Tuesday, October 26, 2004 9:30 a.m. · Call to Order The Otter Tail County Human Services Board convened Tuesday, October 26, 2004, at 9:31 a.m. at the Otter Tail County Government Services Center with Commissioners Sydney Nelson, Chair; Bob Block, Vice-Chair; Dennis Mosher, Roger ~roemming, and Malcolm Lee present. Approval of Agenda Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services Board agenda of October 26, 2004, as mailed. Approval of Minutes Motion by Froemming, second by Block, and unanimously carried to approve the Human Services Board minutes of October 12, 2004, as mailed. · Flu Vaccine Public Health Director, Diane Thorson, updated the Board regarding flu shots. She reported that all of the Nursing Homes in Otter Tail County are covered with enough flu vaccine for the residents. This was accomplished by obtaining vaccine from other facilities. The Minnesota Center for Disease Control and local agencies have been recognized by the Federal Government for the cooperative work done to obtain flu vaccine for those in the high risk categories. Dog Bite Hearing At 10:00 a.m., Chairman Nelson opened a Dog Bite Hearing relating to a Labrador-Spaniel mix named "Mick" owned by Kevin and Laurie Knutson that has bitten on two occasions. The owners of the dog were not present for the Hearing. Documentation, of the two dog bites, was submitted for the record. Motion by Block, second by Froemming, and unanimously carried to find that the Labrador-Spaniel dog named "Mick" is a danger to the public and must be kept in the house or kennel, or on a short leash with direct adult supervision. The leash cannot extend beyond the owner's property. The County Attorney will write an Order of Findings in this matter and present the findings to the County Board at their next meeting. Family Economic Success Planning Human Services Director, John Dinsmore, provided a handout from West Central Initiative and a briefing on the September Family Economic Success (FES) Regional Planning session. West Central Initiative received a grant and is facilitating this nine-county regional planning process to develop action plans for advancing the economic success of families in west central Minnesota who are struggling to get ahead. Contract Approval for Computer Support Systems Motion by Mosher, second by Block, and unanimously carried to authorize the Chairman's signature to execute the Computer Management for Human Services (CMHS) Agreement between the County of Otter Tail and TriMin Systems, Inc. for computer support systems professional services for 2005 -2007. Adjournment At 10:50 a.m., Chairman Nelson declared the meeting of the Otter Tail County Human Services Board adjourned until 9:30 a.m. on Tuesday, November 9, 2004. Approval of Agenda 0 Motion by Lee, second by Block, and unanimously carried to approve the County agenda of October 26, 2004, with additions as follows: Board Q 11 :30 a.m. -Physical Plant Manager, Rick Sytsma 11 :35 a.m. -Land & Resource Director, Bill Kalar WACCO Resolution Approval of Minutes Motion by Froemming, second by Lee, and unanimously carried to approve the County Board minutes of October 19, 2004, as mailed. Approval to Pay Bills Motion by Mosher, second by Block, and unanimously carried to approve payment of the County Board bills per Attachment A of the official minutes, which includes the following lodging payment: Ruttger's Bay Lake Lodge Corrections Employees, Tina Tungseth, Richard Akerman, Jill Kluck, Al Keller, Jack Dawkins & Anne Mueller Tuition Assistance Agreement Motion by Lee, second by Mosher, and unanimously carried to authorize the Highway Engineer to approve a tuition assistance agreement, as presented, for seasonal employees, Wade Bugbee, Ryan Anderson, and Joshua Anderson. Highway Contract Retainage Reduction Motion by Block, second by Lee, and unanimously carried to reduce the retainage on S.A.P. Q 56-601-43, etc., County Wide Seal Coat Project, from 5% to 1 % as recommended by the • Highway Engineer. • • • .. .• OTCo. Board of Commissioners' Minutes October 26, 2004 Page 3 Engineering Services -College Way & North Tower Road Motion by Froemming, second by Mosher, and unanimously carried to authorize the Chairman's signature to execute an Agreement for Bituminous Overlay of Municipal State Aid Street Nos. 124 & 125 between the City of Fergus Falls and the County of Otter Tail, subject to the approval of the County Attorney. The County will perform engineering services in conjunction with the County Road 1 project. The City of Fergus Falls will reimburse the County for the engineering services. Approval to Proceed with Repair of County Ditch No. 38 County Ditch Inspector, Randy Wasvick, requested an Order to authorize repair of Ditch No. 38. He presented a request from Calvin & Pearl Muckala and Clifford & Anne Tumberg not to clean the section of Ditch 38 located west of the township road in Newton Township in Section 21. Mr. Wasvick recommended that the County Board accept this request. The request would not affect the ditch clean out. Motion by Froemming, second by Block, and unanimously carried to request the County Attorney to write an Order to Repair Ditch No. 38 and to approve the bid of Corbin-Pickar Excavating of Sebeka, to clean out Ditch No. 38 at a maximum cost of $44,500. This motion also included the previous recommendation not to clean out the portion of the Ditch in Section 21 west of the township road, Newton Township. Approval of Architect Fees Motion by Block, second by Mosher, and unanimously carried to authorize an additional $29,716.00, payable to Shultz Torgerson Architects for a total architectural design cost of $99,265.00 for remodeling of the 505 South Court Building. This increase was for additional design work and furniture design/bid. Conditional Use Permit Extension Motion by Lee, second by Mosher, and unanimously carried to authorize an extension until November 15, 2004, of Conditional Use Permit #6168, issued to Merrill & Bernice Dalluge, for additional time to complete road construction for servicing the plat of Pelican River Estates. Join the Voice for Recovery Proclamation Otter Tail County Resolution No. 2004 -51 Commissioner Froemming offered the following resolution and moved its adoption, provided that no monetary commitment is required of Otter Tail County for this program: WHEREAS, barriers to accessing treatment facilities are a significant problem for people with alcohol or drug use disorders; and WHEREAS, such barriers include failures to identify affected people and direct them to treatment, inadequate public and private insurance coverage for treatment services, and shrinking state budgets that limit funding for treatment programs; and WHEREAS, saluting people who are in recovery from alcohol and drug use disorders, as well as those who have helped them obtain treatment, helps to overcome such barriers by educating the community about the benefits of treatment, and affirming the goal that all people with alcohol and drug use disorders should have access to treatment services; and WHEREAS, to help achieve this goal, the Western Area City County Cooperative, the local School Boards, the MN Department of Health and Human Services, the Substance Abuse .) Our community salutes those in our neighborhoods who are in recovery and the counseling and programs staff who brought them out of darkness. Western Area City County Cooperative invites all of us to take immediate action to guide those in our community who need drug and alcohol treatment toward the promising path of recovery. NOW, THEREFORE, The Otter Tail County Board of Commissioners do hereby proclaim that we support the concept and efforts of Join the Voice for Recovery In Otter Tail County, we call upon the people of Otter Tail County to encourage participation in appropriate programs, activities, and ceremonies supporting this year's theme, "Join the Voices for Recovery ... Now!" Commissioner Block seconded the motion, and upon being put to a vote, was unanimously carried. Adopted and signed this 26th day of October 2004.
