Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 17, 2001, at 9:31 a.m. at
the Otter Tail County Courthouse with Roger Froemming, Chair; Dennis Mosher, Vice-Chair,
Syd Nelson, Malcolm Lee, and Bob Block present.
Approval of Agenda
Motion by Mosher, second by Lee, to approve the County Board agenda of April 17, 2001, with the
following addiUons:

Approval of Minutes
Motion by Nelson, second by Lee, and unanimously carried to approve the County Board minutes
of April 10, 2001, as mailed.

Budget Discussion
Commissioner Lee reported that the County budget looks good to date. Discussion took place
regarding the County water plan and the possibility that the Soil and Water Conservation Districts
(SWCD) could better manage water conservation and work more closely with farmers because
they are not an enforcement agency. This idea will be researched further.
Pine Lakes Improvement District
Bill Rose, representative from the Otter Tail River in the Pine Lakes Improvement District
introduced several citizens who currently live along the Toad River; Randy Carrow,
Ivan Thompson, and Mark Dombeck. Mr. Rose stated that he became involved when a group of
citizens from the river expressed concern about representation on the Pine Lakes Improvement
District. Mr. Rose is not in favor of having rivers included in the LID. He provided many handouts
including a survey that identified 91 property owners along the rivers in the LID with most of those
property owners saying that they were never contacted regarding establishment of the LID and the
public hearing held July 15, 1999. Mr. Rose stated that his group's request is to alter the
boundaries of the LID and release the river properties from inclusion in the district. Mr. Rose noted

the differences between lake property ownership vs. river property ownership and the fact that
demographics do not lend towards equal representation of lake and river people. Commissioners
suggested that this citizen group talk with the LID officials and try to find a workable solution for the Q
matter. The County Attorney suggested that they follow-up with Representative Daggett regarding
proposed legislation to allow "modifying" a LID, rather than "expand" a LID.
Recess & Reconvene
At 10:57 a.m., Chair Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. Chair Froemming reconvened the meeting at
11:00 a.m.
Planning Commission Recommendations
Conditional Use Permit -Steven Hesse et al:
Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to allow 4 dwelling structures and the shower house to remain onsite with conditions as
recommended by the Planning Commission. This property is described as Pt. GL 5 Bg 142.3' E Fr
NW Cr: SEL Y 412' SWL Y 346' on Lk NWL Y 276' N 453.55' to Bg (called tract B) 3.10 Ac,
Section 22 of St. Olaf Township; Sewell Lake (56-408).
Conditional Use Permit -Stephen Upgren:
Motion by Lee, second by Block, and unanimously carried to approve a Conditional Use Permit to
maintain an existing driveway facilitating access to an old cabin with conditions as recommended
by the Planning Commission. The property is described as GL 5 & E 305.4' of GL 4 & Bg SE Cor
SW¼ (22.26 Ac), Section 32 of Star Lake Township; Mud Lake (56-484).
Conditional Use Permit -Dora Township:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use Permit
for road repair with conditions as recommended by the Planning Commission. The property is

described as 1) T-693 (1/2 mi E of T-721; T-693 1 ½ mile W of T-721; T-713 from T-693 to Co.
Rd. 4, 2) T-721 ½ mi So T-693, 3) T-695 ½ mi E. of Co. Rd. 41, Sections 8, 10, 16, & 17 of Dora
Township; East Spirit Lake (56-501), Dora Lake (56-503, and Loon Lake (56-523).
Preliminary Plat -"Stabnow Addition to Clitherall Lake":
Motion by Mosher, second by Lee, and unanimously carried to approve the Preliminary Plat of
"Stabnow Addition to Clitherall Lake" consisting of 3 single family residential lots with conditions as
recommended by the Planning Commission. The property is described as All of GL 6 S of RR R/W
Ex Hwy Ex Trs (3.84 Ac) & Ely 271.4' of GL 5 S of Hwy Ex Trs (1.84 Ac), Section 1 of Clitherall
Township; Clitherall Lake (56-238).
Conditional Use Permit & Preliminary Plat -Beverly Enterprises -"Pleasant Grove First Addition":
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional Use
Permit to retain 630,850 square feet for a nursing home and to approve a Preliminary Plat of
"Pleasant Grove First Addition" consisting of 3 single family residential lots with conditions as
recommended by the Planning Commission. The property is described as GL 1 Ex. Platted and Ex
Tr & N 575' of NW¼ NE¼ Lying E of the 150' Strip, Section 32 of Amor Township; Otter Tail Lake
(56-242).
Environmental Advisory Council Members
Land & Resource Director, Bill Kalar, provided a list of Environmental Advisory Council Members
(Comprehensive Local Water Plan). Mr. Kalar recently received a letter from Bruce Albright,
representing the Buffalo-Red River Watershed District, expressing a willingness to serve on the
committee. Motion by Lee, second by Mosher, and unanimously carried to approve the EACM
membership list as presented with no additions at this time. Commissioners expressed gratitude to
Mr. Albright for his willingness to serve on the committee; however, at this time the committee
membership is quite large and does not need to be expanded.
2001 Natural Resources Block Grant Agreement and Amendment
Motion by Nelson, second by Mosher, and unanimously carried to authorize the Chair's signature
to execute the 2001 Natural Resources Block Grant Agreement and ·Amendment between the
County of Otter Tail and the State of Minnesota Board of Water and Soil Resources for the period
of February 1, 2001, to January 31, 2003. The agreements provide the County with a total grant
amount of $77,419 for administration of SMO, WCA, water plan and sewage system programs.
Snowmobile Grant-In-Aid Trail Systems Resolution
Otter Tail County Resolution No. 2001 -18
Commissioner Lee offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Trail Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Trail Systems proposed extensions are subject to the
review and approval of the County Attorney;
THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-Aid
Trail Systems as they exist for Lake Runners Trail Association and proposed extensions of Grant-
In-Aid Trails with the aforementioned condition.

Tax Settlement
Motion by Lee, second by Block, and unanimously carried to authorize the Chair's signature to
execute a Stipulation for Order of Judgment and Settlement in regards to the Jennie O Foods Inc.
tax settlement as presented by the County Attorney.
Recess & Reconvene in Closed Session
At 11 :50 a.m., Chair Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break. At 1 :03 p.m., Chair Froemming declared the meeting of
the Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating
the performance of GIS Addressing Coordinator, Brian Armstrong, pursuant to M.S. §471.705
Subd. 1d(d). All five seated commissioners were present. A summary of performance conclusions
will be provided at the next regular County Board meeting. Upon conclusion of the performance
evaluation at 1 :18 p.m., Chair Froemming opened the meeting to the public.
Discussion & Adjournment
Commissioners discussed the proposed Challenge Grant concept. At 1 :25 p.m., a motion was
offered by Mosher, seconded by Block, and unanimously carried to adjourn the meeting of the
Otter Tail County Board of Commissioners until Tuesday, April 24, 2001.
