Call to Order
The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, October 11, 2016, at the
Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chair;
Doug Huebsch, Vice-Chair; John Lindquist and Roger Froemming present. Commissioner
· Wayne Johnson was present at 9:35 a.m. after attendance at a Public Works committee meeting.
Approval of Agenda
Chair Rogness called for approval of the Board agenda. Motion by Lindquist, second by Froemming and
unanimously carried to approve the Board of Commissioners Agenda of October 11, 2016, with the
following additions:
10:30 a.m. -Adding Community Services Committee Meeting
Discussion Regarding County Administrator Position
Request for Approval of Proposal from Braun lntertec for SFDR Mix Designs
Consent Agenda
Motion by Huebsch, second by Froemming and unanimously carried to approve Consent Agenda items as
follows:
1. September 27, 2016, Board of Commissioners' Meeting Minutes
2. Warrants/Bills for October 4, 2016 (Exhibit A)
3. Human Services Bills & Claims
4. Approve Issuance of 2017 Tobacco Licenses to City of Dalton Municipal
Liquor Store; Larry's Foods, Battle Lake; & Rocky's Bait, Erhard; and
Lakes Area Cooperative (Battle Lake Cenex, Dent Cenex, Oasis Travel
Plaza, & Ottertail Oasis)
5. Approve LG220 Application for Exempt Permit Submitted by Dunvilla
Lions Club for an Event December 1, 2016, at the Dunn Town Hall
6. Increase the 30-Day Credit Card Limit for Deputies as Requested by the
Sheriff and Documented in the Auditor-Treasurer's office
U.S. Fish and Wildlife Service Wetland Easements
USFWS Representatives appeared before the Board and requested certification of three wetland
protection easements. Documentation was previously submitted regarding the requests. After County
Board approval, the wetland easement requests will be considered by the State Land Exchange Board.
The owner continues to be responsible for maintenance and taxes on the property. Motion by Lindquist,
second ·by Froemming and unanimously carried to approve certification for the USFWS to secure the
following wetland easements:

Section 18, NE¼SW¼, Government Lot 3 EXCEPT the West 630.00 feet of Government Lot 3 applied by
perpendicular measurements and lying parallel to the west line of Government Lot 3.

Wetland Easement Continued:

Section 19, S½NE¼ except that part described as follows: Beginning at the southeast comer of said
Section 19; thence South 89°54'59" West, assumed bearing along the south line of said Section 19, a
distance of 1324.64 feet to the west line of said E½SE¼; thence north 01°47'22" East, along said west line,
457.77 feetto a point on a 1875.00 foot radius curve, which center of circle bears north 44°25'15" Eastfrom
said point; thence north westerly, northerly and northeasterly, along said curve, central angle 138°58'12",
4547.78 feet to the east line of aforesaid S½NE¼; thence South 01°45'50" West, along the east line of the
S½NE¼, a distance of 1001.04 feet to the east quarter corner of said Section 19; thence South 01°45'50"
West, along the east line of said E½SE¼, a distance of 2666.19 feet to the point of beginning.
County Assessor Reappointment
Motion by Huebsch, second by Johnson and unanimously carried to reappoint Douglas Walvatne as the
Otter Tail County Assessor effective January 1, 2017, for a four year term.
Recycling Grant
Solid Waste Director Zach Fjestad and Public Information Officer Shannon Terry, requested a
resolution of support for one sort recycling which is estimated to increase recycling by 25-30%.
· Discussion took place regarding new recycling canisters that will be purchased and the County's role
in the process.
MINNESOTA POLLUTION CONTROL AGENCY
FY 2016-17 GRANT PROGRAM AUTHORIZATION RESOLUTION
Otter Tail County Resolution No. 2016 -57
WHEREAS, the Otter Tail County Solid Waste Department has applied for a grant from the Minnesota
Pollution Control Agency (MPCA), under its FY16-17 Environmental Assistance Grant Program; and
WHEREAS, if MPCA funding is received, Otter Tail County is committed to implementing the proposed
project as described in the grant application; and
WHEREAS, MPCA requires that the Otter Tail County Solid Waste .Department enter into a grant
agreement with the MPCA that identifies the terms and conditions of the funding award.
BE IT RESOLVED THAT the Otter Tail County Board of Commissioners hereby agrees to enter into and
sign a grant agreement with the MPCA to carry out the project specified therein and to comply with all of
the terms, conditions, and matching provisions of the grant agreement and authorizes and directs the Otter
Tail County Chair to sign the grant agreement on its behalf:
A motion for the foregoing Resolution was offered by Commissioner Froemming and seconded by
Commissioner Huebsch and upon a vote being duly taken thereon, the following voted in favor:
Commissioners Huebsch, Johnson, Lindquist, Froemming and Rogness
and the following were against: None

Amended County Tax Abatement Policy
Motion by Johnson, second by Lindquist and unanimously carried to approve the amended Otter Tail
County Policy on Economic Development Tax Abatements as submitted and amended October 11, 2016.
County Administrator Position
Discussion took place regarding the hiring process to replace the County Administrator due to retirement.
Human Resources Professional Stephanie Retzlaff submitted a sample selection process packet. The
position will be opened internally with a goal of filling the position by January 1, 2017.
County Wide Trail Master Plan
Due to a conflict on November 22, 2016, the County Wide Trail Master Plan open house dates have been
changed to November 28, 29, and 30 and December 1, 2016. Public Works Director Rick West will
confirm these dates with SRF Consulting.
Highway Project Agreement
Motion by Huebsch, second by Johnson and unanimously carried to authorize the appropriate County
Officials' signatures to execute an agreement (proposal QTB046627) between the County of Otter Tail and
Braun lntertec for the following five projects for stabilization mix design at an estimated cost of $72,000:
CSAH 10-E Elizabeth City Limits to CSAH 1 (approx. 6.5 miles)
CSAH 24-CSAH 3 to CSAH 41 (approx. 7.4 miles)
CSAH 52 (Wilkin County) & CSAH 88-CSAH 24 to N Limits of Rothsay (approx. 1 mile)
CSAH 72-Trunk Highway (TH) 78 to CSAH 83 (approx. 2 miles)
CSAH 84-TH 10 NW of New York Mills to TH 10 SE of New York Mills (approx. 2.3 miles)
Adjournment
At 10:34 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners
adjourned until 9:30 a.m. on Tuesday, October 25, 2016.
