Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 4, 2006, at
9:31 a.m., at the Otter Tail County Government Services Center with Commissioners
Roger Froemming, Chair; Dennis Mosher, Vice-Chair; Bob Block, Syd Nelson, and
Malcolm Lee present.
Approval of Agenda
Motion by Mosher, second by Nelson, and unanimously carried to approve the County Board
agenda of April 4, 2006, as mailed.
Approval of Minutes
Motion by Froemming, second by Block, and unanimously carried to approve the County
Board minutes of March 28, 2006, as mailed.
Approval to Pay Bills
Motion by Nelson, second by Block, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Public Meeting -Witt Farms
At 9:35 a.m., Chairman Froemming called the public meeting to order regarding construction
of a feedlot on the Witt Farms in Section 15 of Girard Township. No comment was offered
regarding the proposed feedlot, either at this public meeting or in writing previous to the
meeting. Hearing no comment, Chairman Froemming closed the public meeting at 9:38 a.m.
Recess & Reconvene
At 9:40 a.m., Chairman Froemming recessed the meeting of the Otter Tail County Board of
Commissioners for a Personnel Committee meeting. The meeting was reconvened at
9:47 a.m.
Civil Process Fee-for-Service Schedule
Motion by Nelson, second by Lee, and unanimously carried to correct the Civil Process Fee-
for-Service Schedule to include fees for "Filing of Redemption Documents" and "Notice of
Intent to Redeem" as presented by Sheriff, Brian Schlueter.
High Water Issues
Highway Engineer, Rick West, reported that high water in several areas of the County is
affecting County roads. He stated that permission has been received from Wilkin County to
open the outlet for Oscar Lake to prevent flooding of Highway 10. He reported that Highway
18 was closed last week due to high water. Lengthy discussion took place regarding the
possibility of putting in an outlet for Crooked Lake which would drain into County Ditch
No. 21. Mr. West also expressed high water concerns on Highway 38 and Highway 15.

Transfer of County Funds
Motion by Mosher, second by Nelson, and unanimously carried to authorize the transfer of
$500,000.00 from Otter Tail County's Reserve Fund to the Highway Department Maintenance
Budget due to unexpected maintenance of roads as a result of high water.
Red River Valley Water Supply Project
County Coordinator, Larry Krohn, reported that the Red River Valley Water Supply Project
was the main topic of conversation at a recent joint County/City meeting. Mr. Krohn
presented a draft resolution for the County Board's consideration as well as a letter with
general information regarding the proposed project and Draft Environmental Impact
Statement. Commissioners requested Mr. Krohn to finalize the resolution and return to the
Board at their next meeting.
Physical Plant Operations Staffing
Motion by Lee, second by Mosher, and unanimously carried to authorize the Physical Plant
Manager to proceed with the hiring process for a permanent, 30-hour per week,
housekeeping position. Additionally, the motion approved a temporary Housekeeping
position of 20-25 hours per week
Credit Card Approval
Motion by Lee, second by Mosher, and unanimously carried to approve the following
application for a credit card:
Randolph (Randy) V. Wasvick Land & Resource Department Limit -$1,000.00
License Application Renewal
Motion by Mosher, second by Nelson, and unanimously carried to approve the following
application for license:
Zorbaz of Ottertail Lake, Inc. Liquor and Sunday Liquor

2006 Budget Modifications
Motion by Nelson, second by Lee, and unanimously carried to approve the following
Calendar Year Budget Modifications:
Add Line Item 01-122-131-0001-6939-Blue Heron Bay EIS Costs-Budget Increase of $25,444.00
Increase Line Item 01-5990 from $425,000 to $450,444
Increase Line Item 01-800-6921 from $5,000 to $105,000 (Grant from Minnesota Historical Society)
Increase Line Item 01-5320 from $180,000 to $280,000
Recess & Reconvene
At 10:55 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners' recessed for a short break. The meeting was reconvened at 11 :00 a.m. for
the remainder of the scheduled agenda items.

Recycled Crushed Concrete
Land & Resource Director, Bill Kalar, provided additional information regarding the potential
use of crushed concrete in drain fields. He verified that Douglas and Kandiyohi counties
indicated that the crushed concrete material would be approved for use if it could comply with
the regulations of MS, Chapter 7080. He reported that there are indications that this material
would not pass the tests for use because of potential issues created by the fine dust.
Shoreland Rules Revision Committee Discussion
Mr. Kalar reported that the Shoreland Rules Revision Committee met and discussed items
identified by the County Board. He provided a handout entitled "Description of Proposed
Changes to the Shoreland Management Ordinance 02-24-06 Draft", which identifies SMO
discussion items. He stated that the Committee brought up th·e concept that buffer strips
should be implemented and expressed some frustration that the County Board had decided
not to propose language for buffer strips and for several other items. The review process
was not completed and the Committee is scheduled to meet again on May 18, 2006.
Mr. Kalar requested that the commissioners review the material handed out today and further
discussion will take place at the next regular County Board meeting on April 11, 2006.
Further discussion took place regarding the SMO amendment process and the process
required to reclassify lakes.
Otter Country Trail Association (OCTA)
Otter Tail County Resolution No. 2006 -28
Commissioner Lee offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the
review and approval of the County Attorney.
THEREFORE. BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-
Aid Trail Systems as they exist for the Otter Country Trail Association Snowmobile Club and
proposed extensions of Grant-In-Aid Trails with the aforementioned condition.
Commissioner Block seconded the resolution and, upon being put to vote, was unanimously
adopted.

Agreement with Wenck & Associates
Motion by Nelson, second by Mosher, and unanimously carried to authorize the appropriate
County officials' signatures to execute an Agreement between the County of Otter Tail and
Wenck & Associates, Inc. for Professional Services to prepare an Environmental Impact
Statement for the proposed Blue Heron Bay project.
Adjournment
At 11 :50 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners adjourned until Tuesday, April 11, 2006.
