Call to Order
Jodi Wentland called the Labor/Management Committee meeting to order at 1 :08 p.m.
Attendance: Dwight Serven, Karen Cannell, Karan Johnson, Cheryl Ranum, Tina Tungseth, and Jodi
Wentland.
Excused Absence: John Dinsmore, Mark Englund, David Hauser, Larry Krohn, Jodi Misegades, and Sydney
Nelson.
Unexcused Absence: Brian Armstrong, Tim Brand, Rick Denzel, and Sharon Wicklund.
Review of Mission Statement and/or Norms of Behavior
Tina Tungseth read the Norms of Behavior.
Review of Minutes
Committee members approved as presented, the minutes of March 17, 2005 by consensus.
Review of Agenda
Committee members approved as presented, the agenda of May 19, 2005 by consensus.

Rank No. 4: Training: Supervisory/LeadershipfTime Management
• Used to have supervisory training in some departments. Some departments have not had
any supervisory training for years.
• Used to be a class at the Fergus Falls Community College, which is not offered through
the college any more.
• Different backgrounds among supervisors, training dependent on department.
Issue: Establishing a level of consistency regarding knowledge, skills, and abilities per
supervisory positions.
Problem Solving:
1. Utilize Larry Krohn for training.
2. Updated Orientation Training -employee's handbook, county policies, personnel rules.
3. Check with Larry Kohn regarding what types of supervisor training is being provided for
each department.
Consensus was reached by the Labor/Management Committee for Sharon Jewell to notify
Larry Krohn to check with departments on what supervisory training is being provided to each
department and Larry will update the committee at the July meeting.
Consensus was also reached by the Labor/Management Committee for committee members to
ask the individuals they represent that if those individuals have any issues regarding
supervisory training, and if there are issues, have employees fill out the problem solving form.
Employee Security
Group discussion by committee with consensus reached by the Labor/Management Committee
for committee members to ask ·the individuals they represent if those individuals have any
issues regarding employee security; and if there are issues, please have employees -fill out a
problem solving form to be presented at the July meeting.
Rank No. 5: Work Efficiency Strategies/Workload Analysis
Group discussion by committee with consensus to table this item for the July meeting.
Employee Suggestion System/Surveys of Employees
The Labor/Management Committee discussed the following:
• This committee has discussed and used the Problem Solving Form in the past.
• How accessible are the problem solving forms in your departments?
• Should this group be posting the problem solving forms on our individual department
information boards for employees to complete with concerns/issues?
• Brian Armstrong and Sharon Wicklund originally created the problem solving form.
Consensus was reached by the Labor/Management Committee for Jodi Wentland to call Brian
Armstrong to review the creation and distribution of the problem solving form, and for Jodi to
update the committee at the July meeting.
Confidentiality
Group discussion by the Labor/Management Committee. Consensus was reached by
committee to place this item aside as a pending item for future discussion at another date.

Action: Approach David Hauser on what options could/should the County address regarding
dress code.
Consensus was reached by the Labor/Management Committee for Tina Tungseth to email
David Hauser regarding Dress Code; and Tina will update this committee at the July meeting.
What's Working/Good News
Group discussion on the following:
• Move to the Government Services Center Building. This location is wonderful and a
beautiful facility to work in. Thank you to Rick Sytsma.
• The new reversed osmosis water filtration systems at the Detention Facility and the New
York Mills Office are great. Thank you to County Commissioners.
Workplace Behavior Guidelines
Group discussion and consensus was reached to add the workplace behavior guidelines to the
supervisory training discussion item; Jodi Wentland will pass this information on to Larry Krohn
for further review.
Insurance
Group discussion and consensus was reached to leave the insurance as a pending discussion
item and that Kathy Domholt, Benefits Coordinator, will contact the Labor/Management
Committee as needed for any future updates.
Citizen Survey/Citizen Information Method
Group discussion on the following:
• Is there any information provided to the general public as far as a place/location where
they can go to complain/commend in regard to a department, etc?
• Possibility of creating a survey card for the general public to complete for input of
Otter Tail County.
• Possibility of having survey cards (similar to what restaurants have) at several Otter Tail
County office locations.
• Recommendation and consensus by the Labor/Management Committee to discuss this
item further at the July meeting.
E-Government (Use of Website)
Jodi Wentland reported that Scott Backstrom in the GIS Department has put surveys on the
County website in the past. Consensus was reached by the Labor/Management Committee to
discuss this item further at the July meeting.
C. Scanning of LMC Minutes-Pat Larum
Sharon Jewell reported that all Labor/Management Committee Meeting Minutes have been scanned. Jodi
Wentland will follow up with MIS on how Labor/Management Committee members can access and view the
scanned minutes database.
Information Sharing/Announcements
Replacements of End of Term Members:
It was suggested by the Labor/Management Committee for Larry Krohn to contact Department Heads,
possibly call together a Department Head Meeting, to discuss replacement of Management committee
members, whose terms are expiring in July.
Labor committee members whose terms are expiring in July are Karan Johnson and Sharon Wicklund.

Group consensus was reached by the Labor/Management Committee for Sharon Jewell to email Larry
Krohn, Karan Johnson, and Sharon Wicklund regarding Management and Labor members' terms expiring
and to provide replacement members.
Jodi Wentland reported that Jodi Misegades has filled the open Labor member left by Heather Severson-
Tanez.
Consensus was reached by the Labor/Management Committee for Sharon Jewell to email a
Labor/Management Committee Meeting reminder to committee members two days prior to meeting.
