Fir Avenue, Fergus Falls, MN April 12, 2016 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, April 12, 2016, at the Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chairman; Doug Huebsch, Vice-Chair; Wayne Johnson, John Lindquist and Roger Froemming present. City of Fergus Falls Administrator, Andrew Bremseth provided his background and working philosophies as the new City Administrator and indicated that he is looking forward to City/County collaboration meetings to discuss items affecting both entities. Approval of Agenda Chairman Rogness called for approval of the Board agenda. Motion by Froemming, second by Lindquist, and unanimously carried to approve the Board of Commissioners Agenda of April 12, 2016, as submitted. Consent Agenda Motion by Lindquist, second by Huebsch, and unanimously carried to approve Consent Agenda items as follows: 1. April 5, 2016, Board of Commissioners Meeting Minutes 2. Warrants/Bills for April 12, 2016 (Exhibit A) 3. Prairie Community Service Nursing Renewal Contract for Adult Mental Health Initiative 4. Approve Payment of $45,572.95 to Houston Engineering, Inc. for Fees Associated with Ditch 70 Improvement Project 5. Approve On-Sale Seasonal (6 month) Liquor License for Big Pine Lodge 6. Human Services Bills & Claims Continuous Improvement Update LEAN Members, Zach Fjestad, Patrick Waletzko, Diane Aschnewitz and Rena Simon updated the Board on the Continuous Improvement projects that have been completed. The goal is to improve existing processes by eliminating waste and streamlining work. They discussed the benefits and challenges of the process. Moving forward, the LEAN team made the following recommendations: 1) LEAN members plan to attend departmental staff meetings; 2) publish a page on the intranet; 3) increase participation in events; 4) recruit additional facilitators; and 5) promote Cl within Otter Tail County. Commissioners requested a report back to the Board in six months. Probation Department Planning Update Community Services Director, John Dinsmore submitted a Memorandum of Understanding between the County and District Judges for an out-of-class assignment for the Probation Director position. The MOU appoints Desta Lutzwick as the Interim Probation Director for a period of fifteen months. During this time, an Advisory Group will be established to study the three different corrections delivery systems to determine the best system for Otter Tail County. All interested parties will be represented in the Advisory Group. Mr. Dinsmore shared a draft scoping document outlining the purpose and goals for the Advisory Group. Motion by Froemming, second by Lindquist, and unanimously carried to offer a motion of support to proceed with the Memorandum of Understanding for the Probation Director out-of-class assignment for the period of April 16, 2016 through July 31, 2017 and to proceed with studying the corrections models as described. OTC Board of Commissioners' Minutes April 12, 2016 Page 2 Recess & Reconvene At 10:21 a.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:25 a.m. GLACIAL EDGE TRAILS REGIONAL DESIGNATION APPLICATION CITY OF FERGUS FALLS RESOLUTION OF SUPPORT Otter Tail County Resolution No. 2016 -23 WHEREAS: The City of Fergus Falls (hereafter referred to as the "City") is the northern terminus and Minnesota Legislature designated head of the Central Lakes Trail that connects west-central Minnesota to central Minnesota via over 130 miles of bike trails, AND WHEREAS: The City is proposing to begin the process of further connecting Otter Tail County (hereafter referred to as the "County") to Minnesota's bike trail system through a trail proposal known as the Glacial Edge Trails that will extend beyond the Central Lakes Trail, through Fergus Falls, and provide an option for further connectivity with Maplewood State Park and the Perham to Pelican Rapids Trail, AND WHEREAS: The City is submitting an application through the Greater Minnesota Regional Parks and Trails Commission (hereafter referred to as the "Commission") to seek Regional Designation for the Glacial Edge Trails, AND WHEREAS: The Commission is created to undertake system planning and provide recommendations to the legislature for grants funded by the parks and trails fund to counties and cities outside of the seven- county metropolitan area for parks and trails of regional significance. NOW THEREFORE BE IT RESOLVED THAT: Otter Tail County by this resolution supports the Regional Designation application by the City of Fergus for the Glacial Edge Trails. Cl~ OTC Board of Commissioners' Minutes April 12, 2016 Page 3 Memorandum of Understanding for Union Position Motion by Huebsch, second by Froemming, and unanimously carried to authorize the appropriate County Officials' signatures to execute an MOU between Otter Tail County and MN Teamsters Public and Law Enforcement Employee's Union representing the Public Health Professional Unit of Nurses. The MOU adds the position of Lead Public Health Nurse to the unit. Health Insurance Webinar Human Resources Director, Nicole Hansen submitted a Health Insurance Overview webinar which will be provided to employees. The webinar reviewed the results of a recent insurance survey completed by employees. A Request for Proposal for the County's health insurance was released April 8, 2016. Insurance updates will continue to be provided to the County Board. Adult Mental Health Local Advisory Council Update Adult Mental Health LAC Board members Fonda Knudsen and Luanne Hansen briefed the Board on their goals and projects. They continue to work on new ideas to manage the.LAC to make a better impact in the a•••• •• ,' • community. MAY IS MENTAL HEAL TH MONTH Otter Tail County Resolution No. 2016 -24 WHEREAS, the U.S. Surgeon General states that mental health is fundamental to health and indispensable to personal well-being, family and interpersonal relationships, and contributes to community and society; and WHEREAS, the U.S. Surgeon General confirms that mental illness affects one in five Americans every year, regardless of age, gender, race, ethnicity, religion or economic status;and WHEREAS, the U.S. Surgeon General has found that a range of treatment exists for most mental disorders and the efficacy of mental health treatments are well documented; and WHEREAS, Otter Tail County has made a commitment to community-based systems of mental health care for all residents and has appointed Local Mental Health Advisory Committee for children and adults. WHEREAS, the guiding principles of community mental health care have always been comprehensiveness, cost-efficiency, effective management and high-quality and consumer responsive services, and these principles are now being adopted by private and public healthcare payers; and WHEREAS, the National Mental Health Association, the National Council for Community Behavioral Healthcare and their national partners, the National Alliance for the Mentally Ill and their local affiliates observe Mental Health Month every May to raise awareness and understanding of mental health and illness; THEREFORE, we, The Otter Tail County Board of Commissioners, by virtue of the authority vested in us as County Commissioners of OtterTail County, do hereby proclaim May 2016 Mental Health Month in Otter Tail County. As County Commissioners of Otter Tail County we call all citizens, government agencies, public and private institutions, business and schools to recommit our community to increasing awareness and understanding of mental illness and the need for appropriate and accessible services for all people with mental illness. She identified that 12,763 County residents received publicly funded health care benefits during calendar year 2014 which is a significant increase over the previous year. This 2014 data was the most recent complete year of data available for this statistic. The summary document included statistics about the food support program, the number of chemical use assessments that were completed and child protection data. Commissioners requested a financial synopsis of the funding sources and approximate cost of the various Human Services programs. Some examples of how assistance dollars are used may help in communication with the public who have concerns about welfare spending. Highway Projects S.A.P. 056-601-058: Motion by Huebsch, second by Lindquist, and unanimously carried to approve and concur with the City of Fergus Falls, the award of the Cascade Construction project to the lowest responsible bidder, Mark & Brenda Construction, Inc. in the amount of $800,008.55. · S.A.P. 056-601-063 & Etc.: Motion by Froemming, second by Johnson, and unanimously carried to award the County Wide Seal Coat project to the low bidder, Morris Sealcoat & Trucking, Inc. at the bid price of $1,383,821.95 as recommended by the Public Works Director. S.A.P. 056-601-062: Motion by Lindquist, second by Huebsch, and unanimously carried to award the Hoot Lake/Wright Lake Bridge Repairs project to the low bidder, PCi Roads of St. Michael, MN at the bid price of $427,498.15 as recommended by the Public Works Director. Right-of-Way Brush Control: Motion by Huebsch, second by Johnson, and unanimously carried to award this Brush Control project to L&M Road Services LLC of Ulen, MN, at a quotation price of $30,000.00. Right-of-Way Weed Control: Motion by Froemming, second by Lindquist, and unanimously carried to award the East Otter Tail County Right-of-Way Weed Control project to L&M Road Services LLC at a quotation price of $20,700.00. Right-of-Way Weed Control: OTC Board of Commissioners' Minutes April 12, 2016 Page 5 Motion by Johnson, second by Lindquist, and unanimously carried to award the West Otter Tail County Right-of-Way Weed Control project to L&M Road Services LLC at a quotation price of $27,600.00. Commuting with County Vehicles Motion by Froemming, second by Johnson, and unanimously carried to approve a Request for Commuting with County Vehicles for the 2016 Highway Department Construction Season as presented and recommended by the Public Works Director. Sanitation Code Land & Resource Director, Bill Kalar reported that correspondence has been received from the MN Pollution Control Agency (PCA). The PCA did not approve the revised language regarding holding tanks that was recently" submitted to them by Otter Tail County. Motion by Johnson, second by Huebsch, and unanimously carried to approve the Sanitation Code as recently submitted and retain the minimum 1,500 gallon holding tank for dwellings but not other establishments as written in the State Sanitation Code. Legislative Meeting Motion by Johnson, second by Froemming, and unanimously carried to provide notice of the meeting at the capitol on Tuesday, April 19, 2016 to the public. The schedule is to leave from the Government Services Center about 6:30 a.m. arriving at the capitol in St. Paul for an 11 :00 a.m. meeting with local legislators. Years of Service Awards At 11 :50 a.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for an awards luncheon to honor employees for their service with the County. Motion by Froemming, second by Lindquist, and unanimously carried to thank employees for their years of service with the County and express appreciation for the time spent with emp!_oyees at the luncheon held on their behalf by the Employees' Committee. The meeting was reconvened at 12:45 p.m. Amendment No. 1 to PH-DOC Agreement Motion by Huebsch, second by Froemming, and unanimously carried to authorize the appropriate County Officials' signatures to ratify Amendment No. 1 to the PH-DOC Maintenance and Support Agreement. This agreement is effective for the period of April 1, 2016 through December 31, 2018 and includes multiple counties. Minnesota Records Retention Schedule for Public Health Department Motion by Johnson, second by Lindquist, and unanimously carried to approve the Minnesota Records Retention Schedule identified as a Revision of 1988 General Records Retention Schedule for Counties as submitted by the Public Health Director. This Records Retention Schedule will be attached to the Otter Tail County Public Health Records Management Policy. GSC Parking Lot for County Vehicles Economic Development Director, Nick Leonard briefed the Board on the process to acquire the GSC parking lot currently used for County vehicles. The City of Fergus Falls can vacate the property and deed it to Otter Tail County. Commissioners requested that Mr. Leonard facilitate the process. Economic Development Mr. Leonard briefed the Board on the publication titled Otter Tail Lakes Country Destination Guide "Find your Inner Otter". He reported that this regional marketing campaign has been very successful, the feedback very positive and communities are becoming increasingly invested in more visibility. Some guides have been released with additional releases planned throughout the summer. OTC Board of Commissioners' Minutes April 12, 2016 Page 6 Economic Development Continued: Mr. Leonard reported on an upcoming Resort retreat to collect data of what to expect in the coming years. He spoke to the Board about a potential partnership between the County, City of New York Mills and Lund Boats to provide childcare services in the lower level of the New York Mills building. Children's First Finance is recommending a multiple in-home care using an outside facility approach instead of a center based childcare approach. Motion by Huebsch, second by Lindquist, and unanimously carried to approve an expenditure of $750.00 to be paid out of the Commissioners' discretionary funds for marketing the Central Lakes Trail. The expenditure is payable to the City of Ashby. Discussion took place regarding the recent Broadband meeting with vendors and interested parties. Motion by Lindquist, second by Johnson and unanimously carried to contact SRF Engineering Consultants to provide a Broadband presentation with ideas of how the concept of county wide broadband could be marketed.
