· Call to Order I
The Otter Tail County Human Services Board convened Tuesday, June 8, 2004, at 9:30 a.m.
at the Otter Tail County Government Services Center with Commissidners Syd Nelson, Chair;
Dennis Mosher, Roger Froemming, and Malcolm Lee present. Vice-Chair, Bob Block, was
absent.
Approval of Agenda
Motion by Froemming, second by Mosher, and unanimously carried to approve the Human
Services agenda of June 8, 2004, with the Human Services Department agenda items
presented at 9:35 a.m. and the other scheduled items following.
Approval of Minutes
Motion by Froemming, second by Mosher, and unanimously carried to approve the Human
Services Board minutes of May 25, 2004, as presented.
Approval of Human Services Bills & Claims
Motion by Mosher, second by Froemming, and unanimously carried to approve the Human
Services bills & claims as presented
Human Services Contract
Motion by Lee, second by Mosher, and unanimously carried to authorize the Chairman's
signature to execute the following Purchase of Service Agre~ments for residential
services/assisted living:

Approval of Addendum to Existing Contract
lls, Inc. .
Motion by Mosher, second by Froemming, and unanimously carried to authorize the
Chairman's signature to execute an Addendum to the 2004 Agreemelit with Otter Tail County
I · Human Services for Lutheran Social Services of Minnesota. LSS of Minnesota will add
Foster Care as an eligible service to the assisted living sites in Ott~r Tail County effective
May 1, 2004. These sites will be eligible to bill for CAC waivered services.
MN Senior Care Pilot Project
Public Health Director, Diane Thorson, presented a handout explaining a proposed pilot
program to integrate the delivery of services for low income seniors u'nder the Elderly Waiver
and Prepaid Medical Assistance Program. Ms. Thorson stated that the counties working
together would be Otter Tail, Clay, Wilkin, and Becker. The pilot prdject would be a system
change to provide long term care services to the elderly living in the community, not in a

Nursing ~ome. Ms. Thorson stated t~at 80% of t~~ furi_ding is being spent on the elderly in. o·
the Nursing Homes and only 20% on the elderly living _in the community even though there.
are equal numbers. She requested that-the County Board support this pilot project in order to,
allow Blue Cross Blue Shield to commit to the project and then request that the Department
of Human Services determine whether.or not this will become a pilot project. The Blue Cross·.
Blue Shield proposal is being recommended over the Medica proposal because the BCBS
proposal does not contain any risk_ for the County: 'Lengthy discussion followed. Motion by
M6sher1 second by Froemmingfand unahimouslycarried to approve that Otter Tail County
enter into a Minnesota Senior Care Services Public~Private Pilot Project coflaborative effort
between· Becker, Clay, Otter Tail, Wilkin counties arid Blue -Cross· Blue Shield to integrate
Elderly Waiver Services with a Prepaid Medical Assistance Program (PMAP). ,;
Minnesota Association of County .Probation Officers Grant Information
Court· Services Director, Chu'cK Kitzman, briefed the Board regarding the' application MAC PO
submitted' to the ·federal government for· pupilometers a·nd laptop· computers. MACPO
received a grant from the federal government for $100,000 to place ten: computers and
meters. This would assist in drug testing to ensure that an offender is in compliance. The
device is put on the eyes and can tell whether or not the individual is under the influence. He
stated that-the only cost to the County is to provide: a· sitting area for the eq-uiprilent and
process. Motion by Froemming, second by Mosher, and unanimously carried to authorize ttie
Court Services Director to apply for an award from MACPO to provide a pupilometer and
laptop computer as described. · · · · · · ' ·

Title IV-E Compliance
Mr. Kitzman reported that Minnesota achieved a substantial compliance rating of 97.5% for
the initial primary federal Title, I\(-E Foster Care Eligibility Review.

Motion by Froemming, second by Lee, and unanimously carried to approve the County Board
minutes of June 1, 2004, as mailed.
Approval to Pay Bills
Motion by Mosher, second by Lee, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Adoption and Implementation
After BWSR Approval
Otter Tail County Resolution No. 2004 -31
Commissioner Nelson offered the following and moved its adoption:
WHEREAS, the Otter Tail County Board of Commissioners has entered into a mutual
agreement between Becker County, Becker SWCD, Otter Tail County, East and West Otter
Tail SWCD's, Wilkin County, and Wilkin SWCD to cooperate in the conservation of natural
resources in the Otter Tail River Watershed.
WHEREAS, an Otter Tail River Watershed Basin Plan was developed through this mutual
agreement. I
NOW, THEREFORE BE IT RESOLVED, the Otter Tail County Board of Commissioners
hereby adopts and will begin implementation of the Otter Tail River Watershed Basin Plan .
BE IT FURTHER RESOLVED, after the adoption of the Otter Tail River Watershed Basin
Plan, the Otter Tail County Board shall amend exiting water and related land resources plans
and official controls as necessary to conform them to the applicable and locally approved
comprehensive water plan. I
Commissioner Mosher seconded the motion and upon being put to a vote, the above
resolution was adopted 3-1 with Commissioner Lee opposed because Watershed Districts
have done a poor job with flood control. I

505 Court Street Building Plans
Physical Plant Manager, Rick Sytsma, presented project plans; and projec!ed budget for
remodeling of the 505 Court Street building. Lengthy discussion took place. Commissioners
will review the proposal further.
Henning Sno Cruisers Trail Association
Otter Tail County Resolution No. 2004 ~ 32
Commissioner Froemming offered the following and moved its adoptiln:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems i~ the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed exte~sions are subject to the
review and approval of the County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-
Aid Trail Systems as they exist for Henning Sno Cruisers Trail Asbociation and proposed
extensions of Grant-In-Aid Trails with the aforementioned condition.
Commissioner Mosher seconded the

Chairman's signature to execute the Grant Proposal Agreement and the Memo of
Understanding between Otter Tail· County and WesMin RC&D • Council. for the Phelps Mill

Motion by Froemming, second by. Mosher, ·and unanimously carried to approve the annual
Independence Day parade and corresponding, road closure on the west end of Otter Tail
Lake. This motion is subject to the approval of the Sheriffs Department, proof of insurance,
:and-that .Otter TaihCounty is held, harmless relative to liability. The· parade· is being

At 1 :14 p.m., Chairman Nelson declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of Physical
Plant Manager, Rick Sytsma, pursuant to M.S. Chapter 13D.05 Subd. 3. Commissioners
Nelson, Mosher, Froemming, and Lee were present for the evalµation. A summary of
performance conclusions will be provided at the next regular County Board meeting.
I Upon conclusion of the Performance Evaluation, at 2:00 p.m., Chairman Nelson adjourned·
the meeting of the Otter Tail County Board of Commissioners until 9:30 a.m. on Tuesday,
June 15, 2004.
