Call to Order
The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, October 4, 2016, at the
Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chair;
Doug Huebsch, Vice-Chair; Wayne Johnson, John Lindquist and Roger Froemming present.
Approval of Agenda
Chair Rogness called for approval of the Board agenda. Motion by Huebsch, second by Lindquist and
unanimously carried to _approve the Board of Commissioners Agenda of October 4, 2016, with the following
modification:
Internal Services Committee (Economic Development Grant Position) -Cancelled
Consent Agenda
Motion by Froemming, second by Johnson and unanimously carried to approve Consent Agenda items as
follows:
1. September 27, 2016, Board of Commissioners' Meeting Minutes
2. Warrants/Bills for October 4, 2016 (Exhibit A)
Closed to the Public
At 9:35 a.m., Chair Rogness declared the Board meeting closed to the public for purposes of discussing
labor negotiation strategies regarding the four (4) Law Enforcement Unions, GST Union and the AFSCME
Highway Union. Present were all five seated Commissioners, County Attorney, County Administrator,
Human Resources Director and Board Secretary. At 10:00 a.m., Chair Rogness declared the meeting
recessed for a short break.
DUI Court Grant Agreement
At 10:05 a.m., Chairman Rogness declared the remainder of the Board of Commissioners' meeting open to
the public. ProbaUon Director Desta Lutzwick presented the DUI Grant Agreement (A-DGCT17-2017-i"-
JD-003) for Professional Services between Otter Tail County and the State of Minnesota acting through its
Seventh Judicial District commencing October 1, 2016 and ending September 30, 2017. Ms. Lutzwick
indicated that the grant of $171,000 is about a $70,000 reduction. She explained the resulting budget
changes. Discussion followed regarding the DUI Court Program. Motion by Huebsch, second by
Froemming and unanimously carried to authorize the appropriate County Officials' signatures to execute
the FY17 DUI Court Grant Agreement for professional services as submitted by the Probation Director.
Child Care Discussion
Economic Development Director Nick Leonard discussed the bid to remodel the lower level of the New
York Mills building for a community child care center, in which, various stakeholders in the area had
expressed interest. The cost to repurpose the space is not reasonable to move forward with the project;
however, the need for child care continues to be discussed as an important community issue.
Commissioner Huebsch suggested repurposing the space in the lower level of the NYM County building for
a Boys & Girls Club. He talked about the program and indicated that every city should consider investing
in the Boys & Girls Club Program.

Rural Rebound Initiative
Mr. Leonard reported that Otter Tail County and the Fergus Falls Economic Improvement Commission
(FFEIC} have focused on bringing people back to our region for workforce needs. Three grants have been
received through this Initiative totaling about $135,000 with hopes of receiving a grant through the Vedeen
Trust as well. This Initiative is scheduled to proceed forward January 1, 2017.
Greater Minnesota Parks and Trails CGMPT) Organization
fy'lotion by Huebsch, second by Johnson and unanimously carried to authorize Otter Tail County to become
a member of the GMPT organization as recommended by the Public Works Director. The GMPT is an
educational and advocacy organization that plays a fundamental role in gaining dedicated Legacy funding
for Greater Mirinesota parks and trails.
Replay Pavement Seal Product Demonstration Project
Motion by Johnson, second by Huebsch and unanimously carried to authorize an agreement with Bargen
Incorporated of Mountain Lake, MN, to apply the RePlay Agricultural Oil Seal and Preservation Agent on a
portion of County Rd. 82 and County Rd. 1 as recommended by the Public Works Director. The estimated
cost for this pilot project is $65,000·and is intended to extend the life of the asphalt.
RESOLUTION APPROVING CAPITAL IMPROVEMENT PLAN
AND CONFIRMING INTENT TO ISSUE BONDS
Otter Tail County Resolution No. 2016 -55
WHEREAS, there has been presented to this Board a Capital Improvement Plan (the "Plan") for the
County prepared in accordance with Minnesota Statutes, Section 373.40; and
WHEREAS, in preparing the Plan, this Board considered the factors set forth in Minnesota Statutes,
Section '373.40, Subd. 3: and
WHEREAS, a public hearing was duly called and held on the Plan and the Board's intent to issue bonds
for transactions contemplated by the Plan consisting of the acquisition of the property described therein
owned by the Otter Tail Housing and Redevelopment Authority (the "HRA") and refunding of the three
series of outstanding HRA bonds, pursuant to the requirements of Minnesota Statutes, Section 373.40.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF OTTER TAIL
COUNTY, MINNESOTA, AS FOLLOWS:
1. The Plan is hereby approved.
2. The Board's intent to issue bonds pursuant to the Plan is hereby confirmed. The estimated
amount of bonds is $7,580,000. The issuance of the bonds is subject to a referendum if a
petition meeting the requirements of Minnesota Statutes, Section 373.40, Subd. 2 (c)
requesting a vote on the issuance is filed with the County Auditor within 30 days after the date
hereof.
3. Sealed proposals for the bonds will be received at the offices of Ehlers & Associates, Inc. and
considered by the Board of Commissioners at its meeting on November 22, 2016. The terms
of the bonds and the sale thereof shall be substantially as set forth in the report of Ehlers &
Associates, Inc. on file in the office of the County Administrator.

Upon completion of the public hearing, a motion for the foregoing Resolution was offered by Commissioner
Johnson and seconded by Commissioner Lindquist and upon a vote being duly taken thereon, the
following voted in favor:
Commissioners Huebsch, Johnson, Lindquist, Froemming and Rogness
and the following were against: None
and the following were absent: None
WHEREUPON, the Resolution was declared duly passed and adopted the 4th day of October 2016.

ST TO REPURCHASE TAX FORFEITED PROPERTY
Otter Tail County Resolution No. 2016 -56
Commissioner Froemming introduced the following resolution and moved its adoption:
RESOLVED, by the Otter Tail County Board of Commissioners of Otter Tail County, Minnesota, that
WHEREAS, Deneice R. Stewart, owner, has made application to repurchase the following legally
described parcel:
Parcel No. 27-000-35-0227-002
Section 35 Township 132 Range 38
Southwest Quarter of the Northeast Quarter (SW1/4 NE 1/4) and Government Lot Two (2) -75 Acres
Said property having forfeited to the State of Minnesota on the 26th day of August, 2016, for
nonpayment of the 2008, 2009, 2010, 2011, 2012, 2015 and 2016 property taxes, and
WHEREAS, an application to repurchase the above described property was timely submitted on
Wednesday, September 28, 2016, and
WHEREAS, the sum of $5,946.82 represents the aggregate of all delinquent and current taxes, penalties,
costs, assessments, and fees as of September 30, 2016, that would have been due and payable had
the above described parcel not forfeited to the State of Minnesota, and
WHEREAS, the applicant has requested that the Otter Tail County Board of Commissioners consider his
application to repurchase the above-described parcel and has requested that the Otter Tail County Board
of Commissioners approve the applicant's requestto repurchase the above-described property.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby
approves the repurchase of the above described tax forfeited property, and
BE IT FURTHER RESOLVED, that the Otter Tail County Board of Commissioners hereby finds that the
repurchase is in the best public interest, and that it will relieve any undue hardship which has resulted
from theforfeiture.

Commissioner Johnson seconded the motion, and upon being put to vote, the resolution was adopted on a
unanimous vole,

HRA Board Appointment
Motion by Johnson, second by Froemming and unanimously carried to appoint Dave Johnson of
Pelican Rapids, MN to.the Otter Tail County Housing and Redevelopment Authority (HRA) Board replacing
Hazel Hovde effective August 1, 2016, as recommended by the HRA Executive Director.
WCMN Drug & Violent Crimes Task Force Joint Powers Agreement
Motion by Johnson, second by Lindquist and unanimously carried to authorize the appropriate County
Officials' signatures to execute the West Central Minnesota Drug & Violent Crimes Task Force Joint
Powers Agreement as submitted by the Sheriff. The agreement includes six counties and seven cities.

At 11 :15 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners
