OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, June 20, 2000, at 9:33 a.m. at
the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair;
Roger Froemming, Vice-Chair; Syd Nelson, Malcolm Lee, and Dennis Mosher present.
Approval of Agenda
Motion by Lee, second by Froemming, to approve the County Board agenda of June 20, 2000, with
the following additions:

Approval of Bills
Approval of Minutes
Motion by Lee, second by Nelson, to approve the County Board minutes of June 13, 2000, with the
following correction under "Bid Review & Recommendation for Award -SAP 56-599-47 & Etc.",
the motion should read: Motion by Nelson, second by Lee, to award the construction of Project
SAP 56-599-47 & Etc., Paddock township, bridge replacement to Landwehr Construction,, Inc. of
St. Cloud, MN, as the low bidder at the bid price of $182,772.95. Motion carried. This is reflected
in the official minutes.
Veterans Service Workload Update
Veterans Service Officer, Jourdan Sullivan, provided production reports from January 1999
through mid June 1999 and from January 2000 through mid June 2000. Mr. Sullivan explained
that the number of VA 10-10EZ forms, which are used to enroll veterans into the VA Healthcare
system, had increased from 18 in 1999 to 122 during this same period of time.
Mr. Sullivan also reported that 105 cash grants, in the amount of $17,618.72, have been awarded
to veterans or veteran spouses for dental care, optical care, or financial assistance through the
State Soldiers Assistance Program. This amount reflects 2.1 % of the total amount awarded to the
87 counties.
Approval to Pay Bills
Motion by Nelson, second by Froemming, to approve payment of bills per Attachment A of these
minutes, which include the following lodging payments:

Compensation for Ditch Viewers
Ditch Inspector, Tiny Holm, was scheduled to report on compensation for ditch viewers; however;
was unable to attend the Board meeting as he was out on inspections. Property owner,

Rollie Lake, was present. Mr. Lake discussed with the Board problems with a beaver dam that
keeps plugging a culvert (Ditch 37). The culvert is over 25 years old and 24 inches in diameter.
He proposed that a 12 inch culvert be constructed in the 24 inch culvert. The Board informed
Mr. Lake that he would need to talk with Tiny Holm regarding this matter.
Contract Approval -S.A.P. 56-615-16 & Etc.
Motion by Mosher, second by Lee, to authorize the Highway Engineer to enter into a contract with
Central Specialties, Inc., for CSAH 15 & 25 & CR No. 122, job no. S.A.P. 56-615-16 & Etc., in the
amount of $1,334,952.49, for grading and overlay. Motion carried.

Labor Management Representation
Commissioner Lee will continue to represent Social Services on the Labor Management
Committee with Commissioner Froemming representing Human Services and Commissioner
Nelson replacing Commissioner Portmann. Training for Labor Management Committee members
will be on June 22, 2000, at the Prairie Wetland Center from 8:30 a.m. to 4:00 p.m.
Proposed Change To The Otter Tail County Policy
On Economic Development Tax Abatement
Discussion was held regarding a change to Otter Tail County's Policy on Economic Development
Tax Abatement. This proposed change reflects the requested change to the legislation which
would have limited the payback to twice the period of a deferral. This issue will be put on the July
11 th agenda, thus allowing Commissioners to review the whole policy
Perham Resource Recovery Project
Perham City Administrator, Bob Louiseau, was present to request consideration of a Letter of
Intent that he submitted to the Otter Tail County Board of Commissioners. The letter of intent
included: 1) City of Perham's intention to complete the retrofit and restart of the Perham Resource
Recovery Facility, which the City of Perham presently owns. The City of Perham has secured a
matching grant from the MN Office of Environmental Assistance (OEA) in the amount of $3 million.
This project would proceed on the basis of selling electricity to Otter Tail Power, in the event that
an agreement cannot be reached with Land O'Lakes for sale of steam. 2) Retrofit and restart of
the facility would require participation on the part of the City of Perham, Otter Tail County, Wadena

County, Beltrami County, Todd County, and Barlow Projects, Inc. 3) Reimbursement to Otter Tail
County in the amount of approximately $430,000 for the development work it has already
contributed. This is subject to the completion of the sale of revenue bonds associated with the
retrofit of the project. 4) A County Cooperative Committee would help counties to coordinate with
the project and among themselves. 5) An Executive Committee would be responsible for
monitoring the operations and maintenance. 6) The tipping fee, which would be applicable through
the end of the first calendar year of operation shall be $48.00 per ton of waste delivered charged to
each county. 7) The term of the waste supply agreements would be 20 years.
Motion by Nelson, second by Froemming, to move forward with the Letter of Intent regarding the
Perham Resource Recovery Facility. Commissioner Lee stated that he would like more time to
study the Letter of Intent. Chair Partmann expressed concerns also and entertained a roll call
vote. Lengthy discussion followed. Commissioners expressed the following concerns: the risks
involved with steam sales vs. electric sales, the 20-year term agreement, and more waste brought
into Otter Tail County.

The Letter Of Intent for the Perham Resource Recovery Facility project will be brought before the
County Board of Commissioners at the June 27, 2000, meeting after Commissioners have had
time to study the Letter of Intent further.
Planning Commission Recommendations
Preliminary Plat -Arthur Wagener!Taylor Investment Corp.f'East Silent Lake Shores:
Motion by Lee, second by Froemming, to uphold the denial of the Planning Commission for a
Preliminary Plat as requested by the applicant (Pt of Government Lot 6 and Government Lot 7,
Section 27 of Dora Township; East Silent Lake (56-517), RD. Motion carried.
Preliminary Plat & Conditional Use Permit -Arthur Wagener/Taylor Investment Corp./"East Silent
Lake Shores (Revised Plan):
Motion by Lee, second by Froemming, to approve a Preliminary Plat of "East Silent Lake Shores"
and a Conditional Use Permit to relocate approximately 2,550 feet of Dora Township Road (Pt of
the SE1/4 SE1/4, Section 28 and Pt of Government Lots 6 & 7, Section 27, Dora Township; East
Silent Lake (56-517), RD, with conditions as recommended by the Planning Commission. Motion
carried.
Preliminary Plat -Glawe Brothers Partnership/Taylor Investment Corp./Glawe Beach:
Motion by Lee, second by Mosher to uphold the Planning Commissions recommendation to table
the request and order an Environmental Assessment Worksheet to be prepared. Motion carried.

Preliminary Plat & Conditional Use Permit -LeRoy & Mary J. Nelson/Dale & Donna Stine/"North
Stalker Ridge":
Motion by Mosher, second by Froemming, to approve to build approximately 1,600 feet of roadway
(Part of Government Lot 4, Section 28 of Tordenskjold Township; Stalker Lake (56-437), RD), with
conditions as recommended by the Planning Commission. Motion carried.
Conditional Use Permit -Gerald & John Schultz/Ten Mile Lake Resort:Motion by Mosher, second
by Froemming, to approve a Conditional Use Permit, as presented, to replace an existing mobile
home with a newer mobile home. This is an After-The Fact request (Pt GL 3 (27.80 Acres),
Section 21 & Pt Lot 1, Section 28 (1.30 Acres) of Tumuli Township; Ten Mile Lake (56-613), RD.
Motion carried.
Conditional Use Permit -Hovey's on Star/ Douglas Hovey/Dan Workman:
Motion by Lee, second by Froemming, to approve a Conditional Use Permit to put a new truss roof
on a trailer house (Pt SW¼ SW¼ & GL 5 ... Section 34 of Dora Township and Pt GL 2 ... , Section
3 of Star Lake Township; Star Lake (56-385), GD). Motion carried
Conditional Use Permit-John H. Walsh:
Motion Mosher, second by Froemming, to approve a Conditional Use Permit, as presented, to
grade and fill for the extension and completion of a driveway (Old Town Acres Lot 1 Block 1,
Section 12 of Clitherall Township; Clitherall Lake (56-238), RD). Motion carried.
Conditional Use Permit-Otter Tail County Highway Department:
Motion by Lee, second by Froemming, to approve as presented, a Conditional Use Permit for
Project No. S.P. 56-604-09, Reconstruction of CSAH No. 4 from TH No. 59 East 4.2 miles to
CSAH No. 31 (112.27' N & 6652.91' E of the S 1/4 corner of Section 11, Pelican Township to a
point 2,133.04'N & 3,711.75' E of the SW corner of Section 9 of Lida Township; Lake Lida (56-
747), GD I Rush Lake Lizzie (56-760A), NE). Motion carried.
Recommendation of Pilot Program Regarding Borrow Pits:
Motion by Lee, second by Mosher, to approve a pilot project allowing Land & Resource
Management to issue a Grade/Fill Permit for borrow area(s) due to special circumstances. Motion
carried.
Shoreland Management Ordinance Discussion
Bill Kalar, Land and Resource Director, reported that he had discussed with the Planning
Commission the Shoreland Management Ordinance Revision prepared by the County Board of
Commissioners. He listed the Planning Commissions recommendations and/or rationales
regarding the proposals.
Otter Tail Lakes Property Owner's Association
Commissioner Mosher reported that he had been contacted by Otter Tail Lakes Property Owner's
Association for a parade permit. This year it is scheduled for Sunday, July 2, 2000, at 1 :00 p.m.
Motion by Mosher, second by Nelson, to approve a parade permit for the West Otter Tail Lake
Independence Parade to be held July 2, 2000, at 1 :00 p.m. Motion carried. Notification will be
sent to the Sheriff's Department of this approval.

Recess & Reconvene
At 12:10 p.m., Chair Partmann declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break and a tour around District 3. Sites visited were Dalton,
Underwood, the Stang Lake Project, County Road 18, and the Crooked Lake flooding area.
Adjournment
At 2:40 p.m., upon returning from the tour around District 3, Chair Partmann declared the meeting
of the Otter Tail County Board of Commissioners adjourned until Tuesday, June 27, 2000.
