Crooked Lake Area Flooding
Highway Engineer, Rick West, briefed the Board on Crooked Lake. Houston Engineering is
working on an Engineering Study whereby the project would be an outlet from Crooked Lake
to County Ditch #21. When completing field survey work, there were favorable comments
from landowners downstream from Crooked Lake. There may be some repairs required to
the Ditch System; however, the expense should be less than a grade raise on CH 18.
Mr. West stated that when a draft copy of the Engineering Report is received, the Highway
Department plans to petition to enter the Ditch. Commissioner Mosher requested that the
Highway Engineer update Dennis Johnson on the progress of this project.

the conduct of lawful gambling by the VFW Post 612, Fergus Falls, MN, at Lenny's Dining

The process to build a new Transfer Station started in 2004 when it was determined that the
current facility located at the Regional Treatment Center would be closed. The property
proposed to be used for a new Transfer Station is regulated by Fergus Falls Township and
requires a special use permit. After request of a special use permit, a citizens group
petitioned the Environmental Quality Board and the County proceeded with completion of an
Environmental Assessment Worksheet. During this process, the MPCA received several
requests for an Environmental Impact Statement on this project. The MPCA Citizen's Board
meeting to decide on the need for an EIS is scheduled for November 28, 2006. Mr. Hanan
requested approval of a draft letter to the MPCA regarding the proposed Transfer Station.
