HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/03/2003• • • MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday,June3,2003 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, June 3, 2003, at 9:37 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Vice-Chair; Dennis Mosher, Roger Froemming, and Bob Block present. Approval of Agenda Motion by Mosher, second by Block, and unanimously carried to approve the County Board agenda of June 3, 2003, with the following additions: Land & Resource Director -add Request for Approval of a Final Plat Correction to the May 20, 2003, County Board tv1inutes . Correction to the May 20, 2003, County Board Minutes Motion by Block, second by Mosher, and unanimously carried to approve the following correction to the May 20, 2003, County Board minutes on Page 8 under the title "High Water Situations". This paragraph should read "Highway #72 north of Zorbaz" instead of "Highway #22 north of Zorbaz" . Approval to Pay Bills Motion by Mosher, second by Block, and unanimously carried to approve payment of County Board bills per Attachment A of these minutes. Otter Tail County Board of County Commissioners Review of Proposed State Wildlife Land Acquisition Otter Tail County Resolution No. 2003 -44 Commissioner Nelson offered the following and moved it_s adoption: WHEREAS, In accordance with Minnesota Statutes 97A.145 Subd. 2, the Commissioner of the Department of Natural Resources, on June 3, 2003, provided the County Board and the appropriate town officers with a description of lands to be acquired by the State of Minnesota for water and wildlife conservation purposes; and WHEREAS, Lands to be acquired are described as follows: Southeast quarter of the southeast quarter (SE¼SE¼) of Section six (6), Township one hundred thirty-five (135) North, Range thirty-seven (37) West. Commissioner Froemming seconded the resolution and, upon being put to vote, was unanimously adopted . Adopted this 3rd day of June, 2003. Fergus Falls, MN $506,303.81 $515,138.80 Sherbrooke Asphalt, Inc. $516,496.89 Detroit Lakes, MN Motion by Nelson, second by Froemming, and unanimously carried to award the Reconstruction of Minnesota Street, Pine Lake Township, to the low bidder, Central Specialties, Inc. of Alexandria, MN, in the amount of $506,303.81. Recess & Reconvene At 10:05 a.m., Chairman Lee declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:15 a.m. Termination of Lease Agreement Motion by Mosher, second by Block, and unanimously carried to exercise the County's 90- day notice to terminate the County's current rental lease agreement, effective August 31, 2003, with DWD Properties, Brenvei Investments & Lakeview Investments. Proposed Changes to Shoreland Management Ordinance Land & Resource Director, Bill Kalar, provided proposed changes to the Shoreland Management Ordinance dated 5-9-03. Mr. Kalar and the County Attorney reviewed the proposed changes recommended by the Planning Commission. Planning Commission Recommendations Conditional Use Permit-Girard Township: Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional Use Permit to widen an existing road (Lake Ethel Road) with conditions as recommended by the Planning Commission. ' Conditional Use Permit~ Mark Walz: Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional Use Permit to place fill on a building site with conditions as recommended by the Planning Commission. Approval of Minutes Motion by Lee, second by Froemming,.and unanimously carried to approve the County Board minutes of May 27, 2003, as mailed. · Adjournment .
