HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/21/2002• • • MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, November 21, 2002 1:00 p.m. Call to Order Sharon Wicklund called the Labor/Management Committee meeting to order at 1 :05 p.m. Attendance: Tonya Anderson, Brian Armstrong, Dwight Serven, Tim Brand, Carol Brause, Doug Cannell, Rick Denzel, John Dinsmore, Sue Ewy, Barb Jongeling, Chuck Kitzman, Cheryl Kottom, Larry Krohn, Don Larson, Malcolm Lee, Mick McCormick, Barbara Molter, Anne Mueller, Sydney Nelson, Kirsten Olson, Wayne Stein, James Stewart, and Sharon Wickland. Excused Absence: Richard Akerman, Chuck Grotte, David Hauser, Heather Severson, and Jodi Wentland. If' Unexcused Absence:\vayne Roisum. Review of Mission and/or Nonns of Behavior Cheryl Kottom read the Norms of Behavior list. Review of Minutes Committee members approved as presented, the minutes of October 17, 2002, by consensus. Review of Agenda Committee members approved as presented, the agenda of November 21, 2002, by consensus with two changes: Move RTC Building Concerns to first Discussion Item and table the Wellness and Insurance Subcommittees until the December meeting. Discussion Items A. Discussion of Subcommittees: Education of New LMC members. Reviewed the Problem Solving form. Adapted form with recommended options. B. Representatives' List: Handed out representatives' list-to be revised and updated for the December meeting. C. RTC Building Concerns-Rick Sytsma: (1) Rick Sytsma presented a video entitled "Who Stole My Cheese?" After viewing the video group discussion ensued. • Rick Systma has several copies of the book which employees may read. • "Who Stole My Cheese?" shows how we respond to change. The following RTC Building Concerns were discussed: • Where will the Extension Service be located after the different departments have moved into the RTC Building? Rick Sytsma stated that the Building Committee does not yet know. Upon completion of the Government Services Center site, some departments will move into that location. There are several options of where the Extension Service will be located . • The Building Committee consists of the following individuals: Malcolm Lee, Bob Block, Rick Sytsma, and Dave Shultz with Shultz Torgerson Architects. • The Building Committee has discussed the option of selling the Bank Building. • Individual office layouts. Our space planner, Ann Packer with the Jackson Street Studio, has met with all departments. There are two workstations set up in the lower level of the Government Services Building that employees can view. One workstation is an office support Labor/Management Committee Minutes November 21, 2002 ------------- '. . . layout and the other is an office layout design. The RTC Building will have 280 windows. County positions that require private offices will be placed to the inside away from windows. Q • Parking Access: Inside of the horseshoe in front of the RTC Building there will be approximately 110 parking places for the public. There will be approximately 210-220 parking spots for employees behind the RTC Building. • Building Access: The Building Committee is discussing the possibility of employees using card access to enter the RTC Building. There will be a patio area outside of the main lunchroom/breakroom at the RTC. We will begin another phase of interviews, with Ann Packers meeting with departments on their particular layout. The cost per employee for office setup will run between $3400 to $3500. · • Road Access: The road that comes in from the corner of Fir and 4th is going to be so busy at 5:00 p.m. We are anticipating this situation, the Building Committee has talked about it, and we have talked with the City of Fergus Falls. The State currently has a road construction contract with Mark's Sand and Gravel. The Building Committee has decided to wait and see to evaluate our traffic patterns after relocation. • Water Coolers: Back in 1987 we ran into electrical problems with Tim Brand in MIS. We need clean circuits for computer equipment and employees were plugging in milkhouse heaters, coffee makers, refrigerators, and microwaves. This created a great deal of havoc. Our new staff lounge at the RTC will be about 3 times bigger than our present lounge in the Courthouse building. In the RTC Building there will be coffee bars at four different locations. These coffee bars will have a coffee maker like what we have presently, a microwave, a refrigerator with icemaker and sinks that will include a central filtration system. There will also be a commercial icemaker in the main lounge. • The RTC will have a central heating system. The Building Committee realizes that we all have different internal thermostats. We will do everything we can to make you comfortable. The whole perimeter of the RTC Building will have hot water heat, which will create warm air that will rise. • MN Rules is a document that the Building Committee is following. In the business and Q mercantile section it states that if counters are required for goods and services, each counterspace needs to be no less than 36" high and wide or 5% of total counter space. Our County has hired Schultz Torgerson and most of the counters for access and efficiency, have been laid out at 36". If we deviate from our present plan, the County Commissioners will need to approve, due to the additional cost of $50,000. • Brian Armstrong reported on "Who Moved My Cheese" as being very appropriate! He also stated that we all need to get on the same page. on· almost anything a person does, there is always a different way to do it. We made a decision and we should go with it. We need to discuss this further at our next meeting. Consensus was reached to table discussion to the next meeting. Public Health and Human Services Labor/Management Updates The Public Health Labor/Management Committee has been working on: • Community Assessment, Labor and Management are working on this program together. • Prioritization of Issues • Concerned About What the Public Health Budget is Going to Look Like for the Next Four Years Program Cuts The Human Services Labor/Management Committee has been working on • Problem Solving · · • Smoking at Entrances Questions or Comments · Group consensus was reached to form a Building Subcommittee. Subcommittee members are Doug Cannell, Barbara Molter, Tim Brand, and Sharon Jewell. This will be a temporary subcommittee to Q research counter height, office layout, and other RTC building issues.
