HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/18/2003•• MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room Government Services Center Thursday, December 18, 2003 1 :00 p.m. Call to Order Jodi Wentland called the Labor/Management Committee meeting to order at 1 :14 p.m. Attendance: Tonya Anderson, Brian Armstrong, Rick Denzel, John Dinsmore, David Hauser, Karan Johnson, Larry Krohn, Barbara Molter, Heather Severson, James Stewart, Tina Tungseth, Jodi Wentland, and Sharon Wicklund. Excused Absence: Carol Brause, Doug Cannell, Mark Englund, Sue Ewy, Chuck Grotte, Cheryl Kottom, Dennis Mosher, Sydney Nelson, Kirsten Olson, and Stacy Paulseth. Unexcused Absence: Dwight Serven, Tim Brand, Don Larson, Wayne Roisum, Wayne Stein, and Jourdan Sullivan. A quorum was not reached so an informational sharing meeting was held. It was stated that the group needs to have a quorum to make consensuses, • Review of Agenda Committee members reviewed as presented the agenda of December 18, 2003. Discussion Items A. Review of Updated Bylaws • Group reviewed the updated bylaws. The proposed change to the bylaws is to change Article IV- Committee Meetings with the verbage from -meetings will be held every month; to -meetings will be held every other month, unless co-chairs feel a monthly meeting is necessary. • Discussed changing Article I-Representatives from 28 members (14 management, 14 labor) to a total of 14 members (7 management, 7 labor). • When the Labor/Management Committee was formed, the bargaining unions decided to have-two members from each union represented on the committee. • We could revise the representation to one person per bargaining unit and reduce the non-union members to equal numbers. • Possibility of changing the bylaws regarding the need for a quorum for decisions/consensuses. The idea behind having a quorum is that you want more people to participate. Discussed the option of just removing the quorum requirement. Most often the quorum requirement is50% of the group. • Reviewed the possibility of having alternate Labor/Management Committee members for those who would be unavailable for a committee meeting. Would an alternate have enough knowledge to be able to make consensuses? Non-committee members have been present at meetings in the past, when making presentations to the group. B. Review Worksite LMC Topic Discussions/Outcomes • Briefly reviewed the Worksite Labor/Management Committee Topic Discussions/Outcomeshandout. •-Miscellaneous Discussed the training session held in November: • Training had a very good turnout of LMC members. • The number of LMC members is one of the larger groups if not the largest group. Labor/Management Committee Minutes December 18, 2003 • The large number of committee member could be one reason the LMC is struggling. • It was reported that organizational labor/management committees don't work as well as tD departmental labor/management committees. • Group discus-.;ion on the Six-Step Problem Solving Model replacing the Interest-Based Problem Solving Model. . What can the Labor/Management Committee do that the unioncan't? There are all kinds of issues that are not bargaining issues. A few examples are te,lecommuting, solicitations, and selling of merchandise. Public Health and Human Services Labor/Management Updates The Human Services Labor/Management Committee has been working on: • Discussed replacing the Interest-Based Problem Solving Model with the Six-Step Problem Solving Model. . • Committee has been revisiting various priorities. • Discussed hiring process, workload concerns, office space, and client issues. • LMC is in anticipation of the County Board making final decision about Human Services going through some reorganization. Next Meeting • Bylaws, Article I-Revisit the option of changing the total members from 28 to 14 members (downsizing committee). • Bylaws, Article IV-Review modifications of LMC meeting schedule. • Bylaws, Article V-Discuss the removal of Quorum/Attendance from the bylaws. • Revisit the LMC items from our training session. Adjournment At 2:07 p.m., Jodi Wentland declared the meeting of the Otter Tail County Labor/Management Committee adjourned until 1 :00 p.m. on Thursday, January 15, 2004 to be held in the Governmen!
