Call to Order
Sharon Wicklund called the Labor/Management Committee meeting to order at 1:03 p.m.
Attendance: Tonya Anderson, Brian Armstrong, Dwight Serven, Carol Brause, Rick Denzel, Sue Ewy, Chuck
Grotte, David Hauser, Charles Kitzman, Don Larson, Mick McCormick, Barbara Molter, Dennis Mosher,
Sydney Nelson, Kirsten Olson, Wayne Roisum, Heather Severson, Wayne Stein, James Stewart, Jodi
Wentland, and Sharon Wicklund.
Excused Absence: Richard Akerman, Tim Brand, Doug Cannell, John Dinsmore, Barb Jongeling, Cheryl
Kottom, Larry Krohn, and Anne Mueller.
Unexcused Absence: None.
Review of Mission and/or Norms of Behavior
Mick McCormick read the Mission Statement and Goals.
• Review of Minutes
Committee members approved as presented, the minutes of February 20, 2003, by consensus.
Review of Agenda
Committee members approved as presented, the agenda of March 20, 2003, by consensus.
Discussion Items
A. Miscellaneous: The following items were discussed:
• Law Enforcement Unions Insurance Subcommittee representation. Law Enforcement has three
unions, should three employees from each union have representation or should one employee
represent all three unions?
• Brian stated that he and Sharon Wicklund have contacted all department heads and that they have
developed an ongoing list of Wellness Subcommittee members.
• Replacement of Labor/Management Committee Members-Richard Akerman and Anne Mueller both
have indicated conflicts in attending the Labor/Management Committee meetings. Consensus was
reached by the Labor/Management Committee that Anne Mueller will need to find a union
replacement and David Hauser will check with Larry Krohn on how Richard Akerman's replacement
should be handled (Management at Large/County Sheriff/Chief Deputy).
• Problem Solving Form on Christmas Eve Holiday. The following was discussed:
<l Christmas Eve is a half-day holiday for most employees which is not consistant with all County
Employees (See attached Problem Solving Form).
<l Christmas Eve is not a mandated holiday.
<l There are a few Solid Waste/Redemption sites that remain open on Christmas Eve Day.
<l Discussion of bargaining units.
<l Discussion of union groups versus non-union group.
• <1What subjects belong at the Labor/Management Committee, what subjects don't?
<l The Labor/Management Committee has the ability to make referrals to the Personnel Board.
<l What actually gets done in four hours of work?
<l There are offices that are very busy on Christmas Eve Day. but does fluctuate from year to year.
<l The LMC does not need a subcommittee formed to review the bargaining unit contracts.
<l There is one bargaining unit that has Christmas Eve off as a full-day holiday.

<1 Generally, when there is a department need, the department head presents the need to Larry
Krohn, who in turn presents to the Board of Commissioners .
<1 Any employee who has a concern can be put on the County Board Agenda to present their
concern to the County Board of Commissioners.
<1 Consensus was reached by the Labor/Management Committee not to take a position on the
Christmas Eve issue, but if employees are interested in organizing this issue, they can present it
to the County Board of Commissioners.
B. Subcommittee Forms: The following Subcommittee Forms were presented by Brian Armstrong for
discussion and approval. (See Attached)

Public Health and Human Services Labor/Management Updates
The Public Health Labor/Management Committee has been working on:
• Possible solutions that our department is facing in downsizing.
• Prioritizing ideas and reviewing highest priority issues that would save money and spare staff.
lnfonnation Sharing/Announcements
• Labor/Management Committee group discussion on future Otter Tail County budget cuts.
• Northeast Parking Lot-People outside of the County are using this parking lot and as a result,
employees are having a difficult time finding parking spots.
• If the County decides to have a wage freeze, the freeze would effect all non-union employees only. It
would only affect the union employees, after their current union contracts expire . • Next Meeting

At 2:38 p.m., Brian Armstrong declared the meeting of the Otter Tail County Labor/Management Committee
adjourned until 1 :00 p.m. on Thursday, April 17, 2003.

Identified Issue: Christmas Eve is a half-day holiday, which is not consistent for all County
Employees.
Description of Current Situation: Make Christmas Eve a full-day holiday.
Recommended Options: The only group that gets the entire day of Christmas Eve off is the
Highway Maintenance Workers, it is listed in their contract. Labor/Management Committee
recommended that if Sharon Wicklund would like to present to the Commissioners, she may do
that.
