Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, September 16, 2003, at
9:32 a.m. at the New York Mills County Offices with Commissioners Malcolm Lee, Chair;
Syd Nelson, Vice-Chair; Dennis Mosher, Roger Froemming, and Bob Block present.
Approval of Agenda
Motion by Mosher, second by Froemming, and unanimously carried to approve the County
Board agenda of September 16, 2003, as mailed.
Approval of Minutes
Motion by Nelson, second by Block, and unanimously carried to approve the County Board
minutes of September 9, 2003, as mailed.
RESOLUTION IN SUPPORT OF
2003 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY
FOR WEST CENTRAL MINNESOTA
Otter Tail County Resolution No. 2003 -55
Commissioner Block offered the following and moved its adoption: ·
WHEREAS, West Central Initiative has prepared a Comprehensive Economic Development
Strategy (CEDS) for the region containing Becker, Clay, Douglas, Grant, Otter Tail, Pope,
Stevens, Traverse, and Wilkin Counties of Minnesota (west central Minnesota); and
· WHEREAS, The CEDS contains analysis, economic data, economic development projects,
and goals and objectives for the betterment of the region; and
WHEREAS, Availability of an approved CEDS and related annual updates are a condition fcir
qualifying for grants for local economic development . projects from the Economic
Development Administration of the U.S. Department of Commerce; and
NOW, THEREFORE, BE IT RESOLVED, That the Board of County Commissioners of Otter
Tail County, Minnesota, approves the 2003 Comprehensive Economic Development Strategy
for west central Minnesota.
Commissioner Froemming seconded the motion, and upon being put to vote, was
unanimously carried. ·

Commissioner Mosher offered the following and moved its adoption:
WHEREAS, Otter Tail County has a desire to promote economic. development within the
county, and
WHEREAS, the State of Minnesota through the Minnesota Department of Employment and
Economic Development has created the Job Opportunity Zones to promote economic
development in rural Minnesota, and
WHEREAS, Otter Tail County desires to participate in a regional application, administered
and drafted by the City of Perham, City of New York Mills arid West Central Initiative, and

Food Service Report
Physical Plant Manager, Rick Sytsma, reported back to the Board, as requested, regarding
food service at the GSC building. Viking Vending does not offer a lease/purchase option to
acquire their vending machines. Mr. Sytsma stated that if there isn't enough funds in the
bonding reserves, he could purchase the machines from his operational budget. Discussion
followed. Motion by Block, second by Mosher, and unanimously carried to authorize the
Physical Plant Manager and/or the Employees' Committee to purchase six food service
vending machines for the Government Services Center with 50% of the net proceeds from
the machines set aside in reserve for maintenance and replacement costs. The reserve
percentage is to be reviewed every three months and adjusted if necessary. Approximate
cost is $30,000
Tax Court Settlement
Motion by Block, second by Mosher, and unanimously carried to authorize the Chair's
signature to execute a stipulation for tax court settlement for property owned in Fergus Falls
by Dairy Farmers of America.
Approval to Pay Bills
Motion by Froemming, second by Nelson, and unanimously carried to approve payment of
County Board bills per Attachment A of the official minutes, which includes the following
lodging payment:

side of the plat. He stated that this is contrary to the current Subdivision Controls Ordinance.
He expressed concern about a waterway extending through the plat and that potential
drainage easement is not extended in lots 1 & 2 as required. Carl Johnson indicated that a
property line dispute regarding Lot No. 1 had not been resolved. Attorney, Steve Rufer,
spoke on behalf of the applicants in response to concerns expressed. He stated that all lots
are substandard except one. Maplehurst Drive is not an easement and not less than a public
road. That issue was addressed at a previous Planning Commission meeting. Mr. Rufer
noted that a cul-de-sac would not be required in this case because the existing road does not
dead end. Existing drainage is shown on the plat. In response to a property line dispute,
Mr. Rufer stated that there is no legal survey or recorded title evidence to suggest a boundary
line issue. Joe Maske spoke in opposition of the plat and requested that the County Board
send this proposed plat back to the Planning Commission. Applicant, Gary Holthusen, stated
that the backlots will be tied to the front lots_ by law and cannot be divided from the front lots.
No one would be able to gather two or three backlots and make a residential lot. He
requested approval of the Planning Commission's recommendation. Motion by Froemming,
second by Block, and unanimously carried to approve the Preliminary Plat known as LeMAR
consisting of 1 single family residential lot and 8 nonresidential backlots as shown on the
revised drawing dated September 8, 2003, and subject to the Land & Resource Office
receiving a title opinion before the Final Plat is brought to the County Board for approval. The
