OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened at 8:30 a.m. on Tuesday, August 25, 2015, at
the New York Mills County Offices with Chairman John Lindquist, Vice-Chair Lee Rogness, and
Commissioners Doug Huebsch, Wayne Johnson and Roger Froemming present.
Approval of Agenda
Chairman Lindquist called for approval of the August 25, 2015 agenda. Motion by Froemming, second by
Rogness, and unanimously carried to approve the Board of Commissioners agenda of August 25, 2015
with the following additions:

Ditch #18/37 Amended Order
Consent Agenda
Motion by Johnson, second by Huebsch, and unanimously carried to approve Consent Agenda items as
follows:
1. August 18, 2015 Board of Commissioners' Meeting Minutes
2. Warrants/Bills for August 25, 2015 (Exhibit A)
3. LG240B Application to Conduct Excluded Bingo, Perham Rotary club for an
Event on 10/16/15 at The Cactus
4. Human Services Bills & Claims
5. Temporary Liquor License for 9/26/15 (Wendell Lions Club)
6. Temporary Liquor License for 9/12/15 (Henning Rod & Gun Club)
County. Drainage Systems
Ditch# 56:
The Highway Department is replacing a centerline pipe on CSAH 21 and Ditch #56. After an onsite
inspection of the culvert, it was determined that there are some elevation issues in the area causing water
to pool and back up. Motion by Johnson, second by Froemming, and unanimously carried to request the
contractor on the project, OM Enterprises, to clean the ditch in this area to allow for proper flow to the west
as recommended by the Ditch Inspector. Estimate for the work is $1,000.00. The ditch has an adequate
Maintenance Fund to cover the cost of the repairs.
Ditch #70:
Ditch Inspector, Kevin Fellbaum presented a petition relative to Ditch #70. Several of the property owners
on Sewell Lake are concerned with the elevation proposed for the Improvement project. They would like
the elevation to be higher than the proposed 1294.5'. Julie Aadland from the Department of Natural
Resources (DNR) will be submitting a formal letter regarding the issue. County Attorney, David Hauser
reported that the County has a permit for the 1294.5' elevation from the DNR; howe.ver, they have the
statutory authority to withdraw a permit for environmental reasons. Discussion contiriue·d about lake
elevation issues.
Ditch #25 Update:
The Ditch Inspector reported that five days of maintenance work (cleaning) has been completed in Ditch
#25 north of County Highway 35. The culvert leaving Wendt Lake is plugged. Discussion took place
regarding replacement of the 6" pipe.

Ditch #25 Continued:
The water in Ditch #25 is not flowing as it should under Highway 35. Elevations were taken north of
Highway 35. Discussion took place regarding the proper elevation of the culvert under Highway 35. The
initial plan was to clean north of Highway 35 and not south of the highway. Several beavers have been
removed from this area of the Ditch. Mr. Fellbaum also presented plans for rerouting the South Outlet of
Ditch #25. The proposed realignment needs to be reviewed by the DNR, Big McDonald Lake LID and
property owner for access.
The property owners to the north of the highway are not seeing the drainage they expected with the clean
out. Property Owner, Elaine Shepper reported that the water is backing up in her meadow and not moving
under Highway 35 and that there is a beaver problem as well.
Craig Johnson submitted a letter regarding the amount of wetland silt and decomposed vegetation that
accumulated above the culvert under Big McDonald Lake after Ditch #25 was reopened. This debris has
blown into the lake and washed ashore. Roger Fenstad and Mr. Johnson spoke about the negative effects
on water clarity.
Property owners questioned whether the ditch could be cleaned out because of the wetlands in the area.
The filterization that was happening is important and this area has not been maintained for many years.
Commissioners requested that elevations be taken of the wetland area where the water is backing up.
Further research will be done regarding the concerns of material flowing into Big McDonald Lake.
General Discussion
Commissioners discussed the use of the New York Mills building. They discussed various needs that
could increase use of the empty space. Administrator Larry Krohn will research possibilities with the
County's Tourism and Economic Development Director and report back to the Board. The Board
discussed the financial need to consolidate counties and how best to move the concept forward.
LAND OF THE DANCING SKY AREA AGENCY ON AGING
Otter Tail County Resolution No. 2015 • 61
BE IT RESOLVED that Otter Tail County enter into an Agreement for Area Agency on Aging Services with
West Central Joint Powers Board, the Land of the Dancing Sky Area Agency on Aging and the Northwest
Regional Development Commission.
BE IT FURTHER RESOLVED that the Chairpersons of the County Board, Northwest Regional
Development Commission and the Land of the Dancing Sky Area Agency on Aging are hereby authorized
to execute such Agreement and any amendments.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Wayne Johnson,
duly seconded by Commissioner Roger Froemming and, after discussion thereof and upon vote being
taken thereon, the resolution was unanimously adopted.

911 Communications Update

911 Communications Supervisor, Judy Siggerud presented a Call Count Report and service area map for
Otter Tail, Wilkin, and Traverse counties. Ms. Siggerud discussed the 911 equipment that will be needed
for next generation 911 which will enable texting and video. The Barnesville 911 tower is currently a 5
channel site and will need an upgrade to enable additional service.
Long Term Care Report
Long Term Care Supervisor, Jody Lien and staff members reviewed long term care consultation
(MnChoices assessment) services and other elderly care programs.
City of Perham Update
Perham EDA Director, Chuck Johnson presented Perham employment data and a powerpoint of various
new housing projects in the City. He spoke about Perham's population growth over the past two decades,
job opportunities, worker shortages and lack of affordable housing.
Project List for Transportation Plan
Public Works Director, Rick West presented the following handouts:
• Notice of Public Hearing -Local Option Sales and Use Tax for Transportation
• Draft 10 Year Project List 2016 to 2025 by Route Number
• 2016 to 2025 Highway Project Maps by Project Type
• Wheelage Tax & Local Option Sales Tax for Transportation for each county in the State of MN
Highway Contract-S.P. 056-070-021 & S.P. 8824-124
Motion by Rogness, second by Johnson, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Highway Construction Contract between the County of Otter Tail and
Otter Electric LLC for various CSAH and CH Intersections as indicated in the plans approved May 29,
2015.
Soil & Water Conservation District Letter
Motion by Johnson, second by Froemming, and unanimously carried to approve the Chairman's signature
to execute a letter in support of the West Otter Tail Soil and Water Conservation District's (SWCD)
nomination for SWCD of the Year through the Minnesota Association.
Adjournment
At 11 :35 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
recessed until approximately 1 :00 p.m. when the Board members toured the Tuffy's Plant in Perham, MN.
At approximately 3:00 p.m., Chairman Lindquist declared the meeting recessed until the next County
Board meeting at 9:30 a.m. on Tuesday, September 1, 2015 at the GSC in Fergus Falls, MN.
