MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Human Services Board convened Tuesday, May 28, 2002, at 9:35 .m. at the
Otter Tail County Courthouse with Commissioners Dennis Mosher, Chair; Malcolm Lee,
Vice-Chair; Syd Nelson, Roger Froemmiflg, and Bob Block present.
Approval of Agenda
Motion by Lee, second by Nelson, and unanimously carried to approve the Human Services Board
agenda of May 28, 2002, as mailed.
Approval of Minutes
.Motion by Froemming, second by Block, and unanimously carried to approve the Human Services
Board minutes of May 14, 2002, as mailed.
MACPO Conference and Legislative Update
Court Services Director, Chuck Kitzman, attended the recent Minnesota Association of County
Probation Officers annual meeting and provided a brochure explaining the three different
correction systems in the State of Minnesota. He updated the County Board regarding legislative
changes affecting the funding of various corrections programs.
Legislative Update
Bioterrorism & Dental Discussion
Public Health Director, Diane Thorson, updated the Board regarding public health legislative
funding changes. Bioterrorism funding and regional dental issues were discussed. Dental access
issues were also discussed at the recent AMC meeting. Ms. Thorson reported that the consensus
was to meet on a regional basis to identify what could be done to improve access to dental
services.
Child and Family Services -2001 Annual Report
Human Services Supervisor, Brad Vold, and staff members presented their annual report and
discussed various challenges in the child protection field.
Personnel Request
Motion by Lee, second by Froemming, and unanimously carried to approve five unfilled Human
Services positions that were placed into the year 2002 Human Services budget with most of the
salary reimbursement paid by federal and state funding sources, as presented by the Human
Services Director. The five positions are Financial Worker, Child Support Officer, two Social
Worker positions, and a Case Aide position working with the basic sliding fee childcare program.
Family Service Collaborative Insurance
Motion by Nelson, second by Block, and unanimously carried that Otter Tail County sponsors the
Otter Tail Family Services CoUaborative for Minnesota Counties Insurance Trust membership. ·

Approval to Pay Bills & Claims Q
Motion by Lee, second by Mosher, and unanimously carried to approve the Human Services bills
and claims as presented.
Adjournment
At 10:48 a.m., Chairman Mosher declared the meeting of the Otter Tail County Human Services
Board adjourned until 9:30 a.m. on Tuesday, June 11, 2002.

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, May 28, 2002, at 11 :05 a.m. at
the Otter Tail County Courthouse with Dennis Mosher, Chair; Malcolm Lee, Vice-Chair;
Syd Nelson, Roger Froemming, and Bob Block present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the County Board
agenda of May 28, 2002, with the following additions:
Discussion about the Little McDonald, Paul Lakes Improvement District
Wayne Stein -added at 1 :20 p.m.
Approval of Minutes
Motion by Lee, second by Froemming, and unanimously carried to approve the County Board
minutes of May 21, 2002, with the following correction: The motion on the May 21, 2002, County
Board minutes on Page 2 under the heading "Extension Update" should read "Motion by Block,
second by Froemming, and carried with Mosher opposed, to provide funding generated from the
Dairy Diagnostics program for GPS equipment to map the research area as described."
Approval to Pay Bills
Motion by Lee, second by Froemming, .and unanimously carried to approve payment of County
Board bills per Attachment A of these minutes.
Public Meeting -Bruhn Turkey Farm
Commissioner Mosher opened the public meeting at 11 :05 a.m. for the pending issuance of a
Minnesota Pollution Control Agency Construction Short Form Permit for the Bruhn Turkey Farm in
Sections 31 & 32 in Hobart Township in Otter Tail County. With no one from the public in
attendance at this public meeting and no written comment having been received, a motion was
offered by Block, seconded by Mosher, and unanimously carried to close the public meeting at
11:10 a.m.

Little McDonald, Paul Lakes Improvement District Q
Commissioner Lee stated that modifying the proposed LPb Lakes Improvement District boundaries
was an option communicated to the County Board at the May 21, 2002, County Board meeting
held at the New York Mills offices. At that meeting, the County Board passed a motion to establish

a Lake Improvement District including Little McDonald, Paul, and Kerbs Lakes and excluding
Devils and Little Devils Lakes. He stated a desire to "back up" to let the proponents of the five lake
improvement district debate the issue of reducing the boundaries of the proposed district. County
Attorney, David Hauser, stated that the proponents of the original proposed district can petition for
a referendum on the issue within thirty days or they can seek to expand the boundaries.
Discussion followed. Motion by Lee, second by Block, to rescind the motion and the Order to
Establish the Otter Tail County Little McDonald and Paul Lakes Improvement District approved on
May 21, 2002, and to schedule another meeting with both parties (those in favor of a five lakes
improvement district and those asking to be excluded from the lakes improvement district -
specifically Devils and Little Devils lakes). Chairman Mosher called fora roll call vote:

Commission District 4 Froemming Nay
Motion passed 3 -2. The previous motion to approve the resolution for the Order to Establish the
Otter Tail County Little McDonald and Paul Lakes Improvement District (resolution no. 2002 -39)
has been rescinded and, at this point, there is no Lake Improvement District established.
County Board of Equalization
Soil Survey CER Proposal
Assessor, Bob Moe, provided a handout detailing the duties of the County Board for the County
Board of Equalization meeting scheduled on June 17, 2002 .
Mr. Moe reported that for the county to actually use the Soil Survey that has been completed, the
county needs to have the soil types established. The University of Minnesota has created the
Crop Equivalency Ratios for most of the other counties around the state. He requested approval of
using $4,160.00 from the Assessor's Department-Budget to establish these rates. This is the next
vital:step in order to use the soil survey. By consensus, commissioners directed Mr. Moe to move
forward with this process.
Resolution Authorizing Sponsorship of Snowmobile Trails
Operated by Prairie Snow Drifters
Otter Tail County Resolution No. 2002 -41
Commissioner Froemming offered the following and moved its adoption:
BE IT RESOLVED that Otter Tail County act as the legal sponsor for an application for funding to
the State of Minnesota Department of Natural. Resources for snowmobile/ski trails managed by
Prairie Snow Drifters.
BE IT FURTHER RESOLVED that upon approval of its application by the state, Otter Tail County
may enter into an agreement with the State of Minnesota for the above referenced project and that
it will comply with all applicable laws and regulations as stated in the agreement.
BE IT FURTHER RESOLVED that Bill Kalar is hereby authorized to serve as the fiscal agent for
the above referenced project.

Commissioner Nelson seconded the motion and upon being put to a vote, the above resolution Q
was unanimously adopted.

Agreement with Prairie Snow Drifters
Motion by Froemming, second by Nelson, and unanimously carried to authorize the Chair's
signature to execute an agreement between the County of Otter Tail and the Prairie Snow Drifters
to include the Joy School Trail and an 18 mile trail along Highway 29 from Parkers Prairie to the
Henning Trail.
Recess & Reconvene
At 11 :55 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break. The meeting was reconvened at 1 :03 p.m.
Informational Meeting Date Set for Ditch No. 38 r\
Ditch Inspector, Randy Wasvick, opened discussion regarding Ditch No. 38. A public informational l.,.;i,I
meeting will be held Thursday, June 27, 2002, at 7:00 p.m. at the New York Mills County Offices in
the conference room.
"Employee of the Month" Program
Motion by Lee, second by Block, and unanimously carried to authorize the payment of $1,133.25
to the Otter Tail County Employees Committee for the jackets, film, and certificates for the
program. The funds are to be paid out of the Commissioners Contingency Fund.
Approval of Final Plats
Motion by Lee, second by Nelson, and unanimously carried to approve the Final Plat of Howard &
Ann Dahl known as "Dahl Addition to Summer Haven Beach" located near Pelican Lake (56-786),
Lot 3, Section 12, Township 137, Range 43 in Scambler Township.
Motion by Nelson, second by Froemming, and unanimously carried to approve the Final Plat of
Francis Rappatt known as "Bear Lake Haven Retreat" located on Bear Lake (56-69), Lot 1, Section
18, Township 137, Range 37 in Butler Township.

Motion by Froemmir:,g, second by Nelson, and unanimously carried to approve a contract with
lnterTechnologies Group of the Department of Administration, for the production of Postal
Verification Cards, at a cost of $.24 per card through June 30, 2002, and at a cost of $.30 per card
from July 1, 2002 through June 30, 2003.
Proposed LPD Lakes Improvement District
Chairman Mosher opened discussion regarding the proposed LPD LID. He stated that there was
discussion and a motion earlier today to rescind the motion that established the boundaries of the
LID and there are differences of opinion and thoughts on this issue. Commissioner Lee stated that
he received several calls because he had made the motion that changed the proposed boundaries
of the LID. The callers were upset that the County Board took the action to establish the
boundaries other than the proposed boundaries. Chairman Mosher stated that the County Board
has the authority to establish the boundaries of a LID and that is what the,Board did May 21•1.
Discussion continued. Motion by Lee, second 'by Nelson, to approve the original proposed
boundaries of the five lakes in the LPD LID and to adopt the Order to Establish the LPD Lakes
Improvement District including Little McDonald, Kerbs, Paul, Devils, and Little Devils Lakes.

execute a contract between the County of Otter Tail and Traffic Marking Service, Inc. for the 2002
Countywide Traffic Marking.

At 2:22 p.m., Chair Mosher declared the meeting of the Otter Tail County Board of Commissioners
adjourned until 9:30 a.m. on Tuesday, June 4, 2002.
