MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Government Services Center, Commissioners' Room 515 W. Fir Avenue, Fergus Falls, MN June 7, 2016 8:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened at 8:30 a.m. Tuesday, June 7, 2016, at the Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chairman; Doug Huebsch, Vice-Chair, Wayne Johnson, John Lindquist and Roger Froemming present. Approval of Agenda Chairman Rogness called for approval of the Board agenda. Motion by Froemming, second by Johnson, and unanimously .carried to approve the Board of Commissioners Agenda of June 7, 2016 with the following additions: General Discussion -Insurance Discussion & Parking Space Update Additional Auditor-Treasurer Agenda Items Consent Agenda Motion by Lindquist, second by Johnson, and unanimously carried to approve Consent Agenda items as follows: 1. May 24, 2016 Board of Commissioners' Meeting Minutes 2. Warrants/Bills for June 7, 2016 (Exhibit A) 3. On-Off-Sale 3.2 Malt Liquor License for Ye Olde Schoolhouse Bar & Grill, Birchwood Golf Course LLC, and Battle View Landing (7/1/16 -6/30/17) 4. On-Sale Liquor License for The Pickle Factory Bar & Grill (7/1/16 -6/30/17) 5. On-Sale Wine License for Battle View Landing (7/1/16 -6/30/17) Recorder's Office Update Recorder Carol Schmaltz briefed the Board on new processes in the Recorder's office. U.S. Imaging is onsite scanning land documents. All land documents will be digital and the office is working towards all digital records including birth and death certificates. Marriages are currently being processed through MOMS (MN Official Marriage System) and DD214s through DADS (Discharge Access Database System). Commissioners thanked her for the update and for moving toward digital records. County Drainage Systems County Ditch #8: Motion by Huebsch, second by Lindquist, and unanimously carried to approve the Order for Redetermination of Benefits in the Matter of County Ditch #8 as presented by the County Attorney. County Ditch #48: Motion by Huebsch, second by Lindquist, and unanimously carried to approve the Order for Redetermination of Benefits in the Matter of County Ditch #48 as presented by the County Attorney. Highway Project Contract Motion by Johnson, second by Froemming, and unanimously carried to approve a Highway Maintenance Contract between the County of Otter Tail and Traffic Marking Service, Inc. of Maple Lake, MN for the 2016 traffic marking services, subject to the approval of the County Attorney. OTC Board of Commissioners' Minutes June 7, 2016 Page2 Limiting Layer Determination/Soil Color Policy Public Works Director, Rick West presented a Limiting Layer Determination/Soil Color Policy for the Land & Resource Office for use in determining the limiting layer for drainfield installations. The policy has been reviewed by the Public Works Committee and serves as a guide to provide consistency in the application of the SSTS (Subsurface Sewage Treatment System) rules. Discussion followed. Motion by Froemming, second by Huebsch, and unanimously carried to support the Limiting Layer Determination/Soil Color Policy as a guide for the Land & Resource Department as presented. Health Insurance Discussion County Officials updated the Board regarding the Insurance Committee work on the Request for Proposal (RFP) for Employee Health Insurance. Lengthy discussion took place regarding the process, finalist review and the Insurance Committee recommendation to move to PEIP (Public Employee Insurance Program). The County's Consultant, Gallagher Benefit Services will provide a formal recommendation upon conclusion of employee education and voting. GSC Parking Lot Chairman Rogness updated the Board on the parking lot where County vehicles are parked at the Government Services Center. This property is being transferred from the City of Fergus Falls to Otter Tail County. Liquor Licenses Motion by Froemming, second by Johnson, and unanimously carried to approve the following liquor licenses: Playtime Sports Bar and Ballroom, Inc. On-Sale Liquor & Sunday Liquor Licenses (07 /01/16 through 06/30/17) Ron's Ready Mart Off-Sale 3.2 Malt Liquor License (07 /01/16 through 06/30/17) RESOLUTION APPROVING SURVEYOR'S CERTIFICATE OF PLAT CORRECTION (Plat Correction for Kathys Beach) Otter Tail County Resolution No. 2016 -38 WHEREAS, Pursuant to the provisions of Minnesota Statutes, Chapter 505.174 and 505.175, Jack A. Rosenthal, a duly Licensed Land Surveyor in and for the State of Minnesota has prepared a Surveyor's Certificate of Plat Correction to the Plat of Kathys Beach; and WHEREAS, Pursuant to the provisions of Minnesota Statutes, Chapter 505.176, when the certificate has been approved by the governing body of the area involved and a certificate stating that said plat certificate has been approved by the governing body signed by the clerk of said body is attached to said plat certificate, the county recorder of the county in which the land so platted or subdivided is located shall accept each such certificate for filing and recording in the recorder's office upon payment of a fee therefor commensurate with the length of the certificate. NOW THEREFORE IT IS HEREBY RESOLVED, that the Otter Tail County Board of Commissioners hereby accepts and approves the attached Surveyor's Certificate of Plat Correction to the plat of Kathys Beach as prepared by Jack A.
