MINUTES OF THE
OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE
Otter Tail County Courthouse
Commissioners' Room, Floor 1-B
Thursday, March 15, 2001
1:00 p.m.
Call to Order
Todd Smedstad called the Labor/Management Committee meeting to order at 1 :08 p.m:
Attendance: Brooks Andersen, Leon Anderson, Sharon Bjork, Rick Denzel, Dawn Godel, Sandi
Gundberg, Terry Hoff, Cheryl Jones, Amy Kampa, Marion Kershner, Larry Krohn, Malcolm Lee,
Mick McCormick, Wendy Metcalf, Syd Nelson, Michele Petterson, Todd Smedstad, Dennis
Soderstrom, Joe Thompson, and Gary Waskosky.
Excused Absences: Tonya Anderson, Tim Brand, Jack Dawkins, Joanne Derby, Pauline Fitch,
David Hauser, Dave Jennen, Blake Johnson, Merle King, Lori Morrell, and Rick West.
Unexcused Absences: None.
Review of Mission and/or Norms of Behavior
Syd Nelson read the Norms of Behavior and Malcolm Lee read the Mission Statement.
Todd Smedstad thanked Mick McCormick for co-chairing the February meeting.
Review of Minutes
Committee members approved as presented, the minutes of February 15, 2001, by consensus.
Review of Agenda
Committee members approved as presented, the agenda of March 15, 2001, by consensus.
Discussion Items
A. Insurance Committee:
Kathy Domholt, Benefits Coordinator, presented to the Committee the results of survey that
was sent out to all employees with their 2001 insurance enrollment forms. The top five
concerns from the survey were as follows:
1. Copay for prescriptions
2. Copay for office visits
3. Vision care plan
4. Employee plus coverage option (families of 2)
5. Expand preventative benefits to $100 and $750 deductible plans.
Kathy also reported that the insurance committee received 41 % of surveys back from
employees. She presented to the Committee two options of insurance coverage that the
Insurance Committee prepared. Committee discussion followed with group consensus for Ms.
Domholt to email insurance information and to schedule employee informational meetings.
• Ms. Domholt also presented a wellness report survey she received from Lakes Country Service
Coop. Marion Kershner volunteered to work with her on the possible development of a
wellness program.

B. Co-chair Replacement:
Todd Smedstad reported that Dawn Godel will replace him as the labor co-chair.
should have a management co-chair replacement by the next meeting.
C. Courthouse Hours:
Larry Krohn
Larry Krohn presented to the Committee, the results he received from department heads.
Approximately 30% of County employees do not have set work hours from 8:00 a.m. to
5:00 p.m. The following items were discussed:

• How to balance service for the public from the County Board's perspective.
• P1efe,cAQliife~the courthouse to be open until 6:00.
• Upon development and completion of the Otter Tail County web page, taxes,
assessments, and license application information will be on the Internet.
• Possibly having a trial period of work hours from 7:30 a.m. to 4:30 p.m.
• The Public Health and Human Services Labor/Management Committees should discuss
Courthouse hours.
• Courthouse hours should be presented to the County Board, to get their
recommendation on this issue.

Group consensus was reached to receive recommendation from the County Commissioners,
and input from the Public Health Labor/Management Committee, and the Human Services (
Labor/Management Committee; tabled for the next meeting.
D. Security:
The security doors are closer to being installed at the 121 West Washington Avenue.
Information Sharing/Announcements
Brooks Andersen reported on issues the Human Service Labor/Management Committee is working
on:
• New York Mills Office -clean windows, food machines
• Flex Time
• First Aid
• Vacation Requests
The Otter Tail County Labor/Management Committee needs an updated members' list.
Next Meeting
The discussion items for the April agenda include:
• Three-Year Term Replacement Members -Who and When
• Update from County Commissioners on Courthouse Hours
• Management Co-chair Replacement
• Insurance Committee
• Wellness Report
• Security
