Fir Avenue, Fergus Falls, MN November 1, 2016 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, November 1, 2016, at the Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chair; Doug Huebsch, Vice-Chair; Wayne Johnson, Roger Froemming and John Lindquist present. Approval of Agenda Chair Rogness called for approval of the Board agenda. Motion by Johnson, second by Huebsch and unanimously carried to approve the Board of Commissioners Agenda of November 1, 2016, with the following additions: Emergency Management Disaster Resiliency Grant Request Upcoming Conferences Consent Agenda Motion by Froemming, second by Lindquist and unanimously carried to approve Consent Agenda items as follows: 1. October 25, 2016, Board of Commissioners' Meeting Minutes 2. Warrants/Bills for November 1, 2016 (Exhibit A) 3. Approval of Appointment of Keith VanDyke on the Regional Advisory Committee of the Central MN Emergency Services Board (CMESB) Laredo Fee Schedule Motion by Johnson, second by Huebsch and unanimously carried to approve an increase in the Laredo software overage minutes, per plan, form $0.15 per minute to $0.35 per minute effective January 1, 2017 as recommended by the County Recorder. Accounting Analyst Classification Nicole Hansen, Human Services Director, discussed reclassification of three Accounting Supervisor positions. Motion by Huebsch, second by Lindquist and unanimously carried to approve the reclassification of the Accounting Supervisor positions to the Accounting Analyst classification moving from a B32 salary range to a C41. These positions are identified as Payroll/Property Tax Specialist Supervisor, Highway Accounting Supervisor, and Director of Business Management. For hiring purposes, the Director of Business Management position in Human Services will be filled, due to a retirement, and will be placed within the Finance Division in the Auditor-Treasurer's office. Merit System Update Ms. Hansen briefed the Board on the process to move away from the Merit System for hiring Human Services positions. A request for notice of withdrawal from the Merit System must be submitted to the Minnesota Department of Human Services (DHS) prior to January 1, 2017, in order for this change to be effective January 1, 2018. Otter Tail County is currently meeting most of the federal requirements of the Merit System; however, an Affirmative Action policy will need to be developed. This change will increase the candidate pool for open positions in Human Services. OTC Board of Commissioners' Minutes November 1, 2016 Page 2 Governance Document Diane Thorson, Public Health Director, submitted a document titled "The Governance Functions" from the National Association of Local Boards of Health (NALBOH). Discussion took place regarding the functions and how the four-County Community Health Board (Becker, Clay, Otter Tail and Wilkin} operates to ensure quality improvement and oversight. Ms. Thorson reported that the CHS Directors are participating in a project to develop training for.County Commissioners related to their functions under the Board of Health. Discussion followed regarding public health programs that have beneficial measured outcomes. Update on Partnership4Health Community Health Board Performance Measures Report: Ms. Thorson submitted a document titled "Local Public Health Act Performance Measures", Partnership4Health 2015, from the Minnesota Department of Health (MDH}. The CHS is working towards accreditation with MDH which considers 90 standards. Ms. Thorson indicated that the CHS considered 37 performance measures and met most of them. They will continue working towards these standards. Health Disparities Grant: Ms. Thorson reported that the CHS has received grant funding of approximately $224,653 over a three year period from MDH for eliminating health disparities. The CHS has contracted with the New Americans organization in Fargo/Moorhead to work with the African American and Hispanic populations to implement a Diabetes Prevention Program. Maternal Infant Early Childhood Home Visiting (MIECHV): A grant for MIECHV to provide Nurse Family Partnership and Healthy Families America home visiting has been awarded in partnership with the Polk, Mahnomen, Norman Community Health Board. The term of the grant is January 1, 2017 through September 30, 2019 and Otter Tail County's amount for this grant will be $224,653. This will provide funding for one additional Public Health Nurse in Otter Tail County. Otter Tail County Tobacco Ordinance: Jason McCoy, working for Minnesotans for a Smoke-Free Generation, is working to update the Otter Tail County Tobacco Ordinance and provided a potential list of items to consider. Minnesota has a 14% smoking population and the goal is to reduce that number. There is a three year grant available but there are certain parameters that need to be incorporated into the work plan, which include raising the tobacco purchasing age to 21 and limiting the .sale of other flavored tobacco products to adult only stores. Commissioners encouraged that raising the age to purchase tobacco be a State-wide initiative. Commissioners expressed that they did not want sales banned in pharmacies or a cap on the total number of licenses sold; but, would be in favor of banning the sale of imitation products (candy cigarettes, jerky chew cans, etc.}. Support to Apply for a Disaster Resiliency Grant Emergency Manager Patrick Waletzko requested approval for the Humane Society and Otter Tail County to apply for a grant through the American Society for the Prevention of Cruelty to Animals (ASPCA). The grant would be use towards implementation of the Emergency Operations plan that deals with sheltering animals in a disaster situation. Motion by Johnson, second by Lindquist and carried, with Huebsch opposed, to authorize applying for the Disaster Resiliency Grant for pets/animals as described above. Commissioners expressed the need to learn more abou_t the ASPCA organization and any possible obligations that come with the potential grant and reserve the right to decline the grant when awarded if issues are identified Impact 20/20 Housing Summit OTC Board of Commissioners' Minutes November 1, 2016 Page 3 Motion by Lindquist, second by Johnson and unanimously carried to authorize Commissioner Doug Huebsch and Economic Development Director Nick Leonard to attend the Impact 20/20 Housing Summit on November 16, 2016, at the University of Minnesota -Crookston. The summit is being organized by the Northwest Minnesota Foundation, IMPACT 20/20, the Headwaters Regional Development Commission, the Northwest Regional Development Commission, and the Northwest Minnesota Multi~County Housing Redevelopment Authority. Conservation Tillage Conference Motion by Lindquist, second by Johnson and unanimously carried to authorize Commissioner Lee Rogness to attend the Conservation Tillage Conference December 13-14th 2016, at North Dakota State University. MN Pollution Control Agency (PCAl Advisory Committee Motion by Lindquist, second by Froemming and unanimously carried to authorize Commissioner Wayne Johnson to serve on the MPCA SSTS (subsurface sewage treatment systems) Advisory Committee in an elected official capacity. The Advisory Committee meets four times per year. Recess & Reconvene At 10:38 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The Board meeting was reconvened at 10:44 a.m. Snowmobile Trails Grant Agreement Motion by Johnson, second by Froemming and unanimously carried to authorize the appropriate County Officials' signatures to execute the Minnesota Snowmobile Trails Assistance Program Grant Agreement with pass through funding as follows: Henning Sno Cruisers Prairie Snow Drifters Otter Country Trail Assoc. (OCTA) Otter Trail Riders Total $16,314.90 $11,923.80 $100,495.50 $50.158.50 $178,892.70 Workforce Housing Grant Nick Leonard, Economic Development Director, and Andrew Duchesneau, D.W. Jones, Inc. Developer, presented plans for a proposed 3 story, 32 unit apartment complex in Pelican Rapids, MN identified as ''The Colony". D.W. Jones. Inc. has submitted a tax abatement application. Construction is expected to begin in July of 2017 with occupancy sometime in April of 2018. A RESOLUTION IN SUPPORT OF A WORKFORCE HOUSING DEVELOPMENT PROGRAM GRANT BY D.W. JONES, INC. FOR THE CONSTRUCTION OF WORKFORCE HOUSING IN THE CITY OF PELICAN RAPIDS Otter Tail County Resolution No. 2016 -61 WHEREAS, the 2015 housing study of the Pelican Rapids, Minnesota area completed by Community Partners shows a rental vacancy rate of 2.8%; and WHEREAS. the Housing Assessment of Pelican Rapids, Minnesota area conducted by AdMark Resources in August 2016 shows a vacancy rate of 0% and all maintain waiting lists; and WHEREAS, the need for workforce housing in Otter Tail County, including the City of Pelican Rapids, is well documented; and OTC Board of Commissioners' Minutes November 1, 2016 Page 4 WHEREAS, the proposed workforce housing will meet identified housing needs in the City of Pelican Rapids; and WHEREAS, the Otter Tail County Board of Commissioners has reviewed the proposed Draft Property Tax Abatement which was prepared by Northland Securities; and WHEREAS, the Otter Tail County Board of Commissioners has identified the construction of affordable workforce housing as a public policy goal within the Otter Tail County Policy on Economic Development Tax Abatements (Amended 10/11/2016); and WHEREAS, upon receipt of a complete tax abatement application and after review by the Department of Economic Development, the Otter Tail County Board of Commissioners will hold a public hearing to consider tax abatement for the workforce housing proposed by D.W. Jones, Inc. NOW THEREFORE BE IT RESOLVED THAT: Otter Tail County by this resolution supports D.W. Jones, lnc.'s application to the Minnesota Department of Employment and Economic Development Workforce Housing Development Program.
