() 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday, February 8, 2000 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, February 8, 2000 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Syd Nelson, Malcolm Lee, Dennis Mosher, and Roger Froemming present. Approval of Agenda Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services Board agenda of February 8, 2000, with the following addition: Appointment -Community Health Services Committee Approval of Minutes Motion by Froemming, second by Nelson, and unanimously carried to approve the Human Services Board minutes of January 25, 2000, as presented. 1999 Court Services Statistics Court Services Director, Chuck Kitzman, provided the County Board members with copies of the "Otter Tail County Court Services 1999 Annual Report" and "Otter Tail County Court Services Year 2000 Program Overview". Mr. Kitzman reviewed 1999 statistics and noted that petty offenses and juvenile crime decreased in 1999. Discussion continued regarding the Off-Con Diversion and Community Services programs. Health Alert Network (HAN) Public Health Director, Diane Thorson, reported that Otter Tail County will receive $4,200 from the Minnesota Department of Health as pass-through grant funding from the Center for Disease Control and Prevention (CDC), to enable the county to become part of Minnesota Health Alert. The Health Alert Network will rapidly communicate public health information to local, state, and federal public health agencies and community partners such as emergency responders and health care providers in the event of a bioterrorist attack or other health threat. Ms. Thorson will proceed with an application to the state health department for the funding. Community Health Services Committee Appointment Motion by Lee, second by Froemming, and unanimously carried to appoint Maggie Reese of Pelican Rapids to the Community Health Services (CHS) Committee for a two-year term effective immediately. Respite Care Program Social Services Supervisor, Tom Jensen, requested approval to change the way respite care services are delivered for high needs children. Respite care is a support offered for parents who have a child with a developmental disability in recognition of a need for relief from the emotional and physical stress than can accompany the care of a child with special needs. In the past, these families have received services through Lutheran Social Services (LSS). The contract with LSS Otter Tail County Board of Commissioners February 8, 2000 Page 2 ended last December and Social Services would like to move to a family managed account system to allow the families to make decisions regarding their care. Discussion followed. Motion by Lee, second by Froemming, and unanimously carried to authorize the allocation of the Respite Care Program funds to family-managed accounts as described by Mr. Jensen. Commissioners requested quarterly reviews of this new project. MACSSA & AMC Surveys and Information Minnesota Association of County Social Services Administrators (MACSSA) is an organization that works closely with the Association of Minnesota Counties (AMC) in preparation for the upcoming legislative session. Human Services Director, John Dinsmore, provided a housing survey requested by MACSSA relative to housing shortages/issues projected in Otter Tail County. Discussion followed regarding crisis and seniors issues relative to housing. Governor Ventura's Temporary Assistance for Needy Families (TANF) Fund Proposal includes funding for housing purposes for Habitat for Humanity, new housing starts, rehabilitation of existing housing, etc. Title XX Block Grant dollars have decreased since 1995. Otter Tail County has made up those dollars in the past through local funding. Summary of Legislative Auditor's Report on Welfare to Work Mr. Dinsmore reported on the welfare reform report from the Office of the Legislative Auditor. In 1996, the welfare program known as AFDC was replaced with TANF. The new Minnesota welfare system has a five-year timeframe for recipients to receive cash assistance. The report compares several states' progress of getting families off welfare, with Wisconsin seeing a larger decrease in their caseloads because of stricter sanctions. Discussion continued regarding sanctions, hard to employ individuals, and other issues addressed in the report. Approval of Bills & Claims Motion by Nelson, second by Mosher, and unanimously carried to approve the Human Service bills and claims as presented. Adjournment At 10:40 a.m., Chair Partmann declared the meeting of the Otter Tail County Human Services Board adjourned until 9:30 a.m. on Tuesday, February 22, 2000. Q Otter Tail County Board of Commissioners February 8, 2000 Page 3 Q Approval of Agenda · Motion by Nelson, second by Froemming, and unanimously carried to approve the County Board agenda of February 8, 2000, as presented. 0 0 Approval of Minutes Motion by Nelson, second by Lee, and unanimously carried to approve the County Board minutes of February 1, 2000, as presented. Annual Motorcycle Club Ride Fundraiser Bill Marts of the Prometheus Motorcycle Club, requested less police officer time at the upcoming annual motorcycle fundraising event, because the cost of officer overtime the club has to pay significantly reduces the amount of money the club is able to give to Chahinkapa Zoo. Mr. Marts noted that very few problems have been experienced in the past 14 years. Chief Deputy, Mark Morris, agreed that problems have been minimal and recommended that patrol time be scaled back with a reduced cost of $350. Discussion followed. Motion by Froemming, second by Lee, and unanimously carried to allow reduced police officer hours (cost of $350) at the upcoming annual motorcycle club fundraising event for Chahinkapa Zoo as recommended by the Chief Deputy. Transfer of Funds to Eliminate Deficit Motion by Nelson, second by Lee, and unanimously carried to approve the transfer of $611,103.31 from Human Services Income Maintenance, $165,150.42 from Human Services Social Services, and $163,614.80 from the General Fund to Human Services Public Health. These transfers would eliminate the deficit of $939,868.53 that Public Health has accumulated and bring the Public Health cash balance to $0 as of December 31, 1999. Resolution by the County Board of Commissioners Appropriating for County Extension Work Otter Tail County Resolution No. 2000 -06 Year Beginning January 1, 2000 Upon a motion by Nelson, second by Froemming and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: BE IT RESOLVED: That the sum of $239,608 be set apart from the General Revenue Fund and appropriated subject to the order of the Dean and Director of the University of Minnesota Extension Service for the support of county extension work in Otter Tail County for the year beginning January 1, 2000, in accordance with Minnesota Statute, Section 38.33 -38.38, 1990. These payments are payable to the Otter Tail County Employees Committee from the Commissioners Contingency Fund. Correspondence Acknowledged Chair Partmann acknowledged correspondence received from Aging Coordinator, Lyle Hoxtell, requesting that old county computers be placed in senior centers. Adjournment At 11 :31 a.m., Chair Partmann declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on Tuesday, February 15, 2000.
