HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/21/2001• MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, June 21, 2001 1 :00 p.m. Call to Order Dawn Godel called the Labor/Management Committee meeting to order at 1 :12 p.m. Attendance: Brooks Andersen, Leon Anderson, Tonya Anderson, Brian Armstrong, Rick Denzel, Joanne Derby, Sue Ewy, Pauline Fitch, Dawn Godel, Sandi Gundberg, David Hauser, Dave Jennen, Amy Kampa, Marion Kershner, Malcolm Lee, Mick McCormick, Wendy Metcalf, Syd Nelson, and Todd Smedstad. Excused Absences: Sharon Bjork, Terry Hoff, Blake Johnson, Cheryl Jones, Merle King, Larry Krohn, Lori Morrell, Michele Petterson, Joe Thompson, Gary Waskosky, and Rick West. Unexcused Absences: Tim Brand, Jack Dawkins, and Dennis Soderstrom. Review of Mission and/or Norms of Behavior • Wendy Metcalf read the Norms of Behavior list and David Hauser read the Mission Statement. • Review of Minutes Committee members approved as presented, the minutes of May 17, 2001, by consensus. Review of Agenda Committee members approved as presented, the agenda of June 21, 2001, by consensus with the following addition/deletion: Add "Insurance Committee" to the agenda; Delete "Introduction of New Members" from the agenda. Discussion Items A. Insurance Committee: Dawn Godel reported that two months ago the Insurance Committee presented their recommendation to the Labor/Management Committee. The Labor/Management Committee needs to make a recommendation of policy changes to the County Board no later than July 1, 2001. Group discussion followed regarding the Insurance Committee survey results, which included the following: • Of the ballots handed out, 44% were returned. • The Otter Tail County employee dental coverage is still operating at a loss; the County has been reimbursing that plan. Otter Tail County has 75% of employees participating in the dental plan. • Adding eye insurance would cost the employee more to carry the insurance than the price of new glasses per year . • Long-Term Care Insurance -this voluntary plan would be for nursing home or long- term care insurance; the rates are based upon the employee's age. The Insurance Committee will be receiving more information on this particular plan. otter Tail county Labor/Management committee June 21, 2001 Page 2 • Life and Disability Insurance rates have risen. • Insurance Committee recommendations from survey results: C 1. $100 deductible base plan will not change 2. $300 will change to a copay 3. $750 will change to an enhanced plan The Labor/Management Committee, approved by consensus, to recommend the above health care policy changes to the Otter Tail County Board of Commissioners. B. Courthouse Hours: The Otter Tail County Board of Commissioners have discussed this issue, and came to an agreement not to change the Otter Tail County Courthouse hours because the individual departments now have the option of flex hours. Consensus was reached by the Labor/Management to end further discussion of "Courthouse Hours". Syd Nelson mentioned that this issue could be revisited at a later date. C. Violence in the Workplace: Rick Denzel presented to the Labor/Management Committee information he received from a seminar he attended on Managing Aggressive Behavior. The following items are indicators of violence: • History of violence or threats • History of job misconduct • History of grievances against company or coworkers • Persistent unwanted romantic advances • Fear reaction among coworkers • Irrational beliefs and ideas • Alcohol or substance abuse • Feelings of being victimized • Blaming others for their problems • Inability to take criticism • Fascination with weapons • Being fired or demoted David Hauser suggested that the "Violence in the Workplace" Right to Know Safety Training seminar sponsored by Safety and Emergency Services a year and a half ago, should be repeated for Otter Tail County employees every few years. Consensus was reached by the Labor/Management Committee to invite Tiny Holm, Safety & Emergency Service Director to the July 19, 2001 meeting to discuss "Violence in the Workplace". D. Wellness Committee Update: Marion Kershner reported that the Wellness Committee has been hard at work. The Wellness Committee is scheduling a Health Fair Day, which will include cholesterol screening, blood pressure, body fat percentage, smoking cessation, osteoporosis, and sun damage screening, August 27 at the New York Mills office and August 29 at the Courthouse in the Commissioners' Room. Monday, July 2, the Wellness Committee will meet with department representatives to work together on scheduling a "Fitness Challenge" in September. C E. New Co-chairs: Amy Kampa and Dawn Godel will attend co-chair training Monday and Tuesday, June 25 and C June 26, 2001 in the Fergus Falls area. • • • Otter Tail County Labor Management committee June 21, 2001 Page 3 Public Health and Human Services Labor/Management Updates Public Health Update: The Public Health Labor/Management Committee is discussing the following issues: • Evaluation of Committee • Review of Job Descriptions • Discussion of Building Issues • Discussion of Performance Evaluation Issues Human Services Update: • Discussed the Drug Paraphernalia Found at the 505 Building • New York Mills Office Discussion • ID Tags • Hepatitis B Vaccines Information Sharing/Announcements Hepatitis B Vaccine: • OSHA notifies employees who are required to have the hepatitis B vaccine. Recommendation by the Labor/Management Committee for any employee with hepatitis B vaccine questions/concerns to meet with their supervisor. The Labor/Management Committee also recommended to the Human Services Labor/Management Committee to have Phyllis Knutson, Public Health, present hepatitis B vaccine information. • Training for new committee members is tentatively scheduled for August 23, 2001. Upon confirmation of date and location, new committee members will be notified.
