Home My WebLink AboutBoard of Commissioners - Minutes - 08/15/2002• • • MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday,August15,2002 1:00 p.m. Call to Order Sharon Wicklund called the Labor/Management Committee meeting to order at 1:05 p.m. Attendance: Richard Akerman, Tonya Anderson, Dwight Berven, Tim Brand, Carol Brause, John Dinsmore, Sue Ewy, Barb Jongeling, Chuck Kitzman, Cheryl Kottom, Larry Krohn, Don Larson, Mick McCormick, Barbara Molter, Sydney Nelson, Kirsten Olson, and Sharon Wicklund. Excused Absence: Brian Armstrong, Chuck Grotte, Malcolm Lee, Anne Mueller, Heather Severson, Wayne Stein, and Jodi Wentland. Unexcused Absence: Doug Cannell, Rick Denzel, David Hauser, Wayne Roisum, and James Stewart. Review of Mission and/or Norms of Behavior Richard Akerman read the Mission Statement and Larry Krohn read the Norms of Behavior list. Review of Minutes Committee members approved as presented, the minutes of June 20, 2002, by consensus . Review of Agenda Committee members approved as presented, the agenda of August 15, 2002, by consensus. Discussion Items A. Issues Concerning the Basics of the Labor/Management Committee: The Labor/Management Committee reviewed the following issues: 1. Education of New Members 2. Communication Between New and Old Members 3. Who do members represent 4. Attendance and meeting date information, Manuals 5. Production, what is the LMC doing, commitment, harmony, the role of the Bureau of Mediation, is the LMC a self-maintaining committee. The Labor/Management Committee discussed the following: • The Committee requested that the list of LMC members and whom they represent be updated. • Two-Year Terms for Labor/Management Committee members. • Labor/Management Committee orientation for new county employees. • Adding a Labor/Management Committee update on monthly Employees' Newsletters. • Larry Krohn reported that the topic of Communication was one of the first items the Labor/Management Committee undertook. • Sue Ewy reported that the Public Health Labor/Management Committee uses a form for Public Health employees to complete with topics for their LMC to discuss. The Labor/Management Committee, by consensus formed the New Employee Subcommittee. The individuals on this subcommittee are Richard Akerman, Sue Ewy, Barbara Molter, Larry Krohn, and Sharon Jewell. Otter Tail County Labor Management Committee August 15, 2002 Page2 Public Health and Human Services Labor/Management Updates Public Health has been discussing the following items: C • Sue Ewy reported that the committee is working on the big issue of staff shortage, having a difficult time fill positions with existing staff. Presently the Public Health Department is short 104 hours nursing time. Human Services has been discussing the following items: • Delivery of Human Services • Hiring • Office Equipment • Conferencing • Telecommuting • Delivery of services and standards-does Human Services handle or do we contract them out. • Mental Health Case Management for adults and children. • Hiring process, internal versus external candidates. • Office equipment, guidelines and principles. Interdepartmental calaboration. Information Sharing/Announcements • Larry Krohn-reported that the new phone system is progressing as planned. After the new phone system is in place, everyone will need a four-digit code to access long distance calling. Group discussion on the possibility of using employee's last four digits of their security number as their access code. • If any Labor/Management Committee members do not have a three-ring binder yet, please let Sharon C Wicklund, Brian Armstrong or Sharon Jewell know so they can prepare a new one for you. Next Meeting The discussion items for the September agenda include: New Employee Subcommittee Update. Adjournment At 2:20 p.m., Sharon Wicklund declared the meeting of the Otter Tail County Labor/Management Committee adjourned until 1:00 p.m. on Thursday, September 19, 2002.
