MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Otter Tail County Courthouse

Call to Order
The Otter Tail County Human Services Board convened Tuesday, June 10, 2003, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair;
Syd Nelson, Vice-Chair; Dennis Mosher, Roger Froemming, and Bob Block present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the Human
Services agenda of June 10, 2003, as presented.
Approval of Minutes
Motion by Mosher, second by Nelson, and unanimously carried to approve the Human
Services Board minutes of May 27, 2003, as mailed.
West Central Regional Juvenile Center
Director of the WCR Juvenile Center, Barry Steen, presented a cost-sharing ·proposal to
support the juvenile detention facility. He provided background information about the facility
and copies of the Cooperative Agreement that was signed by twelve member counties in
1997. Mr. Steen stated that during CY2000 and 2001, population began to decrease and a
budget deficit resulted. Other solutions were looked at, including implementation of a
Chemical Dependency program; however, the balance for the detention center fund shows a
negative $437,286.00. Lengthy discussion took place. Commissioners requested financial
statements. Chairman Lee requested that Court Services Director; Chuck Kitzman,
Commissioner; Syd Nelson, and County Coordinator; Larry Krohn, develop a plan and return
to the Human Services Board on June 24, 2003, regarding this issue.
Remote Electronic Alcohol Monitoring Grant
Mr. Kitzman reported that Otter Tail County has been awarded $9,592.00, each year, for
FY2003 and FY2004 for the REAM program.
Public Health Department Budget Discussion
Public Health Director, Diane Thorson, provided a budget handout for the Public Health
Department based on preliminary information from the results of legislative action. Otter Tail
County funding from the State for public health purposes will be reduced by $72,181.00 as a
result of grant consolidation. The department will receive an additional allocation for
bioterrorism of $8,574.00. Ms. Thorson stated that this tentative plan for budget reduction is
for CY2003; and would need further research for CY2004.
Child Protection Annual Report
Human Services Supervisor, Brad Vold, and employees from the Child Protection Unit
submitted the CY2002 Otter Tail County Child and Family Services Report. Discussion took
place regarding Child Protection statistics in Otter Tail County, multi-generation issues,
truancy, and the role of the Family Services Collaborative.

Legislative Update Q
Human Services Director, John Dinsmore, reviewed the MACSSA legislative summary, which
itemizes how human services programs are. being affected by new legislation. Major
changes will be in the areas of Social Services Block Grant for Children and Families
(replacing the CSSA statute), Welfare to Work changes, and ChildCare Subsidy changes.
Addendum to Purchase of Service Agreement
_Motion by Froemming, second by Nelson, and unanimously carried to approve an Addendum
to a Purchase of Service Agreement between Otter Tail County Human Services and Perham
Memorial Health. The services described in the agreement are: amended to include the
Assisted Living Apartment site of Kaleva Apartments 'in New York Mills.

County Board bills per Attachment A of the official minutes.,
Work Release Program

Motion by Block, second by Nelson, and unanimously carried to authorize the Chair's
signature to execute a contract between the County of Otter Tail and the State of Minnesota Q
for FY2003 for the work release progr\:lm·, The State is allowing $33,180 for this contract.

Medical & Dental Care for Inmates
Motion by Nelson, second by Mosher, and unanimously carried to support the Sheriff to
collect fees for medical and/or dental charges for inmates as allowed by Minnesota Statute.
Gun Permit Fees
Sheriff, Brian Schlueter, discussed gun permit fees with the Board. Motion by Block, second
by Nelson, to recommend that the Sheriff set the gun permit fee at $100 for five years.
Chairman Lee requested a roll call vote:

Motion failed 2-3.
Motion by Mosher, second by Block, and unanimously carried to recommend that the Sheriff
set the gun permit fee at $75 for state residents and $100 for out of state residents.

Certificate of Correction to the Plat of Pebble Hills Estates
Motion by Block, second by Mosher, and unanimously carried to approve the Land Surveyors
Certificate of · Correction 'to Plat . for the plat known as "Pebble Hills Estates" dated
June. 9, 2003 and attached to these official minutes as Attachment B. . ,
Independence Day Parade
Motion by Mosher, second by Block, and unanimously carried to approve the annual
Independence Day parade scheduled for July 6, 2003, on the west end of Otter Tail Lake.
This approval is subject to the approval of the Sheriff_~ Department; proof of insurance, and
that Otter Tail County is held harmless relative tp liability. The parade is being coordinated
by Karen Zell-Verhelst.
Fund Transfer for County Highway 119 Overlay
Motion by Mosher, second by Nelson, and unanimously carried to approve a transfer of.funds
from the Highway Department cash balari'ce to the Capital Improvement Fund for the overlay
project on County Highway 119, not to exceed $150,000. County Highway 119 is a non-state
aid road.

University of Minnesota Extension Plan .
Commissioner Froemming provided a handout from Charles H. Casey, ·D.v.M., regarding Q
location of Extension Regional Centers. Commissioners again expressed support for a
regional center in Otter Tail County and encouraged the use of the criteria contained in the
letter when presenting the information requested by Mr. Casey.
Labor Force Development Council
Motion by Mosher, second by Froemming, and unanimously carried to · authorize
Commissioner Block to attend Labor Force Development Council meetings sponsored by
West Central Initiative for the nine county region.
Adjournment
At 12:09 p.m., Chairman Lee declared the meeting of the. Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, June 17, 2003.

PEBBLE HILLS ESTATES
Pursuant to Minnesota Statutes 505.173 through 505.177, Terry Lee Anderson, the undersigned, a
Registered Land Surveyor in the State of Minnesota declares as follows:
(1) The subdivision plat of PEBBLE HILLS ESTATES was prepared by me.
(2) The subdivision plat of PEBBLE HILLS ESTATES was filed for record in the
office of the County Recorder in and for Otter Tail County, Minnesota on August
14th, 1996 and was recorded in Book Q of Plats on page 572.
(3) That the subdivision plat of PEBBLE HILLS ESTATES contains errors,
omissions or defects in the following particulars to wit:
(4) On sheet 2 of 3 sheets there is a distance shown along the easterly line of
PEBBLE LAKE DRIVE of 931.61 feet. The northerly terminous of this distance is
arrowed into the wrong point. The actual termination point of this distance is a
point farther north at the beginning of the curve on the easterly line of PEBBLE
