Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, September 3, 2002, at
9:40 a.m. at the Otter Tail County Courthouse with Dennis Mosher, Chair; Malcolm Lee, Vice-
Chair; Syd Nelson, Roger Froemming, and Bob Block present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the County Board
agenda of September 3, 2002, with the following changes:
9:50 a.m. -Add Rent Discussion at the NYM Building
10:30 a.m. -Plat Filing Extension and Approval of Snowmobile Agreements
11 :00 a.m. -Approval of Highway Contracts
Correspondence Discussion
Approval of Minutes
Motion by Froemming, second by Nelson, and unanimously carried to approve the County Board
minutes of August 27, 2002, as mailed.

bills per Attachment A of these minutes.

County Ditch System No. 43
County Ditch System No. 52
Ditch Inspector, Randy Wasvick, reported that work is scheduled to start next week to install a
structure for a control unit on Ditch System No. 43. If the DNR determines that they need a permit,
the project would be delayed 3-4 weeks. Water is currently up on CH 33 with passage for only one
vehicle.
Motion by Nelson, second by Froemming, and unanimously carried to authorize the Ditch Inspector
to proceed with removal of beaver dams in Ditch No. 52 and work with the County Auditor to
charge back the Ditch System for the cost.
Bid Award -Civil Package
Motion by Block, second by Mosher, and unanimously carried to award the Civil Package for the
County building located at 1500 North Union (underground work, utilities, earthwork, curb & gutter,
and asphalt) to the low bidder, Mark Sand & Gravel Acquisition Co., in the amount of $492,000.
Rent Discussion -New York Mills Building
Physical Plant Manager, Rick Sytsma, Economic Development Consultant, Terry Stallman, and the
County Board discussed various options relative to space and rental fees for the current tenants at
the New York Mills building.

At 10:37 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of ..
Commissioners recessed for a short break. At 10:45 a.m., Vice-Chair Lee assumed the chair and
reconvened the Board of Commissioners meeting with Chairman Mosher absent.
Schedule Change -Canvassing Board
Commissioners Block and Nelson have been appointed to the Canvassing Board for the State
Primary Election. The Canvassing Board will meet at 9:30 a.m. on Friday, September 13, 2002,
rather than the previous time staled.
Credit Card Approval
Motion by Nelson, second by Froemming, and unanimously carried to approve the following
request for an Otter Tail County credit card.
Jail Administrator, Richard Akerman $5,000.00
Approval of Highway Contracts
Motion by Nelson, second by Froemming, and unanimously carried to authorize the Chair's
signature to execute a contract between the County of Otter Tail and Central Specialties, Inc. of
Alexandria, MN, for work on S.A.P. 56-667-28 & Etc., on CSAH No. 67 from CSAH No. 8 to the
Becker County Line.
Motion by Lee, second by Block, and unanimously carried to authorize the Chair's signature to
execute a contract between the County of Otter Tail and Central Specialties, Inc. of Alexandria,
MN, for work and labor in the construction of S.P. 56-090-04 & S.P. 26-090-02, MN Project Nq. Q
TEAX 5600(174), Central Lakes Trail.
Snowmobile Trail Agreements
Motion by Froemming, second by Nelson, and unanimously carried to authorize the Chair's
signature to execute grant agreements between Otter Tail County and the State of Minnesota for
the following Snowmobile Clubs:
Otter County Trail Association (OCTA)
Henning Snow Drifters
Prairie Snow Drifters
Otter Trail Riders

Conditional Use Permit Extension -"Franklin Lake Resort"
Motion by Lee, second by Nelson, and unanimously carried to extend the Conditional Use Permit
of Michael Klindt for "Franklin Lake Resort" in Section 26 of Dunn Township on Franklin Lake
(56-759) until January 1, 2003.
Adjournment
At 12:03 p.m., Vice-Chair Lee declared the meeting of the
Commissioners adjourned until Tuesday, September 10, 2002.
