HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/19/2001MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, July 19, 2001 1 :00 p.m. Call to Order Dawn Godel called the Labor/Management Committee meeting to order at 1 :07 p.m. Attendance: Tonya Anderson, Sharon Bjork, Rick Denzel, John Dinsmore, Sue Ewy, Dawn Godel, Terry Hoff, Blake Johnson, Barb Jongeling, Amy Kampa, Marion Kershner, Cheryl Kottom, Larry Krohn, Malcolm Lee, Mick McCormick, Syd Nelson, James Stewart, Gary Waskosky, and Sharon Wicklund. Excused Absences: Brian Armstrong, Joanne Derby, David Hauser, Cheryl Jones, Merle King, Don Larson, Lori Morrell, Wayne Stein, Joe Thompson, and Jodi Wentland. Unexcused Absences: Tim Brand, Anne Mueller, and Wayne Roisum. Review of Mission and/or Norms of Behavior • Terry Hoff read the Norms of Behavior and Larry Krohn read the Mission Statement. • Review of Minutes Committee members approved as presented, the minutes of June 21, 2001, by consensus. Review of Agenda Committee members approved as presented, the agenda of July 19, 2001, by consensus with the following change: Tiny Holm's presentation of Violence in the Workplace will be rescheduled for the September 20, 2001 Labor/Management Committee meeting. Discussion Items A. Introduction of New Members: Roundtable introductions of committee members. Group discussion followed regarding the following topics: • Importance of having a quorum at each Labor/Management Committee meeting. • Gary Waskosky's and Mick McCormick's committee member status will extend for an additional term. • Each Labor/Management Committee member should have a list of departments that they represent within their member manual. • Check with the departments you represent to see what topics they would like the Labor/Management Committee to discuss during the next year. • Lori Morrell with the Bureau of Mediation will be attending the Labor/Management Committee meetings in the very near future. • The training that will be scheduled in August for new members will be in lieu of a Labor/Management Committee meeting. All committee members who have previously gone through training do not need to attend the August training session. Sharon Jewell will notify committee members when the scheduled date, place, and time are confirmed. Otter Tail County Labor/Management Committee July 19, 2001 Page 2 B. Client Service: Marion Kershner reported to the Labor/Management Committee information she received from r Linda Anderson with St. Louis County on a customer service program they have developed. \..... Group discussion on the following items: · • How Otter Tail County serves customers/clients. • Could Otter Tail County do a better job with customer service? • In September, the Labor/Management Committee will reestablish the list of topics to discuss for the next year. C. Wellness Committee Update: Marion Kershner reported on the following: . . • The Otter Tail County Health Fair is scheduled for Monday, August 27 in the New York Mills Conference Room and on ·Wednesday, August 29 in the ·Fergus ·Falls .. Courthouse Commissioners' Room. • There will be a Fitness Challenge scheduled to begin in September .. • The Wellness Committee is now in the progress of enlarging its members. . ., • The Wellness Committee would like feedback on the Top Health Newsletters that have been distributed throughout the county offices. ' · • Encourage participation in the Health Fair. Employees can plan to spend approximately ½ hour at the Health Fair. • The Labor/Management Committee thanked Marion Kershner for the ·nice job stie has done representing the Wellness Committee. • . . .. D. Insurance Committee Update: · . . . • .. Dawn Godel presented the following information from the lnsu'rance Committee: • Presented Insurance Committee background information for new committee members. • Insurance Committee Members consists of David Hauser, Kathy Domholt, Leon Anderson, ( Carol Brause, Mary Ann Anderson, and Dawn Godel: • • The Insurance Committee is currently working on dental insurance. • The Insurance Committee has researched vision insurance and found that the premium would be close to actual costs spent for glasses, contacts, etc. Therefore it does not make sense to add this to our benefit package. • Long term disability, life insurance, and day care are issues the Insurance Committee will be looking at. . . . . . . . . .. . . • .The health c_are policies that will be offered·for the year 2002 are the $100 deductible, $750 • · enhanced, and the $300 copay plans. · • Larry Krohn reported that there has been a lot of discussion lately in terms of health care. The state is divided into regions for the service of health care. These regions were originally designed to provide service to school districts. There are 14 school districts in our region of the state. At the Lakes Country Service Coop, they maintain two separate district service pools. One for school districts and the other for counties, cities, and other local governmental units. Included in our insurance pool are Clay, Becker, Douglas, and Otter Tail Counties as well as Fergus Falls and Moorhead cities. One item these insurance pools are discussing, which could take up to ten years to-complete, is to develop common insurance plans among the counties and cities. , ,. · . . , . Public Health and Human Services Labor/Management Updates Sue Ewy reported the following Public Health items: . • Public Health is working on revising/reinventing the performance evaluations done _by our agency. . • Discussing "junk cars" -are they considered an eyesore_ or a health problem.- John Dinsmore reported the following Human Services items: ( • The_ Human Services Labor/M1rnagement Committee_ has celebrated its accomplishment of ,. completing the top 7 out of 28 issues they have as scheduled topics. •. • Human Services has-a ne_w Jood-yendi~g machine.at_ttie.505 building. • All Human Services staff will have picture ID's. • • Otter Tail County Labor/Management committee July 19, 2001 Page 3 • Reviewing our policy on flex schedules, alternative work schedules, and overtime. • New York Mills office -agency is getting prepared to increase services through this location. • Human Services now has a computer messaging software entitled "Scotland Yard". We use this program instead of the white boards, for recording our time out of office. Information Sharing/Announcements Please remember to go back to your people on what they would like to discuss.
