Call to Order
The Otter Tail County Human Services Board convened Tuesday, January 10, 2006, at
9:30 a.m. at the Otter Tail County Government Services Center with Commissioners
Bob Block, Roger Froemming, Dennis Mosher, Syd Nelson, and Malcolm Lee present.

CY2006 Human Services Board Chair
County Coordinator, Larry Krohn, called for nominations for Chair of the Human Services
Board for 2006. Motion by Mosher, second by Block, and unanimously carried to elect
Commissioner Roger Froemming as the Human Services Board Chair for 2006.
CY2006 Human Services Board Vice-Chair
Chairman Froemming called for nominations for Vice-Chair of the Human Services Board for
2006. Motion by Nelson, second by Lee, and unanimously carried to elect Commissioner
Dennis Mosher as the Human Services Board Vice-Chair for 2006.
Approval of Agenda
Motion by Mosher, second by Lee, and unanimously carried to approve the Human Services
Board agenda of January 10, 2006, as mailed.
Approval of Minutes
Motion by Froemming, second by Block, and unanimously carried to approve the Human
Services Board minutes of December 27, 2005, as mailed.
Secure Detention Budget
Court Services Director, Chuck Kitzman, provided budgeted and actual dollars spent for
Secure Detention for the past five years. The amount of dollars spent each year is very
random and difficult to predict for budgeting purposes. Mr. Kitzman reported that the 2006
budget will be $54,000.00. The 2005 secure detention expenses were approximately
$7,000.00 less than budgeted. He will provide additional statistics with the annual report.
Human Services Contract Renewals
Motion by Lee, second by Mosher, and unanimously carried to authorize the Chairman's
signature to execute the following 2006 Purchase of Service Renewal Contracts:

Parenting Time Center
(Someplace Safe)
Residential Services/Assisted Living

Motion by Mosher, second by Block, and unanimously carried to authorize the Chairman's
signature to execute the following Cooperative Agreements:
Cooperative Agreement under Title IV-D with the
Otter Tail County Department of Social Services,
Otter Tail County Sheriff, and Otter Tail County
Attornev
Cooperative Agreement for Welfare Fraud
Investigation Services
Administration of the Child Support
Enforcement Program under Title IV-D of the
Social Security Act
Provides Legal and Investigative Services
Human Services Department
Human Services Director, John Dinsmore, introduced two new Human Services Supervisors,
Kay Brown and Deb Sjostrom.
Motion by Froemming, second by Mosher, and unanimously carried to authorize
Commissioners Block and Nelson to attend a meeting with legislators at the Pioneer Nursing
Facility on January 11, 2006.
Motion by Nelson, second by Lee, and unanimously carried to authorize the Chairman's
signature to execute a Purchase of Service Agreement between the County of Otter Tail and
Lakeland Mental Health Center for CY2006 for psychiatric and psychological evaluations
ordered by the Court. The renewal includes a 3% increase in rates for the service.
Energy'Assistance Program Update
Human Services Energy Assistance Program staff briefed the County Board on this year's
program. They discussed households served and dollars spent.
Recess & Reconvene
At 10:19 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Personnel Committee meeting. Chairman Froemming
reconvened the Human Services meeting at 10:30 a.m.
Public Health Staffing Approval
Public Health Director, Diane Thorson, requested reinstatement of a Public Health Office
Coordinator position, job #2126, to a full time position (40 hours per week) effective
January 1, 2006. Motion by Nelson, second by Lee, and unanimously carried to authorize job
#2126 as a full time, 40 hour per week position because of increased caseload for individuals
with the MNSHO Program.
Bills & Claims
Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services
bills and claims as presented. ·
Adjournment
At 10:33 a.m., Chairman Froemming declared the meeting of the Otter Tail County Human
Services Board adjourned until 9:30 a.m. on Tuesday, January 24, 2006.

OTTER TAIL COUNTY HUMAN SERVICES BOARD
Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, January 10, 2006, at
11 :00 a.m. at the Otter Tail County Government Services Center with Commissioners
Roger Froemming, Chair; Dennis Mosher, Vice-Chair; Syd Nelson, Malcolm Lee, and
Bob Block present.
Approval of Agenda
Motion by Nelson, second by Mosher, and unanimously carried to approve the County Board
agenda of January 10, 2006, as presented.
Correction -December 27, 2005 County Board Minutes
Motion by Nelson, second by Block, and unanimously carried to approve a correction to the
December 27, 2005, Board of Commissioners Minutes, Page 9, Resolution No. 2005-80 as
follows: References in the resolution to "Ditch Inspectors" should have read
Ditch Viewer's".
Clarification -December 20, 2005 County Board Minutes
Motion by Nelson, second by Block, and unanimously carried to clarify the December 20,
2005, Board of Commissioners Minutes, Page 7, Under the Heading "Data Verification
Contracts" to increase the part time Data Verification Contracts to $14.25 per hour effective
January 1, 2006.
Approval of Minutes
Motion by Block, second by Lee, and unanimously carried to approve the County Board
minutes of January 3, 2006, as mailed.
Approval to Pay Bills
Motion by Lee, second by Nelson, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Planning Commission Recommendations
Land & Resource Director, Bill Kalar, briefed the County Board regarding the Planning
Commission meeting of January 4, 2006. The Preserve at Echo Bay was the only item on
the Planning Commission agenda. The Planning Commission tabled a decision, at the
applicant's request, for clarification of the plan and a new drawing of the revised Conditional
Use Permit request.
Alternative Shoreland Management Standards
Discussion took place regarding Minnesota's Alternative Shoreland Management Standards
relative to cluster developments and conservation plats/subdivisions.

Land Surveyor's Certificate of Correction to Plat
Motion by Lee, second by Nelson, and unanimously carried to approve the attached Land
Surveyor's Certificate of Correction to the Plat of Pelican River Estates, which is part of these
minutes as Attachment B.

County Extension Committee
Motion by Froemming, second by Lee, and unanimously carried to re-appoint Patty Van
Santen and Julian Sjostrom to the Otter Tail County Extension Committee effective
January 1, 2006, for a three-year term ending December 31, 2008.

Annual Appropriation -·· ' \
Motion by Nelson, second by Mosher, and unanimously carried to authorize payment of the
CY2006 annual appropriation for West Central Minnesota Initiative Fund, in the amount of
$15,212.00.
Recess & Reconvene
At 11 :49 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break. Chairman Froemming reconvened the Board of
Commissioners' meeting at 1 :00 p.m.
Ethanol Plant Financing Discussion
Discussion took place regarding potential abatement bonding for the proposed Ethanol Plant.
County Coordinator, Larry Krohn, stated that Attorney, Kent Mattson, would be presenting an
outline on the matter at an upcoming meeting.
Recess & Reconvene
At 1 :08 p.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Personnel Committee meeting with the Sheriff. Chairman
Froemming reconvened the Board of Commissioners' meeting at 1 :18 p.m.
Sheriff Department Staffing
Motion by Mosher, second by Lee, and unanimously carried to authorize the Sheriff to
proceed with filling two new Deputy positions, one Dispatch Supervisor position and a
replacement for the promoted Dispatch Supervisor.
Employee of the Month Program
Motion by Mosher, second by Block, and unanimously carried to authorize payment to the
Employees Committee for the Employee of the Month Program and the frames for Years of
Service Awards for employees, in the amount of $811.73, for 2006.
Telecommunications Contract
County Coordinator, Larry Krohn, reported that ERS Audits has provided consulting services
and assistance in negotiating a Communication Services Agreement with Otter Tail Telcom.
Motion by Lee, second by Block, and unanimously carried to authorize the County
Coordinator's signature to execute a two-year Communication Services Agreement, effective
August 15, 2005, between the County of Otter Tail and Otter Tail Telcom. The motion also
included authorization of an Addendum, dated 12-14-2005, for PRI and DID Number Block
Services.
County Committee Appointments
Commissioners reviewed and discussed proposed County Committee changes for 2006.
