Fir Avenue, Fergus Falls, MN May 3, 2016 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened at 9:.30 a.m. Tuesday, May 3, 2016, at the Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chairman; Wayne Johnson, John Lindquist and Roger Froemming present. Vice-Chair Doug Huebsch was absent due to attendance at an arbitration hearing regarding the Perham Resource Recovery Facility. Approval of Agenda Chairman Rogness called for approval of the Board agenda. Motion by Lindquist, second by Froemming, and unanimously carried to approve the Board of Commissioners Agenda of May 3, 2016 as submitted. Consent Agenda Motion by Lindquist. second by Froemming, and unanimously carried to approve Consent Agenda items as follows: 1. April 26, 2016 Board of Commissioners' Meeting Minutes with a Clerical Correction on Page 2 under the Coffee & Vending Supply Discussion 2. Warrants/Bills for May 3, 2016 (Exhibit A) 3. Approve Credit Card Request for Interim Probation Director, Desta Lutzwick 4. Approve increase to Credit Card limit for Administrative Assistant, Amy Kampa from $1,000 to $1,500 5. Approve LG220 Application for Exempt Permit for Make-A-Wish Minnesota for an Event on Sept. 10, 2016 at Silvermoon Lounge & Restaurant Surveillance Camera Systems Sheriff Brian Schlueter and Lieutenant Barry Fitzgibbons, presented a Sllrveillance camera system from Arvig Communications that could be used to ensure public safety and investigate crimes in the small cities that do not have their own law enforcement. A lengthy discussion took place regarding how the system operates, who owns the data, who has access to the data and how many hours it could take to respond to public requests for data. Commissioners embraced the concept of a surveillance system and suggested that the Sheriffs Department research this further, partner with the cities as this is not a budgeted item and start with a pilot project to evaluate effectiveness. OTTER TRAIL RIDERS TRAIL ASSOCIATION GRANT-IN-AID FUNDING Otter Tail County Resolution No. 2016 -27 Commissioner Froemming offered the following and moved its adoption: WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and approval of the County Attorney. THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail Systems as they exist for the Otter Trail Riders Trail Association Snowmobile Club for the 2016-2017 snowmobile season and proposed extensions of Grant-In-Aid Trails with the aforementioned condition. Motion by Lindquist, second by Johnson, and unanimously carried to authorize the appropriate County Officials' signatures to execute a Highway Construction Contract between the County of Otter Tail and PCiRoads LLC, for SAP. 056-601-062 which is for work on CSAH 1 over the Channel between Hoot Lake and Wright Lake, Bridge No. 56520. Motion by Lindquist, second by Froemming, and unanimously carried to authorize the appropriate County Officials' signatures to execute a Highway Construction Contract between the County of Otter Tail and Otter Tail Valley Railroad and Genesee & Wyoming for work on two railroad crossings on Otter Tail CSAH 1 designation in Fergus Falls on Cascade Street. · Motion by Lindquist, second by Froemming, and unanimously carried to authorize the appropriate County Officials' signatures to execute an Agreement for Surfacing Bankers Drive -Tumuli Township, S.A.P. 056-600-027 as recommended by the Public Works Director. Otter Tail County and Tumuli Township received $105,000 from the Department of Natural Resources (DNR) to continue asphalt paving on this public access going east and including a housing development. Prevailing Wage -CSAH 38 Proiect: Motion by Johnson, second by Froemming, and unanimously carried to modify the Widseth Smith Nolting fee schedule to the existing agreement for the CSAH 38 project to reflect 2016 prevailing wage for Engineers, Architects and supporting positions as submitted by the Public Works Director. OTC Board of Commissioners' Minutes May 3, 2016 Page 3 OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otte Tail Lakes Count Association OTLCA Motion by Johnson, second indquist, and unanimously carried to authorize the appropriate County Officials' signatures to execute a contract between Otter Tail County and Otter Tail Lakes Country Association as presented by the Economic Development Director. The OTLCA is the new organization replacing the Otter Tail Country Tourism Association. Housing & Redevelopment Authority {HRA) County Wide Housing Study: HRA Executive Director, Jeff Gaffaney, submitted the 2015 Otter Tail County Housing Study. He indicated that the material is beneficial for cities throughout the County and may be used to obtain housing grants. Motion by Lindquist, second by ·Froemming, and unanimously carried to accept the Housing Study as submitted and request that the Otter Tail County Economic Development. Director and HRA Executive Director put together a formatto educate the public, specifically targeting: city officials as it relates to .their • pertinent housing data. Downpayment Assistance Program: A document titled "Otter Tail County HRA Downpayment Assistance Program Guidelines" was presented. Total program funding is $90,000 for the year. There have been 6 applications, one approved, one in process and the others denied. The program is income based and the maximum down payment is $15,000 at 0% interest and payable at the end of the first mortgage loan term. Housing Inspection Program: Mr. Gaffaney talked to the Board about a county wide inspection program. Otter Tail County does not have a building inspection program; however, the City of Fergus Falls and Pelican Rapids currently administer a building/housing inspection program. Mr. Gaffaney talked about the difficulties of obtaining Section 8 Housing because of the tight market and the poor conditions of some of the rental housing. Chairman Rogness requested that Mr. Gaffaney return to a Committee of the Board to continue discussion on this topic. Recess & Reconvene At 10:30 a.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:35 a.m. Coffee & Vending Supply Discussion County Attorney, David Hauser, provided background information regarding Otter Tail County vending and coffee supplies. Representatives from the County Employees' Committee, Wellness Committee, Facilities Operations Department, and Braun's Vending were present for the discussion. Commissioners indicated that a Request for Proposal (RFP) was approved at the April 26, 2016 County Board meeting. A County contact person will be assigned to handle vendor questions or concerns. SAFE COMMUNITIES GRANT APPLICATION RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT Otter Tail County Resolution No. 2016-30 Be it resolved that Otter Tail County Department of Public Health enter into a grant agreement with the Minnesota Department of Public Safety for traffic safety projects during the period from October 1, 2016 through September 30, 2017. Bounty for Trapping: OTC Board of Commissioners' Minutes May 3, 2016 Page 5 Motion by Lindquist, second by Froemming, and unanimously carried to increase the bounty paid to trappers to $100 per beaver taken from Otter Tail County highway systems if prior authorized by the Highway Department. LEAN Event Administrator Larry Krohn reported that the Division Directors and other staff totaling about eighteen employees will be working on the job exchange program June 8, 2016 through June 10, 2016. Motion by Johnson, second by Froemming, and unanimously carried to approve payment for lunch for this LEAN Event from the Commissioners' Contingency Fund. Adjournment At 11 :23 a.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on Tuesday, May 24, 2016.
