Home My WebLink AboutBoard of Commissioners - Minutes - 09/21/2000• MINUTES OF THE OTTER TAIL COUNTY LABOR/MANAGEMENT COMMITTEE Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, September 21, 2000 1 :00 p.m. Call to Order Todd Smedstad called the Labor/Management Committee meeting to order at 1 :07 p.m. Attendance: Brooks Andersen, Leon Anderson, Tim Brand, Wade Erickson, Pauline Fitch, Dawn Godel, Sandi Gundberg, David Hauser, Terry Hoff, Dave Jennen, Blake Johnson, Amy Kampa, Marion Kershner, Larry Krohn, Mick McCormick, Wendy Metcalf, Syd Nelson, Michele Petterson, Virginia Partmann, Cheri Schultz, Todd Smedstad, Dennis Soderstrom, and Rick West. Excused Absences: Rick Denzel, Joanne Derby, Cheryl Jones, Merle King, Lori Morrell, Joe Thompson, and Gary Waskosky. Unexcused Absences: Sharon Bjork and Jack Dawkins. Review of Mission and/or Norms of Behavior • Mick McCormick read the Mission Statement and Tim Brand read the Norms of Behavior list. • Review of Minutes Committee members approved as presented, the minutes of July 20, 2000, by consensus with ,the following changes: Cheri Schultz and Marion Kershner should be listed as excused under attendance, rather than unexcused. Review of Agenda Committee members approved as presented, the agenda of September 21, 2000, by consensus with the following additions: A. Telephone System Update, B. Otter Tail County's Blue Cross Blue Shield Health Insurance Program, and C. Labor/Management Insurance and Employee Benefit Subcommittee. Discussion Items A. Telephone System Update: Larry Krohn updated the Labor/Management Committee on the changeover of the telephone service from Qwest to Otter Tail Telcom. The county has been reviewing a Centrex option, in which Otter Tail Telcom is preparing a proposal to present to Otter Tail County. Another option that Otter Tail County is considering will be to have 800 toll free numbers at each Otter Tail County administrative building location. B. Otter Tail County's Blue Cross Blue Shield Health Insurance Program: Larry Krohn discussed Otter Tail County's Blue Cross Blue Shield (BCBS) Health Insurance program. In prior years, the County was self-funded directly with BCBS, with a renewal figure amount of 14% increase. Ultimately what Otter Tail County has done for the present year has been to join the Lake Country Service Cooperative's (LCSC) group BCBS policy. He indicated that are many different insurance service coops, which provide health insurance service pools throughout the Otter Tail county Labor/Management committee September 21, 2000 Page 2 , State, cqunties, and cities, which in turn cover approximately 45 counties and many thousands of members/employees. · In theory, these types of insurance provider pools create more ~litv...--BGBS has notified all insurance carriers that last year's premiums were $2,000,000 and lnat this year the premiums will be increased to $2,200,000; and that the inflation rate is I presently at 15.3o/~CBS stated that all insurance members would be increased by not lower r" than 8% and not igher than 16%. Had Otter Tail County subscribed directly with BCBS, we ~ would be looking at about a 13.9% increase. If we continue another year through LCSC, the · ~ increase will be about_9.5%, Mr. Krohn went on to say that he future does not look good for ~ •• 1 affordable health care; the largest reason being the· pharmaceutical companies with their ~ "' product (new drugs) which is driving the insurance costs straight up. Prescription drugs are , ·, one of the biggest components for the increase in health insurance costs. C. Insurance and Employee Benefits Subcommittee: Larry Krohn stated that during the County's recent labor negotiations, Otter Tail County agreed to establish an insurance/benefits sub- committee to. be created under the direction ,of the Labor/Management Committee .. The Labor/,Management Committee discussed a number of facets that would be covered under the Insurance/Benefits Subcommittee, such as the. number of subcommittee members,· and what types of insurance would ·they be discussing (life, health, dental, etc.). Dawn Godel began further discussion on insurance/benefits within Otter Tail County. · The Labor/Management Committee approved by consensus, that the following individuals form the Insurance and Employee Benefit Subcommittee: Dawn: Godel, Kathy Domholt, Carol Brouse, Mary Ann Anderson, Leon Anderson, and David Hauser. David Hauser will contact the subcommittee members and set up an organizational meeting. • ; , I D.
