MINUTES OF THE
OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE
Otter Tail County Courthouse
Commissioners' Room, Floor 1-B
Thursday, November 15, 2001
1 :00 p.m.
Call to Order
Dawn Godel called the Labor/Management Committee meeting to order at 1 :23 p.m.; prior to that
time the committee did not have a quorum.
Attendance: Tonya Anderson, Brian Armstrong, Tim Brand, Rick Denzel, John Dinsmore, Dawn
Godel, Terry Hoff, Blake Johnson, Marion Kershner, Cheryl Kottom, Don Larson, Malcolm Lee,
Anne Mueller, Wayne Roisum, Judie Sletta, Wayne Stein, Jodi Wentland, and Sharon Wicklund .
.'Excused Absences: Joanne Derby, Sue Ewy, David Hauser, Barb Jongeling, Amy Kampa, Merle
LKing, Larry Krohn, Mick McCormick, Lori Morrell, Syd Nelson, James Stewart, Joe Thompson,

Review of Mission and/or Norms of Behavior
Tonya Anderson read the Mission Statement and Dawn Godel read the Norms of Behavior list.
Review of Minutes
Committee members approved as presented, the minutes of October 18, 2001 by consensus.
Review of Agenda
Committee members approved as presented, the agenda of November 15, 2001 by consensus.
Discussion Items
A. Plug-In Subcommittee Update:
Rick Denzel reported that the Plug-In Subcommittee met yesterday. Rick further discussed the
following:
• The courthouse owns nine County parking lots and rents five parking lots, which equals
a total of 14 parking lots for County employees.
• Fergus Electric quoted that the installation cost of each plug-in would be $600-700.
• Instead of going with Plug-Ins, this Subcommittee is recommending using a power pack,
which is a power jumper.
• The County could purchase 1,000 power packs for what one plug-in installation would
cost.
• Power packs plug this into vehicle's battery or cigarette lighter.
• With the power pack you don't have to use another vehicle to start your engine.
• The power pack comes with instructions for use ..
• This Subcommittee spoke with six other county offices; three counties had plug-ins,
three did not.
• Human Services has 15 County vehicles.
• Power packs have closed cell batteries, so they can be plugged into any outlet.
• Power pack batteries when fully charged can start five vehicles.

The Plug-In Subcommittee's recommendation to the Labor/Management Committee is for each
department to purchase power packs dependant on their needs. Consensus was reached by C
the Labor/Management Committee to have Rick Denzel prepare a memo to all Department
Heads suggesting that each department purchase power packs for their staff dependant upon
their needs.
B. Insurance Committee Update:
Dawn Godel reported the following information from the Insurance Committee:
• FORTIS will be the County's long term disability carrier for 2002, with Blue Cross Blue
Shield administering the plan.
• There will be an Insurance Fair for all County employees Wednesday, Thursday, and
Friday, November 28, 29, and 30, 2001.
• Eight County employee insurance sessions have been scheduled.
• FORTIS, Blue Cross Blue Shield, MIi and the Insurance Committee will be present at
each session for any questions employees may have.
• The 2002 costs of long-term disability will be $9.00, basic life insurance will be $2.20,
and dependent life insurance will be 48¢.
C. Customer Service Subcommittee Update:
Marion Kershner reported to the Labor/Management Committee that she and John Dinsmore
would like additional members to join the Customer Service Subcommittee. Lori Morrell will be
working with John and I on this subcommittee.
Public Health and Human Services Labor/Management Updates
Marion Kershner reported that the Public Health Labor/Management Committee has not met since
the last Labor/Management Committee meeting October 18, 2001, so had nothing to report.
John Dinsmore reported that the Human Services Labor/Management Committee met last week C
and presented the following information:
• We are discussing moving more staff to the New York Mills office location.
• Discussing alternative work schedules: Regular 8-5 work days, 9-hour work days with every
other Friday off, and 10-hour work days with one day off per week.
• Our group has watched the "Fish" video.
• We will be reprioritizing our discussion topics next month.
Information Sharing/Announcements
• The Labor/Management Committee will schedule the January 17, 2001 agenda items at the
December 20, 2001 meeting.
• There will be a National Labor/Management Committee meeting in May of 2002 to be held
in Chicago, Illinois.
• At the December 20, 2001 meeting members can bring treats to share if they wish.
Next Meeting
The discussion items for the December agenda include:
• "Fish" Video.
Adjournment
At 1 :52 p.m., Dawn Godel declared the meeting of the Otter Tail County Labor/Management
Committee adjourned until 1 :00 p.m. on Thursday, December 20, 2001.
