MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Otter Tail County Courthouse

Tuesday, May 9, 2000
9:30 a.m.
Call to Order
The Otter Tail County Human Services Board convened Tuesday, May 9, 2000, at 9:37 a.m. at the
Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Roger Froemming,
Vice-Chair; Syd Nelson, and Dennis Mosher present. Commissioner Malcolm Lee was present at
9:45 a.m.
Approval of Agenda
Motion by Froemming, second by Mosher, to approve the Human Services Board agenda of
May 9, 2000, as presented. Motion carried.
Approval of Minutes
Motion by Nelson, second by Mosher, to approve the Human Services Board minutes of April 25,
2000, as mailed. Motion carried.
Minnesota Kids Statistics
Legislative Update
Court Services Director, Chuck Kitzman, provided Otter Tail County statistics regarding children
from the most recent Minnesota Kids book. Mr. Kitzman updated the board regarding the
proposed Supplemental Spending Bill, Red Wing Juvenile Facility proposal, and Felony DWI
proposal.
Home Care Transition Planning
Public Health Director, Diane Thorson, provided an outline of procedures to transition home health
care services to the private sector. Discussion followed. Motion by Lee, second by Partmann, to
authorize payment of mileage and salary costs for affected employees from the Public Health
Department to attend a job fair tentatively scheduled for May 23 or 24. Private home care
providers will be invited to attend the job fair to share information with employees. The Chair
called for a vote. Motion carried.
Minnesota Family Investment Program
Financial Worker, Mary Ann Anderson, presented an overview of the MFIP program, the welfare to
work initiative. This welfare reform initiative was enacted in 1997, based on a successful pilot
project that expects, supports, and rewards work. It is administered by Minnesota's 87 counties.
Families participating in MFIP are automatically eligible for Medical Assistance, a federal-state
financed program that also provides childcare help and employment services. Ms. Anderson
reviewed the eligibility requirements of the program as well as the procedures followed and
resulting sanctions if clients do not follow the expectations of the program.
Child Day Care Enhancement Contract
Social Services Supervisor, Jodi Wentland, requested approval of a contract to be used for the
enhancement of.child day care in our community funded from federal discretionary funds. Motion
by Nelson, second by Lee, to authorize the Chair's signature to execute a contract between the
County of Otter Tail and Clay-Wilkin Opportunity Council, Inc. to utilize ChildCare Resource &

Referral for training purposes of child day care providers. The amount of the grant is $7,649.00 0
Motion carried.
Commissioner Lee offered the following resolution and moved its adoption:
Foster Care Month
Otter Tail County Resolution No. 2000 -29
WHEREAS, the family, serving as the primary source of love, identity, self-esteem, and support is
the very foundation of our communities, our state, and our county; and
WHEREAS, in Otter Tail County there are over 75 children and youth in foster care being provided
with a safe, secure, and stable home along with the compassion and nurture of a foster family; and
WHEREAS, over 70 foster families, who open their homes and hearts to children whose families
are in crisis, play a vital role helping children and families heal and reconnect and launching
children into successful adulthood; and
WHEREAS, there are over 60 adults in family foster care homes; and
WHEREAS, there are 40 family foster homes for adults, who open their homes to provide a family
environment to individuals with developmental disabilities, mental illness, or who are elderly; and
WHEREAS, there are numerous individuals, public and private organizations, who work to ~
increase public awareness of the needs of children and adults in foster care as well as the Q
enduring and valuable contribution of foster parents.
NOW, THEREFORE, we, the Otter Tail County Human Services Board, by virtue of the authority
vested in us as County Commissioners of Otter Tail County, do hereby proclaim May as FOSTER
CARE MONTH in Otter Tail County and urge all citizens to volunteer their talents and energies on
behalf of children/adults in foster care, foster care providers, and the professional staff working
with them during this month and throughout the year.
Commissioner Mosher seconded the resolution and, upon being put to vote, was unanimously
adopted.

Bills & Claims
Motion by Nelson, second by Mosher, to approve the Human Services bills and claims as
presented. Motion carried.
Family Services Collaborative
Diane Thorson and Chuck Kitzman updated the board on a recent collaborative meeting.
Discussion took place regarding the top issues identified at the meeting, which included lack of
accessibility of medical and dental services, truancy, support to families, transportation needs for

non-medical reasons, short-term transportation needs, summer programming, and disconnected
kids. Jane Patrick has begun work as LCTS Coordinator. The search for the school-based mental
health project staff is continuing.
Adjournment
At 11:15 a.m., Chair Portmann adjourned the meeting of the Otter Tail County Human Services
Board until 9:30 a.m. on Tuesday, May 23, 2000.

the Otter Tail County Courthouse with Commissioners Virginia Portmann, Chair;
Roger Froemming, Vice-Chair; Syd Nelson, Malcolm Lee, and Dennis Mosher present.
Approval of Agenda
Motion by Nelson, second by Froemming, to approve the County Board agenda of May 9, 2000,
with the following addition:

Motion carried.
Approval of Minutes
Motion by Mosher, second by Lee, to approve the County Board minutes of May 2, 2000, as
mailed. Motion carried.
4-H Update
Extension Educators, Donna Geiser and Steve Handegaard, briefed the board on a past event, the
11th Annual Conservation Days, which is a program offered to fifth graders in the county. They
also presented a brochure and information regarding the summer of 2000 4-H youth day camps.
Long-Range Planning Committee Appointment
Motion by Lee, second by Nelson, to appoint Judy Babier of Pelican Rapids to the Long-Range
Planning Committee to represent the second district. Ms. Babier will replace Millie Wilbert
previously appointed. Motion carried.

Eastern Township Gravel Pit
County Auditor, Wayne Stein, informed the board that the recent bid bond of $50 received for
purchase of the Eastern Township Gravel Pit was intended to be the total bid price, not the bid
bond; therefore, the previous motion for sale of the property for $1,000 was not accurate. Motion
by Froemming, second by Lee, to accept the bid of Joyce M. Ahlers, etal, in the total bid amount of
$500, for the purchase of the following described property:
Beginning at a point 800 feet west and 33 feet south of the Northeast corner of the
Southeast Quarter (SE¼) of Section 28, Township 131N, Range 36W, running
thence due West 217.8 feet: thence due South 350 feet; thence due East 100 feet;
thence in a straight line in a northeasterly direction 386.6 feet to the point of
beginning, and containing 1 1/3 acres, more or less.
Motion carried.
Salvage Yard Meeting Update
Solid Waste Director, Mike Hanan, provided a summary of a recent MPCA Salvage Yard meeting

held April 26, 2000. The major topics discussed were cleanup and potential liability and defining
regulatory roles relative to salvage yards. Discussion continued regarding educational outreach,
technical assistance to explain management programs for waste products, and concerns with O
regulatory enforcement.
Request to Lower Crooked Lake
Ditch Inspector, Tiny Holm, and Highway Engineer, Rick West, requested to lower Crooked Lake
approximately 2½ feet by draining into Ditch System No. 21. Pictures were provided showing
water over County Road No. 18. If the water could be lowered, the road would not need to be re-
built. The County Attorney will research this issue further.
Adjournment
At 12:24 p.m., Chair Portmann declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, May 16, 2000.
