HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/18/20000 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday,April18,2000 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, April 18, 2000, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Roger Froemming, Vice-Chair; Syd Nelson, Malcolm Lee, and Dennis Mosher present. Approval of Agenda Motion by Froemming, second by Lee, and unanimously carried to approve the County Board agenda of April 18, 2000, amended as follows: Bid Review and Recommendation for Award -S.A.P. 56-623-09 & Etc. Approval of Minutes Motion by Nelson, second by Lee, and unanimously carried to approve the County Board minutes of April 11, 2000, as mailed. Extension Ag Update New Ag Extension Educator, Doug Holen, briefed board members on his past education and work history leading to his new position as Ag Educator for the University of MN in Otter Tail County. He noted that the Master Gardeners are a great resource of knowledge and recently had a meeting with over 300 registrants. He discussed seeding progress, market reports for grains, and milk prices. License Applications Motion by Mosher, second by Froemming, and unanimously carried to approve the following applications for license: Brad Klimp K&K Service Underwood, MN Thomas Hanson Zorbaz of Pelican Lake, Inc. Pelican Rapids, MN Approval to Pay Bills Tobacco Seasonal On-sale Intoxicating Liquor and Sunday Liquor Motion by Nelson, second by Mosher, and unanimously carried to approve payment of bills per Attachment A of these minutes which includes the following lodging payments: Radisson Craguns Investigator, J. Allan Anderson Commissioner, Syd Nelson Detention Officers, Scott Anderson, Pat Grieser, Cindy Kunz, & William Lee Otter Tail County Board of Commissioners Minutes April 18, 2000 Page2 Recess & Reconvene 0 At 9:52 a.m., Chair Partmann recessed the meeting of the Otter Tail County Board of Commissioners for a Personnel Committee meeting. Chair Partmann reconvened the meeting at 10:13 a.m. Chemical Dependency Counselor Position County Coordinator, Larry Krohn, reported that a job offer has been made to an individual for a Chemical Dependency Counselor position in Otter Tail County. The job offer was made at a step 4 because that was the closest compensation to the compensation the individual was receiving with the other county under the State Merit System. Motion by Lee, second by Partmann, to approve the job offer at a Step 4 for the new Chemical Dependency Counselor position. Discussion followed. Commissioner Mosher requested that language regarding transfers under the Social Services Merit System be added to the county's personnel administration policy. The Chair called for a vote. Motion carried. Bid Award -S.A.P. 56-623-09 & Etc. After previously advertising for bids, Highway Engineer, Rick West opened the following bids at 1 :00 p.m. on April 12, 2000, for overlay projects on CSAH 23, 2, 41, and 80: Central Specialties, Inc. Alexandria, MN Mark Sand & Gravel Acquisition Co. Fergus Falls, MN Sherbrooke Asphalt, Inc. Detroit Lakes, MN Bauerly Bros. Inc. Sauk Rapids, MN $1,135,599.95 1,151,668.05 1,155,673.30 1,174,014.25 Motion by Nelson, second by Mosher, and unanimously carried to award S.A.P. 56-623-09 & Etc. to Central Specialties, Inc, the low bidder, in the amount of $1,135,599.95 as recommended by the Highway Engineer. Long Range Planning Committee Appointment Motion by Lee, second by Froemming, and unanimously carried to appoint Millie Wilberts (representing the second district) of Vergas, MN to the Long Range Planning Committee. Highway Easement Releases Motion by Lee, second by Froemming, and unanimously carried to authorize the Chair's signature for release of highway easements on Highway No. 9. Ditch No. 4 & No. 25 Motion by Froemming, second by Nelson, and unanimously carried to appoint Engineer, Q Randy Pope of Interstate Engineering to proceed with the engineer's report for Ditch No. 4. 0 0 Otter Tail County Board of Commissioners Minutes April 18, 2000 Page3 Motion by Nelson, second by Lee, and unanimously carried to appoint Engineer, Gary Nansen of Larson, Peterson & Associates of Detroit Lakes, MN to proceed with the engineer's report for Ditch Noi ·25. Edna Township will pay for the engineer's work for this project and the county will determine benefits. Ratification of Social Services Support Specialists Contract Motion by Mosher, second by Lee, and unanimously carried to authorize the Chair's signature to ratify a Labor Agreement between Otter Tail County of the State of Minnesota and the Minnesota Teamsters Public and Law Enforcement Employees Union, Local No. 320, Social Services Support Specialists Unit, for the period of 1/1/2000 through 12/31/2001. This labor agreement approval is contingent upon review and approval by the County Attorney. Classification for Ag Inspector Position Motion by Lee, second by Froemming, and unanimously carried to approve a full-time, seasonal ag inspector position at a DMG grade level 11 in the Land & Resource Department. This position replaces a half-time, year-round ag position. Closed to the Public At 10:40 a.m., Chair Partmann declared the meeting of the Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating the performance of County Coordinator, Larry Krohn, pursuant to M.S. §471.705 Subd. 1 d (d). All seated commissioners were present. A summary of performance conclusions will be provided at the next regular board · meeting. Chair Partmann reconvened the meeting at 11 :OB a.m. in open session. Environmental Assessment Worksheet Review -"West Silent Lake Retreat" Land & Resource Director, Bill Kalar, presented the Planning Commission minutes of April 12, 2000. The Planning Commission met for the purpose of considering the Environmental Assessment Worksheet on the proposed Preliminary Plat of "West Silent Lake Retreat" located in Pt GL 3, 4, & 5 of Section 31 in Dora Township on West Silent Lake (56-519, RD). The purpose of the meeting was to determine if an Environmental Impact Statement (EIS) needs to be prepared before further discussion takes place regarding the plat. A motion had been made by the Planning Commission to delay a decision relative to a need for an EIS to allow the developer to review the project and the detailed concerns identified by the planning commission. The planning commission motion allowed for a 30-day delay. Chair Partmann entertained a motion to accept the recommendation of the Planning Commission. Motion by Lee, second by Froemming, and unanimously carried to accept the motion to table a decision, for 30 days, for the need to complete an EIS for the proposed Preliminary Plat of "West Silent Lake Retreat" as recommended by the Planning Commission. Final Plat -"Skyberg Addition to Provan Beach" Motion by Lee, second by Mosher, and unanimously carried to approve the final plat of "Skyberg Addition to Provan Beach" Sec. 9, .Twp. 137, R. 42, .Dunn Township. Donation for Volunteer Drivers' Banquet Commissioner Mosher presented a $50 donation from the Dalton Lions Club for a proposed "Thank You" banquet for volunteer drivers. He challenged other Lions Clubs to donate for this worthy cause. Otter Tail County Board of Commissioners Minutes April 18, 2000 Page4 ' Recess At 11 :30 a.m., Chair Partmann recessed the meeting of the Otter Tail County Board of 'O Commissioners for a Budget Committee meeting and then lunch break. Reconvene At 1 :30 p.m., Chair Partmann reconvened the meeting of the Otter Tail County Board of Commissioners meeting. Chair Partmann entertained a motion to begin next week's meeting at 9:00 a.m. rather than the previously scheduled time of 9:30 a.m. Motion by Lee, second by Froemming, and unanimously carried to begin the Human Service Board meeting at 9:00 a.m. on April 25, 2000, rather than 9:30 a.m. as previously scheduled. The purpose of the change is to accommodate regular agenda items and the scheduled viewing of right of way property required for a highway project. Home Health Care Information/Presentation Present for the Home Health Care information session were many employees of the Public Health Department, representatives of private home care agencies, and county officials. Chair Partmann opened the floor to an overview of Home Health Care information by Diane Thorson, Director. Ms. Thorson addressed the issues of why the county is considering getting out of home care as follows: budget deficits, medicare prospective payment system, and decreasing volume of service. She reviewed the recommendations of the Community Health Service Advisory Committee and provided a map detailing the areas of Otter Tail County that private health care providers are currently servicing. All areas of the county have access to home care services by one or more home care agencies in each community. Director of the Housing and Redevelopment Authority in 0 Fergus Falls, Jeff Gaffaney, reviewed the procedure followed for the RFP to find another provider for the assisted living program. He requested definite direction from the County Board prior contraction with a new assisted living service provider. A financial breakdown for the past three years was provided for each Public Health program. At 1 :55 p.m., Chair Partmann opened the floor to concerns and/or comments. Sue Ewy read a statement on behalf of the Public Health staff addressing staff relationship matters and budgetary discrepancies. Staff requested outside evaluation of the department to assist in setting priorities within the department. Many employees expressed concern for the clients who have become attached to their specific home health worker and concern for resulting loss of jobs if the home health care program is discontinued. Private providers assured the Board that the Public Health Department staff do a wonderful job and they are willing to service the county's current clients and would need to hire additional employees. Commissioners stressed that the decision is very difficult; however, the state is forcing this to happen because of levy limits. Many counties in Minnesota have either quit the home care program or significantly reduced services because they cannot afford to keep offering the service. Chair Partmann informed those present that it is never a policy to make a decision on the same day as the presentation is made as Commissioners need time to think about all the information presented. Within the next two weeks a decision will be made and will be listed on the agenda.
