OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
Larry Krohn, Otter Tail County Board Clerk, called the Board of Commissioners' meeting to order at
9:30 a.m. on Tuesday, January 5, 2016, at the Government Services Center in Fergus Falls, MN, with
Commissioners John Lindquist, Chairman; Lee Rogness, Vice-Chairman; Wayne Johnson and
Roger Froemming present. Commissioner Doug Huebsch was present via phone.
CY2016 Otter Tail County Board Chair
Larry Krohn requested nominations for the Otter Tail County Board Chair for 2016. A motion was offered
by Lindquist and seconded by Johnson to nominate Commissioner Lee Rogness to serve as the Otter Tail
County Board of Commissioners Chair. Nominations ceased and the motion carried for a unanimous ballot
for Chairman Lee Rogness.
CY2016 Otter Tail County Board Vice-Chair
Lee Rogness, 2016 Board Chairman, assumed the Chair's seat and requested nominations for the Otter
Tail County Board Vice-Chair for 2016. A motion was offered by Lindquist and seconded by Froemming to
nominate Commissioner Doug Huebsch to serve as the Board of Commissioners Vice-Chair for 2016.
Nominations ceased and the motion carried for a unanimous ballot for Vice-Chairman Doug Huebsch.
Approval of Agenda
Chairman Rogness called for approval of the January 5, 2016, agenda. Motion by Johnson, second by
Froemming, and unanimously carried to approve the Board of Commissioners agenda of January 5, 2016
with the following additions:

Motion by Johnson, second by Lindquist and unanimously carried to approve Consent Agenda items as
follows:

2016 Committee Assignments
Discussion took place regarding the committee assignments for calendar year 2016. Motion by
Froemming, second by Lindquist, and unanimously carried to approve the 2016 Committee Assignments
identified as Attachment A of these minutes
Buffalo Red River Watershed District Update
Otter Tail County BRRWD Representative, Peter Fjestad submitted the following documents dated
December 15, 2015:
Diversion Authority All-Entity Informational Meeting -FY16 Budget Power Point Presentation
Diversion Authority Fiscal Year 2016 Budget Summary
FY2016 Flood Diversion Program Budget.

Buffalo Red River Watershed District Update Continued:
Mr. Fjestad reported that the BRRWD will be voting January 11, 2015 whether or not the Watershed
District supports the Flood Diversion project as budgeted and presented which would also include the
District as a member of the Diversion Authority by way of a Joint Powers Agreement. Commissioners
indicated that they supported Mr. Fjestad's reasons for a negative vote to approve the Diversion Authority
Flood project. Commissioners indicated that Otter Tail County may need to retain legal advice to
determine potential liability for Otter Tail County residents regarding this proposed project.
Information Technologies IITl Director
Administrator, Larry Krohn announced that a new County IT Director, Richard Kelsven, will be starting with
Otter Tail County February 1, 2015.
LMHC Reappointment
Motion by Johnson, second by Lindquist, and unanimously carried to reappoint Commissioner Roger
Froemming to the Lakeland Mental Health Center (LMHC) Board for a three year term.
2016 Annual Membership Dues
Motion by Froemming, second by Lindquist, and unanimously carried to approve the following Membership
dues as presented by the County Administrator:
Association of Minnesota Counties (AMC)
AMC Local Public Health Association (LPHA)
AMC MN Assoc. of County Social Services Administrators (MACSSA)

Motion by Froemming, second by Johnson, and unanimously carried to approve payment, in the amount of
$250.00, to Lakes Country Service Cooperative (LCSC) for Otter Tail County's 2016 membership dues.
DEPOSITORY RESOLUTION
Otter Tail County Resolution No. 2016 -01
Upon a motion by Johnson, second by Froemming and unanimously carried, the following resolution was
adopted:
RESOLVED by the Board of Commissioners of Otter Tail County, Minnesota, that all financial institutions in
Otter Tail County, including Credit Unions and State and Federal banks be and are hereby designated as
depositories of County funds.

INVESTMENTS RESOLUTION
Otter Tail County Resolution No. 2016 -02
Upon a motion by Johnson, second by Froemming and unanimously carried, the following resolution was
adopted:
RESOLVED by the Board of Commissioners of Otter Tail County, Minnesota, that the Otter Tail County
Auditor-Treasurer and the Otter Tail County Chief Deputy Treasurer be and is hereby given authority to
invest County funds as available.

Extension Committee Reappointments
Motion by Johnson, second by Lindquist, and unanimously carried to reappoint Willis Roehl and
Carol Rethemeier to the County Extension Committee for a three year term beginning January 1, 2016.
Application for Exempt Permit
Motion by Johnson, second by Lindquist, and unanimously carried to approve the LG220 Application for
Exempt Permit as submitted by the Pelican Rapids Jaycees for an event scheduled for Saturday,
January 23, 2016 on Lake Lida.
County Board of Appeal & Equalization Dates
Motion by Froemming, second by Lindquist, and unanimously carried to convene the County Board of
Appeal and Equalization at 9:00 a.m. on Wednesday, June 15, 2016 and to reconvene the County Board
of Equalization for final action on Tuesday, June 28, 2016.
Highway Project Advertisements
Motion by Johnson, second by Lindquist, and unanimously carried to designate the Otter Tail County
website as the official publication, as appropriate, for highway project advertisements for bids as
authorized by Minnesota Statue 331.A.12 Subdivision 2.
2016 Insurance Coverage
Motion by Lindquist, second by Froemming, and unanimously carried to approve payment to the Minnesota
Counties Intergovernmental Trust (MCIT) for the following 2016 insurance coverage:

CY2015 Delinquent Publication Fee
Motion by Johnson, second by Froemming, and unanimously carried to set the cost assessed to delinquent
real estate parcels that are published in the Delinquent Tax List at $55.00 per parcel as authorized in
M.S. 279.092.

Upon a motion by Johnson, second by Lindquist and unanimously carried, the following resolution was
adopted:
RESOLVED by the Board of Commissioners of Otter Tail County, Minnesota, that
The sum of thirty cents ($.30) be paid out of the General Revenue Fund of Otter Tail County for
every pocket gopher killed in said County during the year 2016. Paid only in those cases where
the township in which the pocket gophers were so killed shall provide for the payment of at least
an additional bounty of forty cents ($.40) for each pocket gopher so killed.
RESOLVED further that said payment of such County shall be made by the County Auditor upon
certificates executed by the Chairman and/or Clerk of the Town Board of said Township setting forth
that the township had issued and delivered to each claimant a payment for at least seventy cents
($.70) for each pocket gopher so killed.

CALENDAR YEAR 2016 TAX FORFEITED LAND SALE APPORTIONMENT RESOLUTION
Otter Tail County Resolution No. 2016 -04
Upon a motion offered by Lindquist, seconded by Johnson and unanimously carried, the following
resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that
WHEREAS, it is provided in. Minn. Stat. 282.05 for the apportionment of proceeds from the sale of tax
forfeited lands, and ·

WHEREAS, the County Auditor shall apportion the tax sale proceeds to the taxing district pursuant to
Minn. Stat. 282.08 and
WHEREAS, Minn. Stat. 282.08 (4) (b) provides that the County Board may set aside 20% of the proceeds
remaining after the value of public improvements, special assessments and bond issues levied on the
property have been paid, for acquisition and maintenance of county parks and recreational areas, and
WHEREAS, Otter Tail County has a park and recreational area which would benefit by such an
apportionment.
NOW, THEREFORE, BE IT RESOLVED, that the County Auditor-Treasurer retains 20% of the proceeds
from the sale of tax forfeited lands for acquisition and maintenance of parks and recreational areas from
the proceeds to be disbursed according to law.

Detoxification Services Update
Community Services Director, Deb Sjostrom, briefed the Commissioners on a recent meeting held with the
previous Productive Alternatives (PA) Detox staff. PA Staff members expressed an interest in continuing
to work with Detoxification Services. Ms. Sjostrom indicated that the next steps would be to offer
temporary employment and work with PA to develop contracts and lease arrangements. She reported that
this is an interim solution to provide detox services. The long term goal is for a private provider to manage
the service as the State of Minnesota is utilizing a medical model to provide detoxification services.
Ms. Sjostrom will update the Community Services Division Committee as needed.

adjourned until 9:30 a.m. on Tuesday, January 19, 2016 at the Government Services Center in Fergus
Falls, MN.
