Year 2001 Otter Tail County Board Chair Selected County Board Clerk, Larry Krohn, requested nominations for the year 2001 Otter Tail County Board Chair. Motion by Nelson, second by Lee, to elect Commissioner Roger Froemming as the Otter Tail County Board Chair for year 2001. Motion carried. Year 2001 Otter Tail County Board Vice-Chair Selected Chairman Roger Froemming assumed the chair and requested nominations for the year 2001 Otter Tail County Board Vice-Chair. Motion by Lee, second by Block, to elect Commissioner Dennis Mosher as the Otter Tail County Board Vice-Chair for year 2001. Motion carried. Approval of Agenda Motion by Mosher, second by Lee, to approve the County Board agenda of January 2,2001 as mailed. Motion carried. Approval of Minutes Motion by Nelson, second by Block, to approve the County Board minutes of December 26, 2000 as mailed. Motion carried. Welfare Statistics Commissioner Lee stated that the President has cut welfare expenses and asked how much Otter Tail County has cut in this area. Discussion followed regarding the welfare system and the 60-month lifetime limit to collect welfare benefits. Human Services Director, John Dinsmore, will research this issue and provide a monthly report on how many clients are on welfare, how many go off, etc. for the county. Day Treatment and Habilitation Contract Human Services Supervisor, Tom Jenson, requested approval of a contract with Productive Alternatives for a Day Treatment and Habilitation program identified as "Willow". Motion by Lee, second by Mosher, to authorize the Chair's signature to execute a contract between Otter Tail County Human Services and Productive Alternatives to provide a Day Treatment and Habilitation program from December 1, 2000, through December 31, 2001, subject to the approval of the County Attorney. There are currently 14 clients to be served with rates at $96.64 per day and $72.48 for a partial day plus transportation fees. Motion carried. Salary Increase for Non-Union Employees Motion by Nelson, second by Mosher, to approve a salary increase of 2.5% for Otter Tail County non-union employees effective January 1, 2001. Motion carried. Pocket Gopher Bounty (M.S. 348.12 and 348.13) Otter Tail County Resolution No. 2001-01 Commissioner Block offered the following and moved its adoption: RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that The sum of thirty cents ($.30) be paid out of the General Revenue Fund of Otter Tail County for every pocket gopher killed in said County during the year 2001 in cases where the township in which the pocket gophers were so killed shall provide for the payment of at least an additional bounty of forty cents ($.40) for each pocket gopher so killed. RESOLVED further that said payment of such County shall be made by the County Auditor upon certificates executed by the Chairman and/or Clerk of the Town Board of said Township setting :forth that the township had issued and delivered to each claimant a payment for at least seventy cents ($.70) for each pocket gopher so killed. Commissioner Nelson seconded the motion, and upon being put to vote, was unanimously carried. Stat. 282.05 for the apportionment of proceeds from the sale of 0 tax forfeited lands, and \___ WHEREAS, the County Auditor shall apportion the tax sale proceeds to the taxing district pursuant to Minn. Stat. 282.08 and WHEREAS, Minn. Stat. 282.08 (4) (b) provides that the County Board may set aside 20% of the proceeds remaining after the value of public improv~m_ents, sdpecia_l assessmenfts, and bond issueds Q levied on the property have been paid, for acquIsitIon an maintenance o county parks an recreational areas, and WHEREAS, Otter Tail County has a park and recreational area, which would benefit by such an apportionment. NOW, THEREFORE, BE IT RESOLVED, that the County Auditor retain 20% of the proceeds from the sale of tax forfeited lands for acquisition and maintenance of parks and recreational areas from the proceeds to be disbursed according to law.
