Call to Order
The Otter Tail County Human Services Board convened Tuesday, January 25, 2000 at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair;
Malcolm Lee, Syd Nelson, and Roger Froemming present.
Approval of Agenda
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services
Board agenda of January 25, 2000 as mailed.
Approval of Minutes
Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services Board
minutes of January 11, 2000 as presented.
Otter Tail County Community Health Services Advisory Committee
Public Health Director, Diane Thorson, requested several reappointments and one new 0 appointment to the CHS Advisory Committee.
Motion by Lee, second by Nelson and unanimously carried to appoint the following to the
Community Health Services Advisory Committee effective January 1, 2000 for a two year term.

Office Support Specialist Position
Human Services Director, John Dinsmore, reported that his agency is experiencing a growing
demand for office support time and requested an additional full time Office Support Specialist
position. The proposal is to fund the position from dollars budgeted for a Social Worker position
that has not been filled.
Motion by Lee, second by Froemming, and unanimously carried to authorize the Human Services
Director to hire a new Office Support Specialist as presented.
Year 2000 Legislative Issues
Mr. Dinsmore reported that the Minnesota Association of County Social Service Administrators
(MACSSA) has identified twenty-five legislative priorities; however, is asking member counties to
prioritize the top five issues in their county. The Social Services management team will meet to
prioritize Otter Tail County Social Service's top five issues and will send those priorities to
MACSSA. Mr. Dinsmore provided a handout of the MACSSA legislative concerns. Discussion

continued regarding legislative issues such as levy limits, welfare to work 60-month deadline,
temporary assistance for needy families, Medical Assistance issues, funding for services for 0
disability groups, and statewide immunity for daycare licensing.
Approval of Renewal Agreements
Motion by Nelson, second by Lee, and unanimously carried to authorize the Chair's signature to
execute the following calendar year contracts effective January 1, 2000:
Otter Tail County Social Services (Agency) & Productive Alternatives, Inc. (Contractor)
-provides day training and habilitalion services (approximately 3% increase in per diem rates)
Otter Tail County Social Services (Agency) & Lutheran Social Service (Provider)
-provides guardianship services (no increase in rate, not to exceed $27,500)
Family Services Collaborative Discussion
Progress towards the program to provide Mental Health services in the schools is continuing. It is
important to ensure that on-site employees in school districts are included in the overall plan and
strategies of the program. The timetable set for the project is advertising by 04/01/00, job offers by
06/15/00, and beginning date of project 08/01/00 for mental health services in eight school districts
throughout the county. The next work plan for the collaborative will include home visit emphasis.

Motion by Nelson, second by Froemming, and unanimously carried to approve the Human
Services bills and claims as presented.
Adjournment
At 10:27 a.m., Chair Partmann declared the meeting of the Otter Tail County Human Services
Board adjourned until 9:30 a.m. on Tuesday, February 8, 2000.

Motion by Nelson, second by Froemming, and unanimously carried to approve the County Board
minutes of January 18, 2000 as presented.
Grant Proposal -Central Lakes Trail
Phase Ill -Asphalt Surfacing
Otter Tail County Resolution No. 2000 -04
Motion by Lee, second by Froemming and unanimously carried to adopt the following resolution:
WHEREAS, the Central Lakes Trail located between the City of Fergus Falls, MN and the City of
Osakis, MN provides the opportunity for year round recreational use, AND
WHEREAS, the Central Lakes Trail will, in the future, provide the economic benefits of increased
tourism activities along the trail corridor with an asphalt surface, AND
WHEREAS, Douglas County is the lead agency in the preparation of a grant application to the
Legislative Commission of Minnesota Resources (LCMR) to provide the funding necessary for
Phase Ill of this project.
NOW, THEREFORE, BE IT RESOLVED, by the Otter Tail County Board of Commissioners, that
Otter Tail County hereby agrees to become a partner with Douglas County and Grant County in
the grant application for LCMR funds for improvements of the Central Lakes Trail in Douglas,
Otter Tail, and Grant Counties.

Approval of Vehicle Purchases
Motion by Nelson, second by Froemming, and unanimously carried to proceed with a bid opening
process for the purchase of a one ton crew cab pickup (4 wheel drive) instead of accepting the
state bid as recommended by the Highway Engineer.
Motion by Nelson, second by Lee, and unanimously carried to approve purchase of a one ton crew
cab pickup (2 wheel drive) from Schmitz Ford, Inc. in the amount of $23,489.00 as recommended
by the Highway Engineer.
Motion by Lee, second by Froemming, and unanimously carried to approve purchase of a ½ ton
pickup (4 wheel drive) from Falls Automotive, Inc. in the amount of $21, 023.00 as recommended
by the Highway Engineer.
National County Highway Engineers' Conference
Motion by Froemming, second by Lee, and unanimously carried to. authorize Mr. Rick West,
County Engineer, to attend the National County Highway Engineers' Conference in Kansas City.

Approval of Reduction of Retainage for Highway Projects
Motion by Lee, second by Froemming, and unanimously carried to reduce the retainage from 5% 0
of the contract amount to 2½% as requested by Riley Brothers Construction, Inc. of Morris, MN for
the following highway projects:

Approval of Final Payments
Motion by Lee, second by Froemming, and unanimously carried to approve final payment, in the
amount of $59,170.87, payable to Mark Sand & Gravel Acquisition Co. for work completed on
S.A.P. 56-622-06 & C.P. 99:136B per final estimate no. 4.
Motion by Nelson, second by Lee, and unanimously carried to approve final payment, in the
amount of $71,382.92, payable to Mark Sand & Gravel Acquisition Co. for work completed on
S.A.P. 56-608-20 & Etc. per final estimate no. 3.
1999 Minnesota Counties Maintenance-Work Zone Safety Award
Each year the Department of Transportation presents work zone safety awards to contractors
providing that extra effort to make our State highway "construction work zones" safer. The award
is intended to recognize county maintenance workers, supervisors, and county engineer, for an
excellent job in providing work zone traffic control and improved management during the summer
of 1999. Congratulations to the Otter Tail County Highway Department, the recipient of the award
for 1999, which is a credit to the hard, conscientious work of the Highway Department and the r'\
County's Safety committee. ~

Canvassing Board Appointments
Motion by Nelson, second by Froemming, and unanimously carried to appoint Commissioner
Partmann and Commissioner Lee to the Canvassing Board for the January 25, 2000 Special
General Election.
Payment Approval -MRCC
Motion by Lee, second by Froemming, and unanimously carried to approve payment to the
Minnesota Rural Counties Caucus (MRCC), in the amount of $2,000.00, for the year 2000
membership dues.
Audit Engagement Letter
Motion by Lee, second by Froemming, and unanimously carried to authorize the appropriate
county officials' signatures on the audit engagement letter for the year ending December 31, 1999.
Mileage Reimbursement Rate
Motion by Lee, second by Nelson, and unanimously carried to increase the Otter Tail County
mileage reimbursement rate from .31 per mile to .325 per mile effective February 1, 2000. This
increase follows the IRS mileage rate.
Bid Opening -Gravel Pit
After previously advertising, Wayne Stein, County Auditor, opened the following bid for a gravel pit
· located in Scambler Township (Part of SE¼ of SE¼, Sec. 15, Twp 137, R. 43):

Motion by Lee, second by Nelson, and unanimously carried to approve the sale of the above
described gravel pit in Scambler Township to a contiguous landowner, Robert Anderson, in the
amount of $200.
Payment Approval
Motion by Nelson, second by Lee, and unanimously carried to approve a change order, in the
amount of $1,100.00, for Otter Tail County's Petroleum Storage Tank Removal and Building
Demolition Contract with Zervas Industrial Petroleum Company, Inc. The change order was a
result of an additional tank that was discovered and subsequently removed.
Safety Update and Request for Training Funds
Safety & Emergency Services Director, Tim Hunt, reported that Otter Tail County has experienced
another outstanding year in safety with a .46 modification factor. The average modification factor
is 1.0. Mr. Hunt credited the County Employee Safety Committee for their professionalism and
enthusiasm in administering safety awareness. He requested training funds of $7,800 for the year
2000, based on $25 per FTE).
Motion by Nelson, second by Froemming, and unanimously carried to approve employee safety
training funds of $7,800 for year 2000 to be paid from the Insurance Reserve account as requested
by the Safety & Emergency Services Director.
Census Update
GIS employee, Sheri Leabo, is working as a liaison with the U.S. Census Bureau to obtain the
most accurate information as possible for this census. The County Coordinator noted the

importance of sending information regarding the census with tax statements because the census
date is April 1, 2000. Q
Creative Partnership Unlimited Agreement
E-911 Coordinator, Bob Block, would like to educate the public regarding the E-911 residential
markers by way of a media blitz through Creative Partnerships Unlimited.
Motion by Lee, second by Froemming, and unanimously carried to approve an Agreement
between Otter Tail County G.I.S. Department and Creative Partnerships Unlimited for news and
radio advertising to inform residents of the county on the status of the E-911 implementation
process. The advertising campaign, not to exceed $3,925.71, will be funded from the E-911
budget. The motion includes the addition of advertising in the Wadena Pioneer Journal in order to
reach county citizens located in the eastern portion of the county.
Request to Waive the After the Fact Fee
Landowner Allen Braun, explained that failure to obtain a site permit for a storage shed was a
result of personal health issues. He requested that he be allowed to pay the $50 site permit fee
rather than the after the fact permit fee of $250. Discussion followed regarding the assessed fee.
This property is located on Lake Six.
Motion by Nelson, second by Froemming, and unanimously carried to deny the request to waive
the after the fact fee of $250 the fee is an incentive for people to obtain permits prior to
construction.
Year 2000 Land & Resource Fee Schedule
Land & Resource Director, Bill Kalar, presented a recommended department fee schedule based
on County costs. Lengthy discussion followed regarding protecting the environment vs. the length
of time and cost to the County for issuing permits and providing inspections.
