Call to Order
The Otter_ Tail County Human · Services Board convened Tuesday, February 26, 2002, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Dennis Mosher, Chair;
Bob Block, Vice-Chair; Syd Nelson, Malcolm Lee, and Roger Froemming present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the Human Services
Board agenda of February 26, 2002, as mailed.
Approval of Minutes
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services
Board minutes of February 12, 2002, as mailed.
Appointment -C.ourt Services Advisory Board
2000 and 2001 Probation Survey Data
,Motion by Block, second by Lee, and unanimously carried to appoint Yvonne Mariotti of Fergus
Falls to the Court Services Advisory Board representing the Fifth District effective January 1, 2002,
for a three year term.
Court Services Director, Chuck Kitzman, reviewed 2000 and 2001 Probation Survey data for Otter
Tail County which will be used for statewide probation data.
Public Health Labor Management Committee
CHS Advisory Committee Reappointments
Public Health Labor Management Committee member, Carla Piechowski, and Aging Coordinator,
· Lyle Hoxtell, presented a list of accomplishments for the department resulting from the Labor
Management Committee meetings. They spoke in favor of the process for improved
communication and appreciation of one another throughout the health agency. ·

Need to recruit cultural diversity representation for the CHS Committee.
Proposed Dental Clinic
Public Health Director, Diane Thorson, presented a letter from David 0. Born of the University of
Minnesota Health Ecology Division, and the Winter, 2002, Healthy Minnesotans Newsletter. The
letter from the University of Minnesota detailed the responsibilities of Otter Tail County and the
University School of Dentistry if a full-service dental clinic is established in Otter Tail County. Otter
Tail County would be responsible for all capitol expenses, all dental supplies, all equipment and
maintenance costs as well as clerical and dental assisting personnel. The University would
provide dental faculty, dental students and residents, and dental hygienists for 10-11 months per
year. Discussion followed regarding access to dental care in rural Minnesota and MA
reimbursements.
Mental Health Safety Net Redesign

Human Services Director, John Dinsmore, reported on the recent Region IV Safety Net Redesign
Committee meeting regarding adult mental health services in Region IV. The strategies
recommended to meet Ml needs include a health facility comprised of 50 inpatient beds serving
mental health patients with this strategy also incorporating inpatient chemical dependency and
detox services. The Safety Net Redesign Committee is recommending a total of 100 inpatient
beds. 0
Approval to Pay Bills & Claims
Motion by Nelson, second by Froemming, and unanimously carried to approve the Human
Services bills and claims as presented.
Minnesota FoodShare Month Proclamation
Otter Tail County Resolution No, 2002 -10
Commissioner Nelson offered the following and moved its adoption:
Whereas: Hunger exists in communities even in the best of economies; and
Whereas: Nearly half of hungry Minnesotans are children twelve years old and younger; and
Whereas: The fastest growing groups of hungry Minnesotans are senior citizens and people who
are working; and
Whereas: The creeping effects of hunger in the life of an individual or family can range from poor
health and slowed recovery from injury and illness to poor performance at school and at
work; and
Whereas: The impact of this on lives and communities can be devastating; and
Whereas: Food shelves in Minnesota distribute about thirty million pounds of donated and 0
purchased food annually to ease the sting of hunger; and

'O Whereas: Due to the slowed economy, visits have increased dramatically at every food shelf in the
state this year, by more than 50% at some; and
Whereas: The Food Shelves in Otter Tail County have also seen a significant increase in need;
and
Whereas: The Minnesota FoodShare March Campaign is responsible for acquiring about half the
food distributed annually through food shelves; and ·
Whereas: The success of the Minnesota FoodShare March Campaign depends upon the
participation of businesses, civic groups, schools, congregations, and individuals in
every community.
NOW, THEREFORE, We, the County of Otter Tail, do hereby proclaim the Month of March, 2002
to be Minnesota FoodShare Month in Fergus Falls, and urge everyone in this
community and in communities throughout the State to donate food items and/or
funding to the local food shelf during March to ensure that all of our neighbors will have
food enough to share fully in the life of our community.
Commissioner Lee seconded the motion, and upon being put to vote, was unanimously carried.

Resolution for Beaver Damage Control Program
Otter Tail County Resolution No. 2002 -11
Commissioner Nelson offered the following and moved its adoption:
Whereas, the State of Minnesota Department of Agriculture has designated funding to be used in
allocation for beaver damage control to the Joint Power Board in a fifteen County and Red Lake
Nation area, and
Whereas, Otter Tail County's share of these funds are to be used in those townships who elect to
participate in the program, and
Whereas, the State of Minnesota Department of Agriculture requires a matching share for each
County that participates;
Now, therefore, be it resolved, that Otter Tail County, participating in the Beaver Damage Control
Program, will authorize the matching fund requirement for the State of Minnesota Department of
Agriculture.

County Ditch No. 29

Ditch Inspector, Randy Wasvick, pr~vided the minutes from a Public Information meeting held
February 21, 2002, at the Ottertail Community Center regarding County Drainage System No. 29.
He reported that there is an area from Hwy 54 north to the channel that property owners would like
cleaned out. Contractor, Dan Ness, estimated the cost of clean out for that area at $2,000. There
is approximately on mile below this area that needs clean out as well with an estimated maximum
cost of $5,000. Motion by Nelson, second by Froemming, and unanimously carried to authorize
itlie Ditch Inspector to proceed with two clean outs in County Drainage System No. 29 from Hwy 54
north to the boat channel and the other one-mile area below with the cost not to exceed $7,000.
The costofthis work will be assessed to property owners.
County Ditch No. 32
Motion by Lee, second by Block, and unanimously carried to authorize landowner, Jim King, to
clean out through his property north, then west to the original channel and George Gorton to install
a culvert on his road in County Drainage System No. 32 at the landowners' expense.
. County Ditch No. 70
M{ Wasvick presented a request, on behalf of Mr. Paul Moe, to repair an area of County Ditch
No. 70. There is an area approximately ¼ mile long where there is a blockage. The County will
proceed with regular repair procedures.
Horsehead Lake Petition
Motion by Froemming, second by Nelson, and unanimously carried to accept the petition
presented by the Horsehead Lake Basin area to join Ditch No. 19 and to authorize the Ditch
Inspector to set a Public Hearing for this petition request as required by State law.
Walk of Flags
Disabled American Veterans Volunteer, Perrie Sheldon, presented a proposed "walk of flags" route
in Fergus Falls and requested permission from the County Board to use a portion of the
Courthouse property for this purpose. Motion by Nelson, second by Froemming, and unanimously
carried to approve the "walk of flags" to include flags on the east and north sidewalks of the
Courthouse and to authorize the STS--crew (if possible) to dig holes and set sleeves for the
flagpoles.
Recess & Reconvene
At 11 :40 a.m., Chair Mosher recessed the meeting of the Otter Tail County Board of
Commissioners for"lunch break. The meeting was reconvened at 1 :00 p.m.
Local Board of Review Schedule
Tax Court Update
County Assessor, Bob Moe, presented the Local Board of Review schedule for April and May.
Mr. Moe briefed the County Board relative to several tax court cases that are in process.

WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a
premise permit unless they receive a resolution from the Otter Tail County Board of
Commissioners approving the application for a permit; and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the
conduct of lawful gambling by the VRW Post 612, Fergus Falls, MN, at the Ten Mile Lake
Steakhouse, in Tumuli Township of Otter Tail County.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the VFW Post 612, Fergus Falls, MN, at the
Ten Mile Lake Steakhouse in Tumuli Township of Otter Tail County, provided the applicant meets
all the necessary criteria for the licenses and permits as required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the
Township of Tumuli by sending them a copy of this resolution. 0

for CY2002 at $7.50 perassigned point.
Extension Update
Extension Educators, Steve Handegaard and Donna Geiser, briefed the County Board regarding
the changes taking place in Extension. Otter Tail County will be sharing educators with other
counties. Orientations for Extension Directors and other educators will take 'place the second and
third week of March. The orientations should provide some. additional information regarding the
new structure. Ms. Geiser discussed promotions that are planned to celebrate the 100th
anniversary of 4-H nationwide.

for a short break. The meeting was reconvened at 2:05 p.m.

Motion by Mosher, second by Froemming, and unanimously carried to approve the final plat known
as "Stabnow Addition to Clitherall Lake" located in Sec. 1, Twp. 132N, R. 40W in Clitherall
Township, Lake No. 56-238.
Ordinance Discussion
Lengthy discussion took place regarding proposed Shoreland Management Ordinance changes
and other ordinance changes. The following is a list of changes requested by the County Board:
() Shoreland Management Ordinance
1. increase yardage for grade & fill projects that can be approved by the Land & Resource office
from 300 cubic yards to a larger amount of cubic yards (600 cubic yards was suggested)

2. exemption from Planning Commission process for road authorities in the case of an emergency Q
where public safety is a concern
3. change the language for the String line Test to allow the use of the closest point to the lake
4. include a definition for a retaining wall

under Minnesota Statute §394.27 Subd. 7
7. include definition of a fish house
8. change definition of a Water Oriented Accessory Structure (WOAS) to be limited to detached
structures
Proposed Tubing Ordinance
1. draft a County Tubing Ordinance and use Becker County's ordinance as a guide
Setback Ordinance
1. jurisdiction should be limited to County roads only
2. 20 ft. setback in shoreland areas
3. 40 ft. setback outside of shoreland areas
Policy Changes

Adjournment
At 3:13 p.m., Chair Mosher declared the meeting of the Otter Tail County Board of Commissioners
closed to the public for purposes of discussing labor negotiation strategies relative to the County's
two Human Services collective bargaining units (Support Specialist and Professional units).
Commissioners Nelson, Lee, Mosher, Froemming, and Block were present along with the County
Coordinator, County Attorney, Human Services Director, and Recording Secretary. At 4:05 p.m.,
upon conclusion of the closed session, Chair Mosher declared the meeting of the Otter Tail County
Board of Commissioners adjourned until 9:30 a.m. on Tuesday, March 5, 2002.
