HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/21/2002• • • MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, February 21, 2002 1 :00 p.m. Call to Order Dawn Godel called the Labor/Management Committee meeting to order at 1 :05 p.m. ·Attendance: Brian Armstrong, Sharon Bjork, Sue Ewy, Dawn Godel, David Hauser, Blake Johnson, Barb Jongeling, Amy Kampa, Cheryl Kottom, Larry Krohn, Malcolm Lee, Wayne Roisum, Wayne Stein, James Stewart, Gary Waskosky, Jodi Wentland, and Sharon Wicklund. Excused Absences: Tonya Anderson, Tim Brand, Rick Denzel, Joanne Derby, John Dinsmore, Terry Hoff, Marion Kershner, Merle King, Don Larson, Mick McCormick, Lori Morrell, Anne Mueller, Syd Nelson, Judie Sletta, Joe Thompson, and Rick West. Unexcused Absences: None. Dawn Godel passed out November meeting minutes to committee members who didn't have copies. Review of Mission and/or Norms of Behavior David Hauser read the Norms of Behavior list and Gary Waskosky read the Mission Statement. Review of Minutes Committee members approved as presented, the minutes of November 15, 2001, by consensus. Review of Agenda Agenda items for meeting: Committee Attendance, New Co-Chairs for July. Discussion Items A. Customer Service: At the January Labor/Management Committee meeting we had the Fish Video presented by Ann Dolence with Lakes Country Coop. The following items were discussed by committee members: • Committee members who missed the January meeting missed a really excellent session. • The Attorney's Office has scheduled the Fish Video training for March 7, 2002. • Some local businesses have implemented the Fish Video training into their workforce. • Human Services could schedule the Fish Video at one time for their entire department. • Should this committee recommend the Fish Video to departments? • Quite some ago, John Dinsmore and Marion Kershner formed a Customer Service Subcommittee on customer service. Does this group want to add additional subcommittee members? • Consensus was reached by the Labor/Management Committee to have the Customer Service Subcommittee recommend the Fish Video to all departments. • The Auditor's office is experimenting with their hours open to the public. The License Division now is open to the public from 9:00 a.m. through 5:00 p.m. So far, there have been no customer service concerns. Committee Attendance: Many Labor/Management Committee members expressed a concern ( of the amount of unexcused absences at committee meetings. The following items were discussed: • There needs to be some understanding when it comes to employee's work assignments. • Members should be attending these meeting on a regular basis. • When we have Labor/Management Committee meetings, if we don't have a quorum we can't make any decisions or recommendations. • In the Labor/Management Committee Bylaws, under Article V, Quorum/Attendance it states: One-half (1/2) of the Labor and one-half (1/2) of the Management representatives plus a co-chair are needed to convene the meeting. A representative who has two (2) consecutive unexcused absences will be terminated from the committee. The representatives should contact the County Coordinator's office or a Co-Chair if they are unable to attend a meeting. An excused absence is defined as providing advanced notice of absence in the manner stated above. • • Emailing all members one week prior to·monthly meetings as a reminder. • If the committee terminates a member for too many unexcused absences, how do we get a replacement committee member? · • Have the co-chairs look over list and members who are missing meetings, please explain the Bylaws to them. • If a member wants to be replaced, then (his/her) group should choose replacement member. • About half of the committee members' terms are up-at the end of June. C. New Co-Chairs, New Members: Sharon Wicklund has volunteered to Co-Chair the labor side. You have to have served as a member for one year before you can become a Co-Chair. If you do find a replacement, let Sharon Jewell know. It would be nice to have the new members ( attend the June meeting, so they can have an idea of a committee members' responsibilities. Co-Chairs are creating a _list to give to new members and we will have the committee review before distribution. Public Health and Human Services Labor/Management Updates Human Services Labor/Management Update: The following topics are being discussed by the committee: • Minutes Survey • Comp Time • Alternative Work Schedules • Office procedures • Cell phones . ' Public Health Labor/Management Update: Planning on goals and objectives for the next year and had a party. Information Sharing/Announcements The Insurance Committee wanted everyone to know that life insurance certificates will be mailed out shortly. · ' · The Wellness Committee's· new S.T.E.P. Challenge Program has 196 · Otter· Tail County participants. All participants who walk at least 150,000 steps by April· 17, 2002 are able to keep their pedometers. Sheri Dahlen in the Public_ Health Department is the Coordinator. Brian Armstrong talked about the ·E-911 Mapping which is on the Otter Tail County's Website now, and he would be happy to review and train each department on how to use it. Brian also stated that he would like to see how departments do business and he!p with shortcuts. C • • • otter Tail county Labor Management committee February 21, 2002 Page 3 Larry Krohn spoke about the RTC (Regional Treatment Center); Otter Tail County owns the building now and architects are now working on the design and will need to plan a parking lot for 300 vehicles.
