mentioned Collective Bargaining Units. All personnel previously stated were present except
the Land & Resource Director.
Upon conclusion of the closed session at 2:20 p.m., Chairman Mosher declared the meeting
of the Otter Tail County Board of Commissioners adjourned until Tuesday, February 27,
2007.
