Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, October 7, 2003, at
9:30 a.m. at the Otter Tail County Government Services Center with Commissioners
Malcolm Lee, Chair; Syd Nelson, Vice-Chair; Dennis Mosher, Roger Froemming, and
Bol:> Block present.
Approval of Agenda .
Motion by Froemming, second by Block, and unanimously carried to approve the County
Board agenda of October 7, 2003, with the following addition: ·

Approval of Minutes
Motion by Nelson, second by Block, and unanimously carried to approve the County Board
minutes of September 23, 2003, as mailed.

County Board bills per Attachment A of the official minutes which includes the following

Credit Card Request
Motion by Lee, second by Mosher, and unanimously carried to increase Safety & Emergency
Services Director's credit card maximum from $500 to $1,000.
Payments Approved
Motion by Nelson, second by Lee, and unanimously carried to approve payment to Lake
Region Healthcare, in the amount of $450.00, for services performed under the provision of
Minnesota Statutes 609.35. ·
Motion by Lee, second by Mosher, and unanimously carried to approve payment to the
Department of Natural Resources, in the amount of $200.25, for a DNR Water Permit
Application Fee for work on County Ditch No. 21.
Motion by Froemming, second by Mosher, and unanimously carried to approve payment to
Bob's Septic Service, in the amount of $120.00 for work completed on County Ditch No. 68.
Approval to Fill Existing Position
Motion by Mosher, second by Lee, and unanimously carried to authorize the Auditor to
proceed with hiring procedures to fill the position of Payroll/Grant Specialist in the Auditor's
office, as recommended by the Personnel Committee.
Sale of County Property
Motion by Froemming, second by Nelson, and unanimously carried to authorize the sale of
the following described property:
Beginning at a point 230' East of the Southwest corner of Government Lot 4, Section 23,
Township 131 North, Range 37 West; running thence North 180'; thence East 180';
thence South 180'; thence West 180'; to the point of beginning, containing ¾ ofan acre
more or less. ···

WHEREAS, Minnesota Statute 349.213 provides that the·Gambling Control Board may not
issue a premise permit unless they receive a resolution from the Otter Tail County Board of
Commissioners approving the application for a permit; and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose
the conduct of lawful gambling by the Elizabeth Firemen's Relief Association, Elizabeth, MN,
at Ye Olde School House, in Friberg Township of Otter Tail County.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Elizabeth Firemen's Relief
Association, Elizabeth, MN, at Ye Olde School House, in Friberg Township of Otter Tail
County, provided the applicant meets all the necessary criteria for the licenses and permits
as required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to
the Township of Friberg by sending them a copy of this resolution.
Commissioner Nelson seconded the motion, and upon being put to vote, was unanimously
carried.

payment, to Shultz Torgerson Architects, in the amount of $1,200, for professional services.

payment, in the amount of $899.25, payable to Ellenson Caulking of Fargo, ND, for caulking
work on the exterior of the GSC building.
Conditional Use Permit Extension Request

until November 15, 2003, for the CUP for Blue Gill Bay Estates on Sewell Lake to build the
