OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE

Call to Order
Brian Armstrong called the Labor/Management Committee meeting to order at 1:15 p.m.
Attendance: Tonya Anderson, Brian Armstrong, Dwight Serven, Tim Brand, Carol Brause, John Dinsmore, Sue
Ewy, Chuck Grotte, David Hauser, Barb Jongeling, Cheryl Kottom, Larry Krohn, Don Larson, Malcolm Lee,
Mick McCormick, Barbara Molter, Sydney Nelson, Kirsten Olson, Heather Severson, James Stewart, and Jodi
Wentland.
Excused Absence: Richard Akerman, Doug Cannell, Rick Denzel, Chuck Kitzman, Wayne Stein, and Sharon
Wicklund.
Unexcused Absence: Anne Mueller and Wayne Roisum.
Review of Mission and/or Norms of Behavior
Barb Jongeling read the Norms of Behavior list and John Dinsmore read the Mission Statement.
A Review of Minutes
~ommittee members approved as presented, the minutes of December 19, 2002, by consensus, with the
following change:
~ _ From: Consensus was reached to table the Insurance Committee topic until the January 16, 2003 meeting.
'1f:: To: Consensus was reached to table the Wellness Committee topic until the ~'e11ua:y ~2003 meeting.
Review of Agenda ~
Committee members approved as presented, the agenda of January 16, 2003, by consensus with one
additional agenda item: Insurance Subcommittee.
Discussion Items
A. Supervisor Training Subcommittee: David Hauser presented the following to the LMC Committee:
• The Supervisor Training Subcommittee has disbanded due to LMC member terms had ended.
• The Supervisor Training Subcommittee members were Lane Magnusson, Brooks Andersen, and
David Hauser.
• There will always be an ongoing need for supervisor training for new supervisors and refresher
training for current supervisors every couple years.
• Should this committee be reactivated or is Subcommittee done at this point?
B. Insurance Subcommittee and Wellness Subcommittee:
• Consensus was reached by the LMC Committee for the current members of the Insurance and
Wellness Subcommittees continue to serve on their respective subcommittee, unless they wish to be
replaced and that they find their own replacement.
• Consensus was reached by the LMC Committee for the following Subcommittees to report any and
• all research and/or recommend action updates to the LMC: Supervisor Training Subcommittee,
Wellness Subcommittee, and Insurance Subcommittee.
C. Customer Service: John Dinsmore reported that the Customer Service Subcommittee previously
consisted of Marion Kershner and myself. John passed out a handout entitled "Interest Based Problem
Solving". Group discussion followed. This Subcommittee did raise the awareness of customer service.

Group consensus was reached to end the Customer Service Subcommittee for now-the Subcommittee
has served its purpose "Just Be Nice!".
Public Health and Human Services Labor/Management Updates
The Public Health Labor/Management Committee has been working on:
• Currently the department is spending much of their time on small pox vaccines concerns/issues.
• Department is working on staffing issues.
The CDC is making changes also daily regarding information being sent to our department. The CDC has
reported that one in three who receive vaccinations will become sick. Presently, it sounds like vaccinations will
begin the end of February.
The Human Services Labor/Management Committee has been working on:
• Office Aides-Office Equipment, working on decision making on office equipment and cell phone
services.
• Our department currently has 24 cell phones-our department is moving away from having mobile
phones in company vehicles.
• Telecommuting-more and more people are working out of their homes. Space has been the main
motivator for counties looking at telecommuting.
Information Sharing/Announcements
There will be Co-Chair Training coming up on January 30 at Hubbard County. Lori Morrell with the Bureau of
Mediation will be the instructor. There is a $30 charge for each participant. Group consensus was reached to
send the two current Co-Chairs, Sharon Wicklund (Labor) and Brian Armstrong (Management); and the two
new Co-Chairs Barbara Molter (Labor) and Jodi Wentland (Management). Any one making reservations
please contact Karen Lundin.

Definitions:
Issue:
Issue: The subject of problem solving or negotiation -the what. the
oroblem to be solved.
Interest: One_paMy's concern(s). need(s) or desire(s) behind an issue; the why the
issue is being raised.
Position: One party's proposed solution to cin issue.
Option: Possible solutions to an issue to meet one or more interests
Standard: Agreed-upon qualities of .Jn acceptable solution based on objective
criteria or norms, independent of any party's will or power.
