MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Otter Tail County Courthouse
Commissioners' Room, Floor 1-8
Tuesday, March 12, 2002
9:30 a.m.
Call to Order
The Otter Tail County Human Services Board convened Tuesday, March 12, 2002, at 9:30 a.m. at
the Otter Tail County Courthouse with Commissioners Dennis Mosher, Chair; Bob Block, Vice-
Chair; Syd Nelson, Malcolm Lee, and Roger Froemming present.
Approval of Agenda
Motion by Froemming, second by Nelson, and unanimously carried to approve the Human
'Services Board agenda of March 12, 2002, as mailed.
Approval of Minutes
Motion by Lee, second by Block, and unanimously carried to approve the Human Services Board
minutes of February 26, 2002, as mailed.
Bioterrorism Funding
Public Health Director, Diane Thorson, reported that the State of Minnesota is receiving $16 million
from the federal government for bioterrorism funding for public health agencies. After Otter Tail
County receives an allocation from the funds, Ms. Thorson will meet with the Personnel Committee
to discuss staffing requirements.
Public Transit Planning Discussion
Paul Sailer, Director of Wadena County Family Services, presented recommendations from the
Wadena County Public Transit Task Force dated December, 2001. Mr. Sailer explained that
Wadena County decided to look at a multi-transportation project and has been holding public
meetings in other villages to ascertain support for public transit in Wadena County. Todd County
was quite interested although a task force was not established. Mr. Sailer explained that trade
comes into Wadena County from both Todd and Eastern Otter Tail County. The Hubbard County
transportation model appeals to Wadena County because it combines the volunteer program with
the public transit program. In order to use state funds, the transportation must be available to the
general public. Mr. Sailer suggested that an Otter Tail County representative could join their task
force and· invited Eastern Otter Tail County to join the proposed transit program. Lengthy
discussion followed. Commissioners Nelson and Froemming will research the issue further and
continued discussion will be scheduled at the next Human Services Board meeting.
Court Services Program Overview
Court Services Director, Chuck Kitzman, presented the Year 2002 Program Overview Report for
the Court Services Department.
Approval to Pay Bills & Claims
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services
bills and claims as presented.

At 10:22 a.m., upon a motion by Lee, second by Block, and unanimously carried, the meeting of
the Otter Tail County Human Services Board adjourned until 9:30 a.m. on Tuesday, March 26,
2002.

Approval of Agenda
Motion by Froemming, second by Nelson, and unanimously carried to approve the County Board
agenda of March 12, 2002, with the following change:
Cancel the Solid Waste Director's Agenda Items Scheduled at 11: 15 a.m.
Approval of Minutes
Motion by Nelson, second by Lee, and unanimously carried to approve the County Board minutes
of March 5, 2002, as presented.
Approval to Pay Bills
Motion by Nelson, second by Lee, and unanimously carried to approve payment of County Board
bills per Attachment A of these minutes which include lodging payments as follows:
Sheraton Inn Midway Sheriff, Gary Nelson

Proposed Lake Improvement District
Ron Anderson introduced several property owners and Lake Association members on Little
McDonald, Kerbs, Paul, and Devils Lakes. Bryce Anderson spoke for the group requesting that
the County Board consider adopting a resolution of intentto establish a Lake Improvement District.
Several handouts were provided. Mr. Anderson stated that high water and water quality issues
resulting from high water are common problems among the lake groups that can best be solved

with an entity working together. All property owners that own lake frontage on Little McDonald &
Kerbs, Paul, and Devils & Little Devils Lakes would be included in the proposed LID except
agricultural property. A feasibility study was completed and there are many homes threatened at
this time. Discussion followed regarding the method that may be used to reduce the water level.
Motion by Nelson, second by Lee, and unanimously carried to proceed with forming a Lake Q
Improvement District by drafting a resolution of intent to establish a LID for Little McDonald & ·
Kerbs, Paul, and Devils & Little Devils Lakes.

Assessor, Bob Moe, presented a proposed press release from the Minnesota Rural Counties
Caucus. Discussion followed regarding tax legislation.
License Application
Motion by Lee, second by Mosher: .and unanimously carried to approve the following application

Exempt Permit Applications
Motion by Mosher, second by Froemming, and unanimously carried to approve, with no waiting
period, the Otter Country Trail Association's application for Exempt Permit for an event scheduled
for Saturday, April 20, 2002, at the Graystone Restaurant and Lounge.
Motion by Mosher, second by Froemming, and unanimously carried to approve, with no waiting
period, the Ducks Unlimited Spring Migration Chapter 162's application for Exempt Permit for an
event scheduled for Friday, April 19, 2002, at the Pier on Otter Tail Lake.
Certification of Wetland Easements
Motion by Lee, second by Mosher, and unanimously carried to certify the following acquisition of
land by the U.S. Fish & Wildlife Service for waterfowl easement purposes:

Chairman Mosher congratulated Syd and Kathryn Nelson as recipients of the East Otter Tail
County "Valley Farmers and Homemakers" award presented at the RRVD annual banquet
Saturday, March 2, 2002.
Closed to the Public
Adjournment
At 11 :20 a.m., Chair Mosher declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for purposes of discussing labor negotiation strategies relative
to the County's two Human Services collective bargaining units (Support Specialist and
Professional units). Commissioners Nelson, Lee, Mosher, Froemming, and Block were present
along with the County Attorney, Public Health Director, and Recording Secretary. At 12:25 p.m.,

upon conclusion of the closed session, Chair Mosher declared the meeting of the Otter Tail County Q
Board of Commissioners adjourned until 9:30 a.m. on Tuesday, March 19, 2002.
