Call to Order
Sharon Wicklund called the Labor/Management Committee meeting to order at 1 :06 p.m.
Attendance: Tonya Anderson, Brian Armstrong, Tim Brand, Carol Brause, Rick Denzel, John Dinsmore, Sue
Ewy, David Hauser, Barb Jongeling, Chuck Kitzman, Don Larson, Mick McCormick, Barbara Molter, Dennis
Mosher, Sydney Nelson, Wayne Roisum, James Stewart, and Sharon Wicklund.
Excused Absence: Chuck Grotte, Larry Krohn, Kirsten Olson, Heather Severson, Wayne Stein, and Jodi
Wentland.
Unexcused Absence: Richard Akerman, Dwight Serven, Doug Cannell, Cheryl Kottom, and Anne Mueller.
Review of Mission and/or Norms of Behavior
Wayne Roisum read the Norms of Behavior list and David Hauser read the Mission Statement and Goals.
Review of Minutes
Aommittee members approved as presented, the minutes of January 16, 2003, by consensus with the
"lllll'ollowing correction:
From: Consensus was reached to table the Wellness Committee topic until the January 16, 2003 meeting.
To: Consensus was reached to table the Wellness Committee topic until the February 20, 2003 meeting.
Review of Agenda
Committee members approved as presented, the agenda of February 20, 2003, by consensus.
Discussion Items
A. Wellness Subcommittee: The following items were discussed:
• All LMC members should have received a copy of the Problem Solving Form from the Wellness
Subcommittee that Kathy Domholt and Marion Kershner put together.
• This Problem Solving Form was reviewed at a previous Labor/Management Committee meeting.
• What kind of qualifications should employees have to serve on this subcommittee?
• This subcommittee should continue as long as it receives funding from Lakes Country Service Coop.
• The Wellness Subcommittee will remain a subcommittee under the LMC.
• When this subcommittee was formed, it was requested that one person from each department serve
on the subcommittee. The Labor/Management Committee Co-chairs need to check with department
heads on how much time each employee can devote to this subcommittee.
• The Wellness Committee should continue as long as ii is funded through Lakes Country Service
Coop.
• Kathy Domholt and Marion Kershner should be permanent members on this subcommittee.
• A list of subcommittee members should be designated through this Labor/Management Committee.
Public Health and Human Services Labor/Management Updates
.he Public Health Labor/Management Committee has been working on:
• Since our last LMC meeting, we have been discussing the governor's allotment and how it will affect
our agency.
The Human Services Labor/Management Committee has been working on:
• Hiring Procedure

• An Arbitration Case
• Human Services LMC work units and the budget. Q
• One of many things that make Human Services so unique is the merit system used for hiring. Th~
state is ending the merit system program.
• We are continuing our education workgroup in gathering data from other counties.
• Problem Solving Form-our LMC Human Services Committee will be reviewing this form next month.
lnfonnation Sharing/Announcements
Labor/Management discussion on Problem Solving Form issues:
• Direct Deposit Paystubs
Identified Issue: Direct deposit paystubs don't show employer (Otter Tail County).
Description of Current Situation: Paystubs aren't accepted as income verification since employer isn't
identified on the paystub.
Recommended Options: List employer on direct deposit paystubs. This issue should be forwarded to
the Auditor's office. Barb Jongeling will ask Dawn Godel and Helen Erkenbrack in the Auditor's office
if they can add "Otter Tail County" to the direct deposit paystubs. Labor/Management Committee
Members also recommended that individuals could use their bank statement, which would list
Otter Tail County as a direct deposit.
• Last Name on Badges
Identified Issue: Use of last name on name badges.
Description of Current Situation: Some departments use both first and last name; some departments
do not use last names, due to possible harassment issues.
Recommended Options: The following was discussed referring to last names on name badges:
• There will probably be key cards for entry into the Government Services Center Building.
• From a customer services point of view, name badges should have first and last names.
• Some employees feel that if last names are on badges, they could be faced with harassme9'---,_
issues. · U
• County employees' names are available upon request for public data.
• Some departments' business cards that are handed out to the public only have the employee's
first name listed.
• Cass County has implemented the rule that if employees are not wearing their ID badges; they
are subject to searches, just like any public person would be.
• Consensus was reached to wait until the new Government Services Building reaches more
towards completion, to see what type of name/ID badges the County will need.
• The item of ergonomics was brought up at the last Safety Committee Meeting, regarding the
ergonomics of the new office furnishings at the new Government Services Building.
Labor/Management Committee group discussion on the different setups for computer keyboard trays.
Anyone with RTC issues, should address them with their department head. Ann Packer and our RTC
architect are addressing these issues with department heads. Within the RTC Building Current
Issues Problem Solving Form, it states that any future concerns/issues should be directed to
employee's department head for consideration. Upon the discretion of department head, concern
would then be addressed to the Building Committee.
• The Labor/Management Committee discussed the possibility of having a wage freeze and if it would
effect both non-union and union employees. There will be less money coming in from the State this
year. The County's biggest expense is salaries. The Otter Tail County Community Action Council
will be experiencing layoffs in their office. Our offices may get to the point of only offering the Core
Services, due to budget cuts. We see no immediate problem right now. The Governor has made a
budget proposal, but now the Legislature needs to reach an agreement.
