OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE

Call to Order
Barbara Molter called the Labor/Management Committee meeting to order at 1 :00 p.m.
Attendance: Tonya Anderson, Brian Armstrong, Dwight Berven, Rick Denzel, John Dinsmore, Karan Johnson,
Barbara Molter, Sydney Nelson, Heather Severson, Tina Tungseth, and Sharon Wicklund.
Excused Absence: Mark Englund, David Hauser, Larry Krohn, and Jodi Wentland.
Unexcused Absence: Tim Brand.
Review of Mission and/or Norms of Behavior
Dwight Serven read the Norms of Behavior.
Review of Minutes
Committee members approved as presented, the minutes of March 18, 2004 by consensus.
Review of Agenda

A. Update by John Dinsmore on the Antibacterial Hand Sanitizer Dispensers
John Dinsmore reported that he will have information at the next meeting.
8. Problem Solving Form: Lack of Child Care Facilities for County Employees at GSC or Other Large
Work Sites
Karan Johnson presented the following Problem Solving Form that was prepared by Human Services staff.
Identified Issue: Lack of child care facilities for County employees at the GSC or other large work sites.
Description of Current Situation: With scattered daycare providers, staff may have to leave the work sites
for extended periods of time for problems with children. By having children in the facility, it could reduce
loss of time, increase productivity, and reduce parental stress.
Recommended Options: A day care facility could generate income for OTC from fees paid by parents.
Fees would cover licensing, wages for person/persons to run the center, and insurance requirements.
Possible contract with outside person so would not add to the OTC employee list. Questions about well
versus sick care options.

Analysis of Issue: The Labor/Management Committee discussed the following:
• Some Human Services employees would like a daycare site close or in GSC and one close or in
the New York Mills Office.

• Would there be a third site needed at or around the Courthouse?
• Out of the 18 Departments, how many employees would be interested?
• Of 409 employees, how many have children that need child care?
• How big of an issue is this?
• What is the actual need?

• Hours needed for traditional and non-traditional, hours of operation, shift workers schedules for
detention facility and law enforcement personnel.
• Types of daycare needed; infant care, preschool care, what ages?
• Fees and cost, what are the employees currently paying?.
• What would be the price/cost to employees?
• Cost to County? Otter Tail County would not be responsible for any costs incurred or associated
with a daycare center.
• Space/location availability at Government Services Center, Courthouse, and New York Mills
buildings?
• Center based licensing staffing/personnel?
• Contract to provide child care? County employees?
• Would child care be provided to non-county individuals?
• Fergus Falls School District #544 possibly starting daycare service.
• If there was a government operated daycare service, what would happen to the community
daycare providers?
• What are other counties doing regarding child care? Comparable sized counties could be
contacted in regard to child care; they may have a survey we could use. Larry Krohn would be the
best source for gathering information from other comparable counties.
Action Agreement by LMC: Group consensus was reached for the following: Q
• Barbara Molter will contact Larry Krohn regarding contacting comparable sized counties to collect
data on whether/if they have daycare provisions. Larry will also contact the Fergus Falls School
District #544 for their new daycare information.
• Karan Johnson and John Dinsmore will create a survey and email information to all
Labor/Management Committee members for review. Following Labor/Management approval by
consensus, the survey will be emailed to employees. Completed surveys will be returned to Karan
Johnson.
• Tonya Anderson will check with each office in New York Mills and ask what their needs are for child
care.
C. Problem Solving Form: Quality of Drinking Water at the New York Mills County Office Building-
Update
• The County Board of Commissioners has spoken with Rick Sytsma regarding installing a reverse
osmosis system in the New York Mills office and the cost would be approximately $1,500 for each
water hookup.
• Facilities Operations may add the cost to their 2005 budget for review and approval.
• The New York Mills office water has been tested and has passed all testing.
• Further discussion was held regarding purification of water until County comes to a decision on the
reverse osmosis water filtration. Tonya will check prices on other options and review information
with the Labor/Management Committee at the July LMC meeting.
D. Replacement of Management Co-Chair
Jodi Wentland was approved as the Management Co-Chair by consensus.
Public Health and Human Services Labor/Management Updates
The Public Health Labor/Management Committee has been working on:

• Reviewing hiring process, internal vs. external.
• Workload analysis on workloads/caseloads/comparable studies.
• Discussion on privacy panels; possibly making changes to work areas for greater privacy for staff and
clients. In Human Services some employees like the sound masking and some don't. Discussed the
alternative of music in place of sound masking.
