MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Otter Tail County Courthouse

9:30 a.m.
Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 1, 2000 at 9:30 a.m.
at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair;
Roger Froemming, Vice-Chair; Syd Nelson, and Malcolm Lee present. Chair Partmann welcomed
Commissioner-Elect, Dennis Mosher, who was visiting the commission meeting and will be sworn-
in next Tuesday to assume his duties as Third District Commissioner.
Approval of Agenda
Motion by Lee, second by Nelson, and unanimously carried to approve the County Board agenda
of February 1, 2000 with the following additions:
Building Committee Meeting -after Board Meeting
Solid Waste Committee Meeting -1 :30 p.m.
Approval of Minutes
Motion by Froemming, second by Nelson, and unanimously carried to approve the County Board
minutes of January 25, 2000 as mailed.
Correspondence Acknowledged
Commissioner Nelson presented a letter received from Daniel Peterson regarding issues related to
the Board of Adjustment. Mr. Peterson detailed six specific concerns. Commissioners discussed
each concern and noted that most issues are legal issues that the County Board does not have
authority to change. A letter of response will be written to Daniel Peterson on the specific issues.
Approval of Tobacco Licenses
Motion by Lee, second by Nelson, and unanimously carried to approve the following applications
for license:

Request for Forgiveness of Penalty and Interest
Motion by Froemming, second by Lee, and unanimously carried to deny the request of Alyce R.
and Solon M. Hill for the abatement of accrued penalty and interest for 1999 on parcel no.
74-000-15-0032-000 in the amount of $91.70. The reason for this request as stated by Alyce R.
and Solon M. Hill does not qualify for abatement under the county's policy nor does the reason
remove the obligation for timely payment of real estate taxes. Additionally, the motion authorized
the acceptance of the amount due by January 31, 2000, so long as that amount is received on or
before February 10, 2000.

Approval of Payment
Assessor, Bob Moe, reported that investor owned utilities are supporting legislation to exempt or O
reduce taxes on personal property. Personal property includes power lines, generating plants,
equipment in the plants, etc. In some counties, this is a major portion of their tax base. This is part
of a nationwide move toward deregulation of utilities. The Coalition of Utility Counties is lobbying
for county interests. Mr. Moe requested payment to support this effort.
Motion by Lee, second by Nelson, and unanimously carried to continue to support the Coalition of
Utility Counties and to authorize payment, in the amount of $957.60, payable to Goodhue County
for Otter Tail County's share in this effort.
County Sales Ratio Information
Assessor, Bob Moe, presented county sales ratio information and the Otter Tail County 1999
Assessment Sales Ratio Study Sales Analysis for the State Board of Equalization. The Sales
Ratio Study is based upon sales from October, 1998 through September, 1999. Discussion
continued regarding market sale trends and land usage. Mr. Moe presented the five main uses of
the sales ratio study.
Resolution for Beaver Damage Control Program
Otter Tail County Resolution No. 2000 -05
Upon a motion by Nelson, second by Froemming and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:
Whereas, the State of Minnesota Department of Agriculture has designated funding to be used in
allocation for beaver damage control to the Joint Power Board in a fifteen County and Red Lake
Nation area, and
Whereas, Otter Tail County's share of these funds are to be used in those townships who elect to
participate in the program, and
Whereas, the State of Minnesota Department of Agriculture requires a matching share for each
County that participates;
Now, therefore, be it resolved, that Otter Tail County, participating in the Beaver Damage Control
Program, will authorize the matching fund requirement for the State of Minnesota Department of
Agriculture.

Mr. Holm reported that a petition to clean out Ditch No. 4 was received before Christmas.
Signatures of spouses where joint ownership exists need to be obtained for that petition. The
County Attorney will write a letter to those who have signed the petition requesting the additional
appropriate signatures. After the signatures are received, the County Board may set a public
hearing for the ditch.
Year 2000 Solid Waste Hauler Application
Motion by Nelson, second by Lee, and unanimously carried to approve the Solid Waste Hauler
application of Peltz Group Inc., Milwaukee, WI, for license for the year 2000.
Contract Approval -Household Hazardous Waste Collection
Motion by Nelson, second by Lee, and unanimously carried to authorize the Chair's signature to
execute a·contract between the County of Otter Tail and the City of New York Mills for hosting a
household hazardous waste (HHW) collection.
Approval of Transportation Bids
Motion by Nelson, second by Lee, and unanimously carried to award the following transportation
bid for the Northeast Otter Tail County Landfill to Steve's Sanitation:

Contract Approval for MSW Transportation -Henning Transfer Station
Motion by Lee, second by Froemming, and unanimously carried to approve a contract between the
County of Otter Tail and Waste Management that specifies the requirements for the bidder to
remove existing equipment and replace a chute to meet the specifications of their trailers and to
further specify that the equipment will remain the property of the county. This contract is for the
MSW transportation at the Henning Transfer Station.
Annual Conference -Recognition of Solid Waste Programs
Solid Waste Director, Mike Hanan, reported that Otter Tail County was selected as one of the two
outstate counties that have excellent Solid Waste programs. Officials from the Solid Waste
Department have been asked to speak on behalf of Otter Tail County's integrated Solid Waste
programs at 3:00 p.m. on Thursday, February 24, 2000, at the Radisson South in Bloomington.
Approval to Pay Bills
Motion by Nelson, second by Froemming, and unanimously carried to approve the bills per
Attachment A of these minutes which include the following lodging payments:

Computer Steering Committee
Chair Partmann appointed Third District Commissioner-Elect, Dennis Mosher, to serve on the
Computer Steering Committee for the year 2000. The Computer Steering Committee meets once
per month.
Approval of Quit Claim Deeds
Motion by Lee, second by Froemming, and unanimously carried to authorize the Chair's signature
to execute the following Quit Claim Deeds between Otter Tail County and the following individuals
as recommended by the County Attorney:
Richard H. Lee, Joseph L. & Tina Lenarz, and Patrick P. & Patricia A. Pomplun
Closed to the Public
Adjournment
At 11:10 a.m., Chair Partmann declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for purposes of discussing labor negotiation strategies relative
to the county's collective bargaining units. All seated commissioners were present along with
Commissioner-Elect, Dennis Mosher, and the County Coordinator, County Attorney, and
Recording Secretary. At 11 :30 a.m., upon conclusion of the closed session, Chair Partmann
declared the meeting adjourned until Tuesday, February 8, 2000.
