Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 18, 2006, at
9:30 a.m., at the Otter Tail County Government Services Center with Commissioners
Roger Froemming, Chair; Dennis Mosher, Vice-Chair; Bob Block, Syd Nelson, and
Malcolm Lee present.
Approval of Agenda
Motion by Mosher, second by Lee, and unanimously carried to approve the County Board
agenda of April 18, 2006, with the following change:
9:45 a.m. -Discussion of Adjoining Properties -canceled
Approval of Minutes
Motion by Block, second by Lee, and unanimously carried to approve the County Board
minutes of April 11, 2006, with the following correction:
Page 14 under the Heading Recess & Reconvene, the first sentence should read as
follows: "At 2: 15 p.m., Vice-Chairman Mosher declared the meeting of the Otter Tail
County Board of Commissioners recessed for a short break.
Approval to Pay Bills
Motion by Mosher, second by Nelson, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Annual MCIT Member Report
MCIT Account Executive, Bruce Underdahl, presented Otter Tail County's 2006 Member
Report. Discussion took place regarding reinsurance costs, fund balances, property limits,
dividends, property/casualty, and workers compensation insurance.
Credit Card Approval
Motion by Mosher, second by Block, and unanimously carried to increase the limit from
$1,000 to $2,000 on the following credit card: Assessor, Bob Moe
Tax Forfeited Properties
Motion by Froemming, second by Nelson, and unanimously carried to establish the appraised
price for sale of the following two tax forfeited properties to the City of Clitherall as noted
below:

High Water Discussion -North & South Turtle Lakes
Assistant Highway Engineer, Chuck Grotte, opened discussion regarding the rising water
situation on North and South Turtle Lakes. DNR Hydrologist, Terry Lejcher, encouraged
either the formation of a new Lake Improvement District on North Turtle Lake or North Turtle
Lake entering the South Turtle LID that is already in place. Lake Improvement Districts can
apply for grants and receive cost share funding and/or levy taxes for the expenses to reduce
rising water. Mr. Lejcher stated that flood damage reduction funds are available through the
legislature, with permanent flood reduction a higher priority for funding than temporary flood
reduction measures. He also referred to pumping that is taking place out of South Turtle
Lake at this time that may have some restrictions because of US Fish & Wildlife Service
easements downstream. Commissioner Mosher presented a letter that requests slowing
down the flow of water coming into South Turtle Lake by partially blocking the culvert on
County Road 18. Discussion continued. Engineer, Jeff Stabnow, presented elevations in the
area and explained an alternate solution to draw the water down on North Turtle Lake without
passing it through South Turtle Lake. Mr. Stabnow stated that North Turtle Lake is 7-8 ft.
higher than South Turtle Lake. He suggested that there is a low point that is approximately
10 ft. below the water level at North Turtle Lake where there could be an open cut and a pipe
installed that could get the flow to the headwaters of the Pomme de Terre River. Petitioning
to establish a County Ditch was discussed; however, the process would take too long. Everts
Township Chairman, Marlyn Kruschke, suggested an alternative to establish a drainage
district through the township. Mr. Lejcher will meet with property owners on North Turtle to
assist them in forming a LID. Marlyn Kruschke from Everts Township offered to work with
two other affected townships, review solutions and report back to the County Board. Motion
by Mosher, second by Nelson, and unanimously carried to approve the draft letter dated
April 17, 2006, and authorize the letter be sent to the US Fish & Wildlife Service.
Highway Contract Amendment Form
Motion by Lee, second by Block, and unanimously carried to authorize the appropriate
County officials' signatures to execute a Contract Amendment Form for work being
completed for Maplewood State Park from Highway 108 to the Contact Station. The
Amendment Form extends the contract from May 15, 2006 until December 31, 2006.
Recess & Reconvene
At 11 :27 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 11 :32 a.m.
Planning Commission Recommendations
Conditional Use Permit-Brad Dirkman:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit for topographical work as presented in the revised plan (received by Land &
Resource March 14, 2006) and with conditions as recommended by the Planning
Commission. The property is described as Riverpointe Lots 1 & 2, Block 1, Section 29 of
Maine Township; Otter Tail River (56-ORD).
Preliminary Plat-"Sunnvbend First Addition'1/Sherlock & Coleen Houge:
Motion by Froemming, second by Mosher, and unanimously carried to approve the
Preliminary Plat known as "Sunnybend First Addition" consisting of 1 lot for single family
residential use with conditions as recommended by the Planning Commission. The property

is described as Lot 5 ex plat (53.31 AC) Section 36 of Maine Township; Otter Tail River
(56-ORD).
Preliminary Plat -"Haggart's Addition"/Mariorie Haggart:
Motion by Lee, second by Nelson, and unanimously carried to approve the Preliminary Plat
known as "Haggart's Addition" consisting of 2 lots for single family residential use with
conditions as recommended by the Planning Commission. The property is described as Pt
GL 8 & pt NW¼ SW¼ ... (2.56 AC & 1.96 AC) Section 4 of Dunn Township; Pelican Lake
(56-786).
Conditional Use Permit -Golf View Estates First Addition/Stalker Lake Golf Course:
Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use
Permit for a 2-unit Common Interest Community and the construction of a proposed
driveway, water, and septic held in common among the association of the CIC as
recommended by the Planning Commission. The property is described as N 550' of W½ of
SL 2 of GL 4 & N 400' of Sub Lot 3 of GL 4 & N 400' of E½ Sub Lot 2 ... ,Section 3 of St. Olaf
Township and S 772.58' of W 407' of G.L. 4, Section 34 of Tordenskjold Township; Unnamed
Lake (56-420) & Johannes Lake (56-391 ).
Preliminary Plat-"First Greenleaf Addition":
Motion by Block, second by Froemming, and unanimously carried to approve a Preliminary
Plat known as "First Greenleaf Addition" consisting of 5 lots for single family residential use.
The property is described as Pt of GL 4 ... (7.61 AC) Section 20 of Leaf Lake Township; West
Leaf Lake (56-114).
Preliminary Plat & Conditional Use Permit-"Bluegill Bay Estates 2"d Addition":
Motion by Mosher, second by Lee, and unanimously carried to approve a Preliminary Plat
known as "Bluegill Bay Estates 2nd Addition" consisting of 4 lots for single family residential
use and a Conditional Use Permit to construct a road to service the plat with conditions as
recommended by the Planning Commission. The property is described as Bluegill Bay
Estates Lot 5 Block 1, Section 23 of St. Olaf Township; Sewell Lake (56-408).
Preliminary Plat -"Golf View Estates Second Addition":
Motion by Mosher, second by Nelson, and unanimously carried to approve the Preliminary
Plat known as "Golf View Estates Second Addition" consisting of 7 lots for single family
residential use and a Conditional Use Permit to construct a road to service the plat with a
condition as recommended by the Planning Commission. The property is described as Pt SL
1, 4 & 5 of GL 4 & pt GL 3 & 4 ... (29.44 AC) Section 3 of St. Olaf Township; Johannes Lake
(56-391 ).
Conditional Use Permit -"Walker Lake Preserve", CIC 46:
Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional
Use Permit for a 34-unit cluster development and for the proposed road and driveways as
presented in the revised plan (dated March 23, 2006) with conditions as recommended by the
Planning Commission and the following clarification of Condition No. 1. The building pads
are reduced in size by 20%. The reasons for approval are as stated in the April 12, 2006,
Planning Commission minutes. A letter from Jim Morgan, Partner with WLP Development,
addressed to Land & Resource Director, Bill Kalar, dated April 15, 2006, was acknowledged
and a copy of the letter is on file in the Land & Resource Management office. The property is

Final Plat -"Royces Resort"
Motion by Nelson, second by Lee, and unanimously carried to approve the Final Plat known
as "Royces Resort Condominium", CIC Number 44, Section 3 & 10 of Hobart Township;
Wimer Lake (56-355).
Application for Site Permit
Land & Resource Director, Bill Kalar, presented an application form that is used to apply for a
site permit. He requested a change in procedure, whereby, an individual would not receive a
site permit from the County Land & Resource office until after verification from the Otter Tail
Water Management District, if the development is within the OTWMD. Motion by Mosher,
second by Block, and unanimously carried to approve a new procedure for applying for a site
permit that requires approval from the Otter Tail Water Management District, if the
development is located within the District, before the County issues a site permit.
Ethanol Plant Discussion
County Attorney, David Hauser, opened discussion regarding bonding for the proposed
Ethanol Plant. The Bond Consultant provided statistics based upon a 5 million dollar tax
abatement and loan payback over a 20 year period, which is the maximum allowable under
the law. Discussion took place regarding decreased risk by reducing the loan payback
period, including the cost to upgrade the road to service the proposed plant in the bonds, the
need to create a district that is 5% larger than the value of the 5 million dollar abatement, the
need to ask the organizers of the proposed plant to certify that money raised from other
investors is in the bank, the need for cash flow projection statements, and a desire for the
County's dollars to be used last in the Ethanol Project.

At 12:52 p.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners adjourned until Tuesday, April 25, 2006.
