HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/14/20000 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-8 Tuesday, March 14, 2000 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, March 14, 2000, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Roger Froemming, Vice-Chair; Syd Nelson, Malcolm Lee, and Dennis Mosher present. Chairperson Virginia Partmann was absent. Approval of Agenda Motion by Lee, second by Nelson, and unanimously carried to approve the Human Services Board agenda of March 14, 2000, as presented. Approval of Minutes Motion by Lee, second by Mosher, and unanimously carried to approve the Human Services Board minutes of February 22, 2000, as mailed. Update -Intensive In-Home Treatment Program Lutheran · Social Service Operations Director, Gene Benson, provided a handout with data representing children served by the In-Home Treatment Program and relative cost savings if the same children had been placed in an out-of-home treatment facility. Mr. Benson briefed the Board on .the goals and accomplishments of the program and stressed that the services are designed to be provided in the children's homes at the convenience of the family members. Vice-Chair Froemming thanked Mr. Benson for the update. Approval of Family Decisions Collaborative Host County Contract Motion by Lee, second by Nelson, and unanimously carried to authorize the Chair's signature to execute the Family Decisions Collaborative of the Northwest Host County Contract between Otter Tail County Social Services and Peaceful Solutions, subject to the approval of the County Attorney. Peaceful Solutions will provide family group decision-making services to children in out of home care at a cost of $40 per hour. The funding will be provided through the Time Limited Reunification Services Grant. Additionally, the motion included a request for progress reports relative to this program. Purchase of Service Agreement Motion by Nelson, second by Mosher, and unanimously carried to authorize the Chair's signature to execute an Assisted Living Program Renewal Contract Purchase of Service Agreement between the Otter Tail County Department of Social Services and Vergas Assisted Living for the period of January 1, 2000 to December 31, 2000. Vergas Assisted Living Agency will provide residential services to eligible persons receiving services under AC/EW or CADI programs. Approval of Needs Determination Contract Adult Mental Health Supervisor, Tom Jensen, reported that with the downsizing of the Regional Treatment Center, the North Country Options day treatment and rehabilitation program is closing; however, there are still eight clients receiving services in the program. Mr. Jensen requested Otter Tail County Board of Commissioners Minutes March 14, 2000 Page 2 • authorization to proceed with a needs determination assessment to develop a new program to n. replace the existing program. ,_ Motion by Lee, second by Nelson, and unanimously carried to authorize the Chair's signature on a Needs Determination Form to be sent to the Department of Human Services to proceed with program planning for a new day treatment and rehabilitation program and determine rates for the new program. Volunteer Driver Program Intake Specialty Unit Supervisor, Jodi Wentland, updated the board on the Otter Tail County Volunteer Transportation Program. There are approximately 79 volunteer drivers that provide transportation for over-60 clientele and individuals served by Social Services as well as Medical Assistance and PMAP. A dinner event to recognize these volunteer drivers for sharing their time to help others was discussed. Commissioners noted that this is a great program and service. They were in favor of a recognition event. The details of a recognition dinner will be forthcoming. West Central Regional Juvenile Center 1999 Yearly Report Court Services Director, Chuck Kitzman, provided the WCRJC 1999 Yearly Report and briefed the board on the number of residents served from Otter Tail County and average length of stay in the secure detention program. County Probation Officer Reimbursement Legislation Mr. Kitzman updated the board on the proposed county probation officer reimbursement legislation. The reimbursement legislation is now in the omnibus spending bill. Remote Electronic Monitoring Motion by Lee, second by Mosher, and unanimously carried to authorize the Court Services Director to submit a grant application request to the Minnesota Department of Human Services for remote electronic monitoring for FY 2001. There is no county match required for this grant and the funds must be used for DWI offenders who are indigent and court ordered to abstain from alcohol. Tobacco Grant Planning Public Health Director, Diane Thorson, reported that Otter Tail County is eligible for $50,000 for tobacco planning. One requirement of the grant is that half of the persons involved with the planning must be youth. A meeting will be held March 30th for tobacco reduction planning. Provider Link Software Agreement Ms. Thorson requested approval of an agreement with health insurance companies across the nation, specifically Medica and BCBS, who administer managed care for MA clients. This will provide for eligibility, claims submission, etc. to be completed electronically via the Internet. The cost of $15 per month will be paid by Medica. The Public Health Department has the appropriate software to link into the Provider Link Net Project. Motion by Mosher, second by Nelson, and unanimously carried to authorize the Chair's signature to execute the Provider Link Software Agreement as recommended by the Public Health Director. 0 Meals by Wheels Program r, Officials running the Meals by Wheels Program have requested an increase of .25 per meal from w the Fergus Falls Assisted Living Program because of the loss of meal containers. Ms. Thorson reported that the Assisted Living Program does not have additional funds available. Meals by 0 Otter Tail County Board of Commissioners Minutes March 14, 2000 Page 3 Wheels will charge the person receIvIng the meal an extra .25 for the use of the reusable containers; however, the meal preparation fee will remain the same as the previous contract. Motion by Lee, second by Mosher, and unanimously carried to authorize the Chair's signature to execute the contract between the Otter Tail County Assisted Living Program and Meals by Wheels of Fergus Falls with no additional meal preparation fee from the previous contract as described above. Public Health Week Public Health Week is April 3 -7, 2000. The Otter Tail County Public Health Department has scheduled an open house to celebrate Public Health Week from 10 a.m. to 2 p.m. on April 4, 2000, with a theme of "Healthy People in Healthy Communities". Appointment -Community Health Services Committee Motion by Lee, second by Nelson, and unanimously carried to appoint Kathy Bergren to the Otter Tail County Community Health Services Committee for a two year term. Approval to Pay Bills Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services bills and claims as presented. Adjournment At 10:47 a.m., Vice-Chair Froemming declared the meeting of the Otter Tail County Human Q Services Board adjourned until 9:30 a.m. on Tuesday, March 28, 2000. () Public Hearing for Ditch No. 4 Motion by Lee, second by Mosher, and unanimously carried to schedule a public hearing for Ditch No. 4 on April 4, 2000, at 7:00 p.m. at the Parkers Prairie City Hall. Landowners will be notified. Otter Tail County Board of Commissioners Minutes March 14, 2000 Page 4 ' Proposed Highway Improvement Plan Rick West, Highway Engineer, presented the proposed 2001 -2006 Highway Improvement Plan Q including maps of the proposed projects for each year. Public Hearings will be held in various locations throughout the county and comments will be accepted until early April. Extension Update Angela Berge, Extension Educator, reviewed activities that she has been involved with through the University of Minnesota Extension office. A few of the programs include: homemaking training, CPR training, Youth Health Fair, education in the positive parenting of teens, divorce education program, serve-safe training for restaurants, and rural response efforts in looking at rural revitalization. Rural revitalization handouts were provided. Application for Authorization for Exemption from Lawful Gambling License The Ducks Unlimited #162 of Battle Lake has submitted an Application for Authorization for an Exemption from Lawful Gambling License for an event scheduled for Friday, April 14, 2000, at the Pier on Otter Tail Lake. No action was taken to prohibit the activity. Approval of Final Payment Motion by Lee, second by Nelson, and unanimously carried to authorize final payment to Zervas Industrial Petroleum Company, Inc. in the amount of $6,305.08, for services performed at Otter Tail County's three tax forfeited sites as authorized in the contract dated October 5, 1999, and as modified by change orders nos. two and three. This final payment was recommended by Consultants for the project, Widseth, Smith, and Nolting. Original Contract Amount Change Orders Total Adj. Q 0 Otter Tail County Board of Commissioners Minutes March 14, 2000 Page 5 Meeting Reports Commissioner Mosher met with the WOT Soil and Water Conservation District for a briefing on their duties and activities. Commissioner Nelson met with the EOT Soil and Water Conservation District and testified relative to a few proposed bills. He will attend orientation next week for the Lakeland Mental Health Center.
