Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, July 10, 2001, at 9:33 a.m. at
the Otter Tail County Courthouse with Roger Froemming, Chair; Syd Nelson, Malcolm Lee, and
Bob Block present. Vice-Chair, Dennis Mosher was absent.
Approval of Agenda
Motion by Nelson, second by Lee, and unanimously carried to approve the County Board agenda
of July 10, 2001, with the following additions: '
Joe Honrud -canceled
Add -Land & Resource Director for Discussion of Ag/Ditch Position
Add -Roger Pence for Road Name Change Appeal
Approval of Minutes
Motion by Froemming, second by Block, and unanimously carried to approve the County Board
minutes of June 26, 2001, as mailed.
Approval to Pay Bills
Motion by Lee, second by Block, to approve payment of bills per Attachment A of these minutes,
which include the following lodging payments:

Youth Tobacco Prevention Project Contract
Public Health Director, Diane Thorson, briefed the Board on the Youth Tobacco Prevention
Program starting July 1, 2001, and requested approval of a contract to provide coordination of the
project. Motion by Block, second by Nelson, and unanimously carried to authorize the Public
Health Director to sign a contract between Otter Tail County Public Health (serving as fiscal agent
for the Otter Tail Services Collaborative Youth Tobacco Prevention Project) and Barbara Jo
Nelson. Ms. Nelson will provide administrative services for the program in an amount not to
exceed $35,742.
Bill of Sale and Release -Phelps Mill Bridge
Motion by Lee, second by Froemming, and unanimously carried to authorize the Chair's signature
to execute a Bill of Sale and Release to transfer responsibility for the Phelps Mill Bridge for
pedestrian traffic only, from Maine Township to the County of Otter Tail.
Detoxification Program Discussion
Human Services Director, John Dinsmore, presented a summary of issues/concerns regarding the
Fergus Falls Regional Treatment Center detoxification program and possible solutions to consider.
Otter Tail, Douglas, Becker, and Grant counties have been the primary users of the detox program

at the FFRTC. The FFRTC has informed the County of a per day rate increase to $561 from the Q
current rate of $275; therefore, Mr. Dinsmore presented seven options to consider. Lengthy
discussion took place regarding these options including transport to other facilities, contracting with
another provider in the area, or developing a County operated detox program.
Energy Programs Grant Agreement
Motion by Nelson, second by Lee, and unanimously carried to authorize the Chair's signature to
execute an agreement between the State of Minnesota Department of Economic Security and the
Otter Tail County Department of Human Services that grants the County funds from the State for
the Energy Assistance Program for the period of July 1, 2001 through September 30, 2002.
Bills & Claims
Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services bills
and claims as presented.
Ag/Ditch Inspector Position
Land & Resource Director, Bill Kalar, briefed the Board on the hiring process for the vacant
Ag/Ditch Inspector Position. Chair Froemming appointed Commissioner Bob Block to the interview
panel for this position.
Purchase of Household Hazardous Waste Equipment
Solid Waste Director, Mike Hanan, requested approval to purchase a paint can crusher for the
Household Hazardous Waste facility. Motion by Froemming, second by Nelson, and unanimously o ...
carried to authorize the Solid Waste Director to purchase a paint can crusher, in the amount of .
$17,530.97. Funds for the equipment will be obtained from the Solid Waste Enterprise Fund.
Request for Road Name Change
Property Owner, Rodney Wyland and several neighbors requested that the road servicing their lots
be changed from Lyden's Beach Road to Bee's Drive. The road was named Lyden's Beach Road
recently during the E-911 addressing process. When the plat was recorded in 1983, this dedicated
road was named Bee's Drive and recorded as such. Mr. Wyland presented documentation of the
recorded plat and a letter from a Dunn Township Clerk supporting the change. The appeal had
been heard by the Road Naming Committee and denied as the petition to change the name did not
contain 90% of the residents that currently live on the road. Motion by Lee, second by Froemming,
to change Lyden's Beach Road (named during the E-911 addressing system) back to Bee's Drive.
Chair Froemming called for a roll call vote:

Chair Froemming noted that the motion failed; however, he stated that the issue would be
discussed again on July 24, 2001, when all County Board members are present.

Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating the
performance of Veterans Service Officer, Jourdan Sullivan, and Physical Plant Manager,
Rick Sytsma, pursuant to M.S. §471.705 Subd. 1d(d). Commissioners Nelson, Lee, Froemming,
and Block were present. A summary of performance conclusions will be provided at the next
regular County Board meeting. At 11 :45 a.m., upon conclusion of the performance evaluations,
Chair Froemming declared the meeting recessed for a committee meeting and lunch break.
Reconvene
At 1 :02 p.m., Chair Froemming reconvened the meeting of the Otter Tail County Board of
Commissioners.
Highway Project Update
Highway Engineer, Rick West, reviewed construction and design projects recently completed or
currently in progress.
Wetland Mitigation for US Fish & Wildlife Service
Mr. West reported that work is progressing with the USFWS concerning mitigating impacts to their
properties during reconstruction projects. Property has been located in Section 8 of Fergus Falls
Township, one mile north of TH 59 and CSAH No. 88 to use for mitigation purposes when working
on nearby properties. Discussion followed. Mr. West will proceed with negotiations to purchase 10
acres (wetland area) of the 20 acre tract.

Road Name Change Appeal

Property Owner, Roger Pence, representing other property owners on the road named by the E-
911 addressing system as Cormorant Drive, appealed to the County Board for a name change.
He requested the road be named Starlight Drive. Discussion followed. Motion by Block, second 0
by Nelson, and unanimously carried to authorize a road name change from Cormorant Drive to
Starlight Drive.
International Coalition -Payment Approved
Motion by Lee, second by Block, and unanimously carried to authorize payment to The
International Coalition for shared expenses based at 2.5 cents per capita of Otter Tail County
population within the Red River Basin, in the amount of $1,000.
West Central Initiative -Payment Approval
Motion by Nelson, second by Lee, and unanimously carried to authorize payment of $76,061 to be
paid over five years (2002 -2006) to the West Central Initiative as requested.
Red River Valley Development Corporation
Chair Froemming reported that the Red River Valley Development Corporation is requesting a fee
of $500 from Otter Tail County to assist with their program(s). Motion by Nelson, second by
Froemming, to authorize payment of $500 to the Red River Valley Corporation. Chair Froemming
called for a roll call vote:

April 1, 2001 rather than the retroactive date the reclassifications were sent to DMG, which is
normal practice. This is due to the unique circumstances of employees moving from a non-
department head status to a department head status.
