Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, October 1, 2002, at 9:32 a.m.
at the Otter Tail County Courthouse with Dennis Mosher, Chair; Malcolm Lee, Vice-Chair;
Syd Nelson, Roger Froemming, and Bob Block present.
Approval of Agenda
Motion by Froemming, second by Lee, and unanimously carried to approve the County Board
agenda of October 1, 2002, with the following additions:
Discussion -Tax Forfeited Property in Underwood
Discussion -Larson Property on Pelican Lake
Church Parking in New York Mills
10:20 a.m. -Energy Assistance Contract
Approval of Minutes
Motion by Nelson, second by Block, and unanimously carried to approve the County Board
minutes of September 24, 2002, as presented.
Approval to Pay Bills
Motion by Block, second by Froemming, and unanimously carried to approve payment of County
Board bills per Attachment A of these minutes.
Recycling Presentation
Solid Waste Director, Mike Hanan, introduced the recycling presentation. He informed the Board
that last month the final payment was made on the new Recycling Facility; therefore, this is an
appropriate time to give the County Board a tour of the facility to show how recycling in Otter Tail
County has progressed since 1995. Recycling Center Manager, Rick Denzel, and Solid Waste
Education Officer, Marie Tysdal, provided information on the Solid Waste collection system,
equipment, markets, SCORE funding, and education. Otter Tail County has the second highest
recycling rate of all counties in Minnesota. Mr. Hanan discussed recycling in the County system
and stressed that recycling within the County should continue to be an important issue/goal.
Bid Award -GMC Truck
Mr. Hanan reported that one bidder, Lucken, Inc., had bid on the used 1991 GMC truck with box
and tailgate lift (Package No. 4) at a price of $2,500. The truck was not awarded previously
because the bid was misinterpreted. Mr. Hanan has verified that Lucken, Inc. is still interested in
the truck at a price of $2,500 and there were no other bids received for Package No. 4. Discussion
followed. Motion by Lee, second by Nelson, and unanimously carried to award the 1991 GMC
Recycling Truck with box and tailgate lift (Package No. 4) to Lucken, Inc. in the amount of $2,500.
' ' Payment Approval
Motion by Mosher, second· by Lee/ and unanimously carried to approve .a payment to
LeAnn Huseth, in the· amourir of $2750100, for services provided under the provision of Minnesota
Statute 609.35.

Transfer of Funds ,..
Motion by Nelson, second by Lee, and unanimously carried to approve the closure of the County (;,;;!
Ditch 60 account and the transfer of the balance remaining in that account ($39.87) into the
General Revenue Fund.
Resolution Waiving the Thirty-Day Notification Period
Pursuant to Minnesota Statutes, Section 469.175, Subd. 2
Otter Tail County Resolution No. 2002 -54
Commissioner Nelson offered the following and moved its adoption:
WHEREAS, the City Council of the City of Perham (the "City") is considering the modification of
Tax Increment Financing District No. 2-19 (the "TIF District"); and
WHEREAS, Minnesota Statutes, Section 469.175, Subd. 2 requires that the County Board be
provided notice of the modification to the TIF District, a copy of the proposed modified tax
increment financing plan ("TIF Plan") and the estimate of fiscal and economic implications of the
proposed modification of District No. 2-19 at least thirty days before the public hearing required by
Minnesota Statutes, Section 469.175, Subd. 3; and
WHEREAS, the County Board of Commissioners for Otter Tail County has received a copy of the
proposed modification to the TIF Plan, including estimates of the fiscal and economic implications
of the TIF District to be modified by the City; and
WHEREAS, the City has requested a waiver of the County Board's thirty-day comment period
provided by Minnesota Statutes, Section 469.175, Subd. 2; and
WHEREAS, the County Board has reviewed the modification to the TIF Plan and the fiscal impacts
of the modified TIF District;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY BOARD OF OTTER TAIL COUNTY
AS FOLLOWS:
1. The County Board agrees to waive the 30-day comment period on the modification to
the TIF Plan by providing a comment on the modified TIF Plan, as provided in
Minnesota Statute, Section 459.175, Subd. 2.
2. The County Board's comment on the TIF Plan is: _N_o_ne _________ _
Commissioner Lee seconded the motion and upon being put to vote, the resolution was adopted.
Adopted at Fergus Falls, Minnesota, this 1st day of October, 2002.

Elevator Property in the City of Underwood
Discussion took place regarding the tax forfeited elevator property in the City of Underwood.
Motion by Nelson, second by Lee, and unanimously carried to authorize the Auditor to proceed
with the tax forfeited sale of the old elevator property in the City of Underwood, and to request that
the building is viewed by the appropriate County officials to determine if the STS crew is able to
secure the building until the sale process is complete.
Tax Abatement Request
Commissioner Lee introduced discussion regarding the Larson property on the north side of
Pelican Lake. He requested that the second half payable 2002 taxes be forgiven on the Larson
property, Parcel No. 17-000-99-0970-000. Discussion followed. No action was taken because the
County Board could find no reason under the County Abatement Policy to justify forgiveness of the
taxes.
Energy Assistance Contract
Motion by Nelson, second by Froemming, and unanimously carried to authorize the Chair's
signature to execute the State of Minnesota Low Income Energy Home Assistance Program Grant
Contract between the County of Otter Tail and the State of Minnesota.
Parking Discussion -NYM Building
Commissioner Nelson stated that the First Congregational United Church of Christ is planning to
add on to their church and needs a statement from the County regarding parking spaces.
Members of the church have been using the County parking lot during their services. Motion by
Lee, second by Froemming, and unanimously carried that Otter Tail County has no objection to the
use of the NYM County parking lot by the First Congregational United Church of Christ for services
at their church.
Recess
Recycling Center Tour
At 11 :02 a.m., Chair Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed until noon, at which time the County Board met at the Otter Tail County
Recycling Facility on North Tower Road in Fergus Falls. The staff of the Solid Waste Department
provided a tour of the Recycling and Household Hazardous Waste Facility.
Adjournment
At 1 :20 p.m., Chair Mosher declared the meeting of the Otter Tail County Board of Commissioners
adjourned until Tuesday, October 8, 2002.
